Two years later, it had exported crude oil worth nearly $2 billion and its remaining reserves were worth well in excess of $110 billion. These are truly staggering figures for a country that has been mired in a perpetual cycle of war, state weakness and chronic poverty ever since gaining independence in 1960. Against this background, the Chad-Cameroon Pipeline Project was to usher in a new approach to resource development in politically fragile environments. It combined the construction of oil production infrastructure with a detailed plan for oil revenue allocation and government capacity building. One of the largest private sector investment projects in Africa, the pipeline was conceived as public-private partnership between the governments of Chad and Cameroon, multinational oil companies and the World Bank Group. With its relatively small equity holding, the World Bank's main roles in the project were to mitigate risk and to ensure that oil revenues benefit broad-based socioeconomic development and poverty reduction objectives. The chapter explores the extent to which this undertaking has been successful. To date, the evidence is not encouraging. In 2008, the Project was declared a failure, with the World Bank's complete withdrawal, citing its inability to oversee the allocation of oil revenues. Prior to the Bank's withdrawal, the Government of Chad had continued to use oil resources for overtly political and military objectives. In essence, therefore, the project has provided hardware infrastructure for oil exports, but little of the governance mechanisms associated with the attempt to overcome the resource curse. The challenges created by rapid oil revenue inflows in Chad are now the same as in any other poor oil-exporting country with weak governance institutions. The chapter is structured as follows: First, it discusses the various challenges associated with managing oil revenues in fragile states. Second, it outlines the specific mechanisms contained in the Chad-Cameroon Pipeline Project to overcome these challenges. Third, it reviews the available evidence on the impact of these measures. Fourth, it asks how multilateral institutions, such as the World Bank, can prevent the resource curse.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

It is found that it allows for a realistic programming of public spending while highlighting the main budgetary choices proposed by the government.

The governance crisis festering throughout every one of the region's states ought to discourage outsiders from capital-intensive, long-term commercial involvement and cast doubts over the political survival of ruling cliques. However, the presence of large petroleum deposits radically changes this equation: the negative dynamics of state failure and widespread violence affect the general population but spare the oil nexus. The material and political resources made available by oil allow states to survive regardless of bad policies, facilitate their governing elites' material success regardless of reckless management, earn international allies regardless of erratic domestic conduct, and make companies want to invest regardless of risk. The recent oil boom only strengthens this paradoxical viability. Making possible what is arguably the largest inflow of resources into Africa in history, it is of a different order from the short-term viability afforded by the exploitation of other natural resources. Nonetheless, the partnership between insiders and outsiders that permits the extraction of oil is not conducive to positive long-term outcomes in institution-building or broad-based economic growth. Highly dependent on uninterrupted money flows and beset by various destabilising trends, the political economy of oil in the Gulf of Guinea is poised in a state of 'permanent crisis'. This study, based on extensive fieldwork, interviews and engagement with primary and secondary sources, is the first on the subject to take on the regional, as opposed to the country-specific, dimension. It has four key aims. The first is to bring out the extent to which oil has forged the interaction of the region with the world economy and how the ongoing expansion of the oil sector will deepen this pivotal role. Secondly, how this international relevance of petroleum has shaped postcolonial domestic politics and institutions. Thirdly, it examines the interests of different sets of empowered actors in the partnership between importers, producers and oil companies, their interplay, and the manner and contexts in which their goals diverge or converge. Finally, it analyses the sources of long-term sustainability of the political economy of oil in the Gulf of Guinea amidst seemingly unmanageable chaos.

Experiences of oil exporters that managed to diversify suggest that a focus on competing in international markets and an emphasis on technological upgrade and climbing the “quality ladder” are crucial.
