Book excerpt: This book examines how and to what extent academic research in politics and international studies has had 'impact' — in doing so, it also considers what might characterise ‘world-leading’ research impact. International Relations was always meant to have impact – it was intended to make a difference in the world, when the subject was formally founded to understand and prevent war in 1919. This volume addresses the concept of ‘impact’ and offers a typology of the term — instrumental, conceptual, capacity building and procedural. The authors examine 111 impact case studies in the UK Research Excellence Framework (2014) that were classified as having achieved the highest level of evaluation, and they identify eight characteristics that mark ‘world-leading’ impact. The book concludes that process and public and media engagement are previously underestimated aspects of impact in official approaches. It further demonstrates that achieving the top levels of impact in international relations is possible, but that factors such as the nature of the subject, the approach of researchers and mean-spiritedness in the peer review process inhibited this. This book will be of much interest to students of politics and international studies, as well as educational research and policy makers, and anyone interested in, or working on, research impact.

Arie M. Kacowicz's research traces several international norms of peace and security and examines their impact in Latin America between 1881 and 2001. He offers an original synthesis of positivist and constructivist approaches and links international relations, international law, international ethics, and Latin American diplomatic history. Kacowicz's primary argument is that a body of international norms of peace and security can be considered an independent and dynamic factor that affects the quality of international society generally and also plays a significant role in regional contexts. In developing his argument, he analyzes the origin of international norms, the impact of norms on the domestic and foreign behavior of states, and the conditions under which regional norms affect the political behavior of states. The book contains eleven empirical case-studies of the ways that international norms have affected the actions of Latin American states, ranging from the neutralization of the Magellan Straits in 1881, to the recent incorporation of Argentina, Chile, and Brazil into the Tlatelolco regime of a nuclear-weapons-free-zone in 1994, and the nuclear cooperation between Argentina and Brazil beginning in the late 1990s. These case-studies include stories of success through peaceful resolutions of conflict between states, of failure, and mixtures of both. Parts II and III make use of statistical and econometric methods and are at a level similar to a graduate-student course but written to make them accessible to the ambitious reader whose skills are not at that level. Part II presents, in Chapters 6-10, a comprehensive discussion of the use of randomized controlled trials (RCTs) to conduct impact evaluations, including a general discussion of the ethical issues involved in conducting impact evaluations. Part III presents the main non-experimental methods that are used to implement impact evaluations when RCTs are not feasible or not recommended for other reasons. Chapters 11 and 12 present regression methods, including difference-in-differences estimation. Matching methods are described in Chapter 13, after which regression discontinuity methods are covered in Chapter 14. Instrumental variable methods, including the estimation of local average treatment effects (LATE), are discussed in detail in Chapter 15. Chapters 16 and 17 cover more advanced topics: quantile treatment effects and control function methods, respectively. Part IV then considers more practical issues when conducting impact evaluations, including designing questionnaires (Chapter 18), data collection methods and survey management (Chapters 19 and 20), and disseminating results to policymakers (Chapter 21). Finally, Part V addresses two topics in impact evaluation: qualitative methods for conducting impact evaluations (Chapter 22), and cost-benefit and cost-effectiveness analysis (Chapter 23).
