Book excerpt: Over the past two decades it has become widely recognized that housing issues have to be placed in a broader framework acknowledging that civil society in the form of Community Based Organizations (CBOs) and their allies are increasingly networking and emerging as strong players that cannot easily be overlooked. Some of these networks have crossed local and national boundaries and have jumped political scales. This implies that housing issues have to be looked at from new angles: they can no longer simply be addressed through localized projects, but rather at multiple scales. The current debate is largely limited to statements about the relevance of individual organizations for local housing processes and tends to overlook the innovativeness in terms of re-scaling those processes and of influencing institutional change at various levels by transcending national boundaries. There is a significant lack of a systemic understanding of such globally operating grassroots networks and how they function in the housing process. This book brings together different perspectives on multi-scalar approaches within the housing field and on grassroots’ engagement with formal agencies including local government, higher levels of government and international agencies. By moving away from romanticizing local self-initiatives, it focuses on understanding the emerging potential once local initiatives are interlinked and scaled-up to transnational networks.

It radically reverses the official version of the history of world cities as narrated during decades: slums are not at the margin of the contemporary process of urbanization; they are an integral part of it. Taking slums as its central focus and regarding them as symptomatic of the ongoing transformations of the city, the book moves to the very heart of the problem in urban planning. The book presents 16 case studies that form the basis for a theory of the slum and a concrete development manual for the slum. The interdisciplinary approach to analysing slums presented in this volume enables researchers to look at social and economic dimensions as well as at the constructive and spatial aspects of slums. Both at the scientific and the pedagogical level, it allows one to recognize the efforts of the slum’s residents, key players in the past, and present development of their neighborhoods, and to challenge public and private stakeholders on priorities decided in urban planning, and their mismatches when compared to the findings of experts and the demands of users. Whether one is a planner, an architect, a developer or simply an inhabitant of an emerging city, the presence of slums in one’s environment – at the same time central and nonetheless incongruous – makes a person ask questions. Today, it is out of the question to be satisfied with the assumption of the marginality of slums, or of the incongruous nature of their existence. Slums are now fully part of the urban landscape, contributing to the identity and the urbanism of cities and their stakeholders.

Book excerpt: This study looks at the experience of integrated urban upgrading in a low-income neighborhood of Salvador, Bahia, Brazil. Infrastructure and social investments have been made in the community through a government program, with community participation playing a major role in the design and implementation. This approach is now perceived to be highly successful in terms of its implementation and positive impact on living conditions, and will provide the basis for a major state-wide program. This paper analyzes the lessons learned from the experience, with implications for scaling up as well as applications for other urban upgrading programs. Among the key issues looked at are: (1) what has worked well with the integrated urban upgrading approach and what has not; (2) how cost-effective the interventions were; (3) institutional arrangements given the multi-sectoral approach; and (4) sustainability issues of financing, tenure security, the prevention of further slum expansion, operations and maintenance, environmental sustainability, and job creation, and how they will impact on the poor over time. Key findings point to the importance of community participation, clear roles and responsibilities in institutional arrangements, the need for strong local government participation, and the high costs and challenges of providing housing for the poor.
