Book excerpt: There is little doubt that the single most important life saving development for law enforcement tactical officers since Richard Davis invented his Second Chance soft body armor in 1972 has been the introduction of Special Purpose Low Lethality Anti Terrorist (SPLLAT) Munitions. Commonly (and sometimes incorrectly) called ', Stun Grenades", 'Flash-Bangs' or 'Flash-Crashes', these unique life-saving munitions not only provide a decisive tactical advantage to the arresting officers, but have often saved the criminal's lives as well as any hostages and/or innocent bystanders, including the police themselves. When a properly selected SPLLAT Munition is utilized correctly, even the most violent and dangerous armed felon can be instantly rendered incapable of effectively resisting capture. Since the perpetrator is instantly, but only temporarily, incapacitated he cannot shoot at the police, so, in turn, they do not have to use deadly force to effect his capture. Also, due to the instant incapacitation effect, the criminal will be unable to shoot any hostages present. An added benefit to all concerned will be the dangers caused to innocent bystanders by stray bullets whizzing through walls, down alleys and across streets.

Legal and moral aspects are considered as well as tactical aspects of police self-defense. The weapons considered are nightsticks or batons, short billies, saps, combination impact weapons, the yawara and riot sticks, sap gloves and palm saps, and the nunchaku. Nontraditional impact weapons considered are the sidearm, flashlight, handcuffs, and makeshift impact weapons. The nature and use techniques of police impact weapons are discussed along with the psychology of relying on impact weapons, the tactics to be employed before and during their use, and methods of training in the use of the weapons. Legal and moral factors, including civil liability, are reviewed. Parameters of lethal force are discussed. The final section provides practical information on the application and use of impact weapons. Suggestions are presented for methods of carrying the weapons in the vehicle, on the person, and in belt carriers. The proper time to draw the impact weapon is discussed as well as the parts of the body which can be struck to effectively stop an attacker. Techniques to use in the case of an attack by several unarmed opponents are also outlined. Aspects of footwork and uses and complications involved in using the sleeper hold are considered. The text offers instructions for home practice of impact weapon techniques. Photographs are included.

Book excerpt: The state of the art in the area of security related civil science and technology concerning energetic materials and munitions is of pressing importance at the present time, because 10 years after the end of the cold war, in many countries in east and west, huge stockpiles of munitions still await destruction. The safety behavior of munitions and their energetic material is the determining factor for all precautionary measures for the protection of environment and population. The probability of a catastrophic reaction of munitions and their energetic components will be so more likely, the closer the munitions are to the end of their life time. Residues and undetected ordnance, recycling, destruction of ammunition and depletion or reuse of energetic materials will either cause more or less damage to environment. Scientific research and development have the aim to increase performance of munitions on one side and to improve safety in relation to unpredictable events on the other side. The impact on the environment by the production and normal use of munitions and their residues after use will acquire an increasing importance in environmental awareness. The excellent technical presentations were classified in five Groups, according to the technical programme. The "Introduction to the subject; Methods, tests and application; Insensitive and "green" munitions; Storage and transportation; and Demilitarisation and recycling" sessions, were closed by a final and general interesting discussion among participants.

Book excerpt: When local police and military departments consider the procurement of less-than- lethal, extended-range impact munitions, there are only the manufacturer's specifications and performance characteristics upon which to base a "buy or not buy" decision. This report, co-authored by the Los Angeles Sheriff's Department (LASD) and Penn State University's Applied Research Laboratory (ARL), is a preliminary evaluation of off-the-shelf less-than-lethal munitions that will allow law enforcement officials a comparative basis for determining what munition is best suited to meet their requirements. Less-than-lethal munition types were donated by various manufacturers and, over a two-day period, fired at a ballistic impact measurement device (pendulum plate) by LASD marksmen. A team of professionals with significant less-than-lethal weapon experience from both LASD and ARL characterized the munitions. All the munitions were assessed for accuracy and imparted momentum.
