Book excerpt: The purpose of this study is to determine whether highway infrastructure in Montana is adequate to support future expected growth in traffic resulting from economic development in Canada, and a number of potential changes in border operations, industry structure and freight-related policy. Historical data on cross-border traffic, empirical findings from existing research, interviews with selected industry representatives and subject matter experts, as well as professional judgment, were used to: i) provide an overview of the regional economy, highlighting threats and opportunities for future economic development and growth in international trade; ii) develop forecasts of cross-border commodity flows and commercial traffic under alternative scenarios and economic growth assumptions; iii) document existing conditions along two highway corridors connecting US 2 with the Canadian border, namely the S-232 corridor between US 2 and Wild Horse, and the US 191 corridor between US 2 and Morgan; and iv) assess whether existing highway infrastructure along these corridors was adequate to accommodate future expected traffic levels. A number of conclusions could be reached. First, it is anticipated that existing highway infrastructure in Montana will be adequate to handle the potential increase in overall traffic, as well as the potential increase of truck traffic for both corridors of interest. Second, should the existing pavement and geometric conditions be maintained, the expected increase in AADT and truck percentages should not degrade the weighted traffic operations below free-flow conditions (LOS A); although individual locations within the corridor may experience higher degradation in operations than the overall weighted average operations. Third, traffic operations along the highway segments immediately adjacent to the ports are expected to remain below free-flow conditions through 2032. Only under the most aggressive growth scenario would traffic conditions south of Wild Horse deteriorate below LOS A in the busiest hour, in 2028.

In addition, the research assessed the impacts of expanding port of entry operating hours and estimates induced and re-distributed traffic volumes. Key elements of the study included: 1) literature review of regional economic and transportation studies, and similar border crossing analyses; 2) assessment of current traffic and infrastructure conditions, and border crossing policies and security; 3) evaluation of existing economic conditions and projections of future industry growth; and 4) forecasts of future traffic volumes at Montana border crossings and connecting highways. The research employed a risk analysis to account for future uncertainties in key driving factors and industry growth trends, thus producing a range of likely future traffic volumes by facility.

Book excerpt: The 2001 Montana State legislature and Governor's Office directed the Department (MDT) to conduct a study examining the economic impact of reconfiguring the State's major two-lane highways. To achieve this overall goal, the Governor created the Reconfiguration Study Steering Committee (RSSC) to guide the Highway Reconfiguration Study. The RSSC developed a scope of work for a consultant team that called for the development of an analytical tool box that would give MDT the ability to evaluate the economic benefits and costs of highway investments anywhere in the State that could be expected to generate significant economic benefits for the State as a whole. The consultant team, led by Cambridge Systematics, Inc., evaluated all of the available tools used for state-of the-practice benefit/cost analysis of highway investments. Their findings led to their development of the Highway Economic Analysis Tool (HEAT). HEAT combines seven automated and linked modules into a software package that MDT will operate in-house. Once fully tested, HEAT will become a fourth performance measure for MDT's Performance Programming Process (P3), which at present includes bridge preservation, pavement preservation, and congestion relief.

Book excerpt: The impact on the Montana state highway system of adopting Canadian Interprovincial, Canamex, or Canamex Short limits on vehicle size and weight was determined. Canadian Interprovincial vehicle configurations were developed based on an investigation of vehicle safety, economy, and damage to the highway system. Canamex and Canamex Short limits are hybrid size and weight systems that retain existing Montana axle weight limits coupled with Canadian gross vehicle weights. All scenarios allow vehicles to operate at higher gross weights than are presently allowed in Montana. The impact of these vehicles on the highway system was determined by a) developing traffic streams that included these vehicles, b) determining the engineering impact these traffic streams would have on existing bridges and pavements and on the future designs required to support these vehicles, and c) assigning a cost to these impacts based on the current cost of equivalent work. These analyses found that 16 to 20% of the bridges system-wide are deficient to carry Canadian Interprovincial vehicles (above and beyond the bridges already deficient under HS20 loads). Incremental deficiencies under Canamex and Canamex Short vehicles are between 1 and 3% of the bridges system wide. The results were found to be sensitive to the assumed level of bridge capacity and the specific segment of the system being considered (i.e., interstate, primary, etc.). Long term pavement demands under all scenarios considered increase by less than 5% compared to demands under the existing traffic stream. Based on these impacts, an increase in equivalent uniform annual cost (EUAC) for bridges and pavements of 12 to 42 million dollars was calculated for Canadian Interprovincial limits. These costs represent a 11 to 36% increase in cost over that projected for the same activities under the existing traffic stream. An increase in EUAC of 4 to 7 million dollars was calculated for Canamex limits, which represents a 4 to 6% increase in cost over that projected for the same activities under the existing traffic stream. Similar but slightly higher costs were determined for the Canamex Short scenario relative to the Canamex scenario. These costs are for the interstate and primary systems. These costs represent an increased cost of 0.01 to 0.18, 0.02 to 0.08, and 0.02 to 0.15 dollars per mile driven on the interstate system by the new configurations for Canadian Interprovincial, Canamex, and Canamex Short limits, respectively. Similar costs per mile driven on the primary system were 1.3 to 10 times higher than these costs.

Book excerpt: In 1988 a committee under the auspices of the roads and transportation association of canada began work on a study aimed at defining a national highways policy for canada (see phase 1 report, irrd 807292). one component of the first phase of the study established minimum design and operational standards for a national highway system. this report documents one task of the second phase of the study: an assessment of the benefits which would accrue to the national economy as a result of a program to improve the national highway system to meet the criteria identified in phase 1. an econometric model was used to assess the inter-relationships between detailed demands on the economy, output and employment of producers, prices of producers, and prices as they are finally faced by consumers as households, investors and governments. the cumulative benefits of the national highway program over the time period 1991-2000 are estimated to be in the range of $9.8 billion to $14.4 billion, with estimated employment impacts ranging from 18.9 to 186.9 thousand person years over the same time frame. the report presents a detailed description of the method of analysis and results.
