Book excerpt: As a province, Saskatchewan's exports are highly dependent on rail transportation. The two major exports are grain and potash representing 25 to 26 million tonnes of bulk commodity freight that for the most part is moved by rail to west coast or Great Lake ports. The rail bill for these products alone exceeds one billion dollars annually. In effect, the province is rail captive in export trade and is likely to be for the foreseeable future. Yet rail costs are rising, specifically on the branch line system and there are strong efforts by the railway to economize and rationalize the nation's rail system. In the railway's efforts to become more efficient, costs have been passed on to shippers and other agencies. For example, the abandonment of a rail branch line in Saskatchewan can increase delivery costs and time for grain producers as well as resulting in additional road upgrading and maintenance costs for affected road authorities. The objective of this paper is to discuss road-rail trade-offs in Saskatchewan, what has been done in the past and what has to be dealt with in the future. This paper presents the following areas of discussion: i) the Saskatchewan economy, ii) the rail system in Saskatchewan, iii) the road system in Saskatchewan, iv) road-rail trade-offs in the potash industry, v) rail abandonment trade-offs in the grain industry, vi) pavement failure mechanisms, vii) road cost study, viii) application of results of road cost study, ix) alternative for road-rail trade-offs. The following are the conclusions drawn from the paper: 1) The Saskatchewan economy is resource based with grain, potash and uranium as its major exports, 2) Saskatchewan exports are heavily reliant on the rail system. In fact, over 25% of the market value of exports is expended on rail transportation, 3) Over the next decade, up to 50% of the branch lines in Saskatchewan could be abandoned, 4) The Saskatchewan road system includes about 10,000 kilometres of thin membrane surfaced highways and 160,000 kilometres of rural municipal roads, 5) As rail lines are abandoned, road authorities can expect to incur increased upgrading and maintenance costs, 6) Alternatives to rail line abandonment must be developed and implemented. Three principals must be acknowledged in this work: i) no participant should be worse off after abandonment, ii) compensation should be available for participants adversely affected, iii) consideration must be given for alternate branch line systems, 7) The Saskatchewan Government is involved in the development of a rail rationalization procedure that can be incorporated into the National Transportation Act, and 8) The Saskatchewan government is participating in a demonstration project for branch line alternatives. Book excerpt: The Senior Grain Transportation Committee, at its December 1986 meeting in Winnipeg, requested the federal government to commission a study to determine how traffic patterns of grain trucks would change due to closure of grain elevators and abandonment of some branch lines. Specifically, they were interested in the engineering and financial implications these traffic changes would have on Saskatechewan's road system, where a large percentage of the roads concerned are particularly sensitive to truck traffic. Transport Canada agreed to undertake such a study, and, together with officials from the province of Saskatchewan, identified a series of rail lines to be analyzed.
