Book excerpt: Growing demand for water services in Kenya's urban slums has for long been addressed through various interventions by NGOs, CBOs and informal small-scale water vendors. With the water sector reforms in Kenya, there is now emphasis on strengthening the pro-poor focus of the sector. With this, institutions have been established to formalize water services: licensed water service providers (WSPs) in large towns; a national WSP regulator namely the Water Services Regulatory Board; and a WSP pro-poor financier namely the Water Services Trust Fund. This study assesses the influence of formalized water provision on the quality of life of urban slum dwellers. It explores the perceived impacts of an operational pilot water project implemented in 2009 by Nairobi Water and Sewerage Company in Kosovo village of Mathare slum, with funding from the Water Services Trust Fund. Variables under review in the study are affordability of water, access to water, quality of water and the water utility's pro-poor focus in water provision. The research findings could act as benchmark to guide the formalization of water services by licensed water utilities in similar urban informal settlements of Kenya.

The so-called "modern infrastructural ideal" of spatially and socially ubiquitous centrally-governed infrastructures providing exclusive, homogeneous services over extensive areas, has been the standard of reference for the provision of basic essential services, such as water and energy supply. This book argues that, after decades of undisputed domination, this ideal is being increasingly questioned and that the network ideology that supports it may be waning. In order to begin exploring the highly diverse, fluid and unstable landscapes emerging beyond the networked city, this book identifies dynamics through which a ‘break’ with previous configurations has been operated, and new brittle zones of socio-technical controversy through which urban infrastructure (and its wider meaning) are being negotiated and fought over. Book excerpt: Abstract: "This paper summarizes the key findings and conclusions of a literature review of small-scale private service providers (SPSPs) of water supply and electricity conducted over a six-month period in 2003. It draws on more than 400 documents-including journals, articles, reports, case studies and project reports-which have been disaggregated and referenced in a publicly available database. SPSPs appear most prevalent in countries with low coverage levels, ineffective public utilities that provide inadequate or partial services, and remote, difficult-to-access regions. SPSPs are especially prevalent in post-conflict countries and others with weak or failed states. Of the countries for which evidence of SPSPs was available, at least half fall into this category. SPSP provision of networked services appears to be significantly higher for electricity than for water supply. Most SPSPs identified through the literature are single-purpose entities established for the express purpose of delivering water supply or electricity. SPSPs take a variety of organizational forms, both for-profit and non-profit. As such, they are established for a variety of reasons, including: to meet consumer demand, respond to crises, or as part of larger business ventures. The technology used may extend upstream from distribution services to the means for producing or generating water supply or electricity, so capital needs vary accordingly. The majority of SPSPs have fewer than 50 employees and usually fewer than 10. A lack of affordable financing is a constraint for most SPSPs, which fund investments mainly through their own earnings and savings, loans from friends and family, and money borrowed from formal and informal lenders."--World Bank web site.

Book excerpt: In large Latin American cities the number of dwellings in informal settlements ranges from one-tenth to one-third of urban residences. These informal settlements are caused by low income, unrealistic urban planning, lack of serviced land, lack of social housing, and a dysfunctional legal system. The settlements develop over time and some have existed for decades, often becoming part of the regular development of the city, and therefore gaining rights, although usually lacking formal titles. Whether they are established on public or private land, they develop irregularly and often do not have critical public services such as sanitation, resulting in health and environmental hazards. In this report from the Lincoln Institute of Land Policy, author Edesio Fernandes, a lawyer and urban planner from Latin America, studies the options for regularization of the informal settlements. Regularization is looked at through established programs in both Peru and Brazil, in an attempt to bring these settlements much needed balance and improvement. In Peru, based on Hernando de Soto's theory that tenure security triggers development and increases property value, from 1996 to 2006, 1.5 million freehold titles were issued at a cost of $64 per household. This did result in an increase of property values by about 25 percent, making the program cost effective. Brazil took a much broader and more costly approach to regularization by not only titling the land, but improving public services, job creation, and community support structures. This program in Brazil has had a cost of between $3,500 to $5,000 per household and has affected a much lower percent of the population. The report offers recommendations for improving regularization policy and identifies issues that must be addressed, such as collecting data with baseline figures to get a true evaluation of the benefit of programs established. Also, it shows that each individual informal settlement must have a customized plan, as a single approach will not work for each settlement. There is a need to include both genders for long-term effectiveness and to find ways to make the regularization self-sustaining financially. Any program must be closely monitored to insure the conditions are improved for the marginalized, as well as be sure it is not causing new informal settlements to be established.
