Download or read book Fuel laundering and smuggling in Northern Ireland written by Great Britain: Parliament: House of Commons: Northern Ireland Affairs Committee and published by The Stationery Office. This book was released on 2012-03-27 with total page 158 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee recognises the commitment and effort of individual HMRC officers in the fight against fuel crime in Northern Ireland, but says that as HMRC was allocated an additional £917 million in 2010-11 to bear down on tax avoidance and evasion across the UK, it should make a more concerted effort to eradicate the problem in Northern Ireland, where it is most prevalent. There is particular disappointment in the lack of progress on developing new "markers": chemicals added to fuel to mark it out as rebated, which are removed to enable it to be fraudulently sold at higher prices. Northern Ireland is estimated to have lost £70 million in 2009-10. Only five years ago this figure was as high as £250 million but fuel fraud remains a particularly serious problem for Northern Ireland. While 4% of diesel sold in GB is thought to be illicit, in Northern Ireland the comparable figure is estimated to be 12%. District councils in Northern Ireland foot the bill for cleaning up the harmful wastes left by laundering - about £330,000 in the last five years. The problem is also particularly acute in Northern Ireland because of links between organised criminal gangs and paramilitaries. The Committee is concerned at the apparent limited success of assets recovery as a deterrent. This lack of deterrence is exacerbated by the poor record for imposing custodial sentences in Northern Ireland. Between 2001 and 2009, only four people received custodial sentences for fuel fraud in Northern Ireland

This book was released on 2006-07-05 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: Organised crime continues to have a damaging affect on society and on the economy of Northern Ireland. There is a continued involvement of paramilitaries from both loyalist and republican sides who exercise control over communities and instil a fear that leads to the under-reporting of crimes. Excise and tax fraud, intellectual property crime, extortion, drugs, armed robbery, money laundering and illegal dumping have been identified as the major areas of organised criminal activity. There is also evidence that human trafficking is an emerging problem. Because of the nature of the subject, this report, which occupied the Committee for over six months, is based on evidence given in private as well as that given at public hearings.
Download or read book Feasibility Study of Road Pricing in the UK written by Great Britain. Department for Transport and published by The Stationery Office. This book was released on 2004 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study considers the feasibility of options for a new system of charging for road use in the UK, in order to make better use of road capacity and to help reduce traffic congestion. This would mean moving away from the current motoring taxation system and introducing a variable charging system depending on the level of road congestion. Issues discussed include: public attitudes, travel trends, options for national road pricing, institutional aspects of implementation, possible interim options to a national scheme, including the UK lorry road user charging scheme and local congestion charging pathfinder schemes. Amongst the report's conclusions, it finds that national road pricing is becoming feasible in the medium-term (in 10 to 15 years) and could meet the Government's objectives. However, its successful implementation requires the promotion of a greater degree of public acceptance. Although a national scheme is still some years off, a number of practical steps can be taken now in preparation, including promoting a public debate to inform and raise awareness, with research into road users' behaviour and implications for business; working with car manufacturers in the development of vehicle technology standards; and working with local authorities on introducing local charging schemes to tackle congestion problems. Download or read book Countering the Financing of Terrorism written by Thomas J. Biersteker and published by Routledge. This book was released on 2007-09-12 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: Groups committing acts of terrorism have adapted their means of financing to elude detection since the 9/11 attacks in the United States. Surveying the global community’s multi-year effort to cut off terrorist funding, this volume offers a much-needed analysis of a complex, widely discussed, yet poorly understood subject. While books on terrorism have touched upon the topic, this is the first comprehensive, balanced, and scholarly overview of terrorist financing, its methods, and efforts to counter it. Bringing together leading analysts of terrorism, international relations, global finance, law, and criminology, Countering the Financing of Terrorism provides a critical assessment of the international effort to restrict terrorist financing. It evaluates the costs and benefits and offers recommendations for more effective policies for the future.

Download or read book The Financing of Terrorism in Northern Ireland written by Great Britain. Parliament. House of Commons. Northern Ireland Affairs Committee and published by . This book was released on 2002 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: The nature of terrorist fundraising activity in Northern Ireland is changing to include more complex and sophisticated forms of organised crime, such as fuel smuggling and counterfeiting, and is being extended beyond Northern Ireland to the larger and potentially more profitable markets of Great Britain. The Committee's report welcomes the creation of the Organised Crime Task Force for Northern Ireland and its promotion of joint working approaches between law enforcement agencies. It also supports the Government's proposal to establish an Assets Recovery Agency, but states concern that the current plans for the Agency will leave it substantially under-resourced for the scale of the problem it is designed to tackle. A separate volume is available containing the minutes of evidence and appendices to the report, as well as the Government's response to the Committee's 2nd report on the matter (HC 978-II, ISBN 0215003861).
Download or read book Electoral Registration in Northern Ireland written by Great Britain. Parliament. House of Commons. Northern Ireland Affairs Committee and published by The Stationery Office. This book was released on 2004 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee is happy with the effectiveness of the Electoral Fraud (Northern Ireland) Act 2002 but there are still flaws in the current arrangements. Less than 84 percent of these eligible to vote in Northern Ireland, are currently registered; young people and socially economically depressed groups are especially under-represented. Less than 25 percent of 17 and 18 years olds are registered. Voter's names are no longer placed automatically on next year's register, which is an effective anti-fraud measure, but on the other hand this has highlighted the low level of registration. Fewer of the new Electoral Identity Cards (EIDs) were issued than expected, and, while other forms of photographic ID are acceptable at polling stations, over 3,500 voters were turned away from polling stations at recent elections, because of ID problems. An example of the lack of joined-up thinking was the poor performance of two competing Government telephone help lines during the 2003 canvass period.

Download or read book Direct rule and the governance of Northern Ireland written by Derek Birrell and published by Manchester University Press. This book was released on 2013-07-19 with total page 395 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the first comprehensive study of direct rule as the system of governance which operated in Northern Ireland for most of the period between 1972 and 2007. The major institutions of governance are described and examined in detail, including the often neglected sectors of the role of the Westminster parliament, the civil service, local government, quangos, ombudsmen offices, cross-border structures and the public expenditure process. The book explains how the complex system covering transferred, reserved and excepted functions worked and provided viable governance despite political violence, constitutional conflict and political party disagreements. In addition, a comparison is drawn between direct rule and devolution, analysing both the positive and negative impact of direct rule, as well as identifying where there has been minimal divergence in processes and outcomes. It will prove an invaluable reference source on direct rule and provide a comparative basis for assessing devolution for students of public administration, government, politics, public policy and devolution.

Download or read book Everyday life after the Irish conflict written by Cillian McGrattan and published by Manchester University Press. This book was released on 2018-07-30 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: Everyday life after the Irish conflict is the first book to address the specific topic of the intersection of the processes of conflict transformation and devolution with daily life in Northern Ireland in a rigorous and systematic fashion. Bringing together new research from established academics, new voices and civil society actors, this book documents the changes that have occurred in people’s everyday lives as the region moves away from a violent past. Supported with a wealth of new empirical material, the book charts the impact of devolution and conflict transformation in four parts: an overview of the changes is followed by chapters that explore the areas of space, place and human relations. The third part looks at economic and social life while a concluding chapter takes a comparative approach by addressing the differences and similarities between the Northern Irish and Scottish experiences of devolution.
