Book excerpt: This Selected Issues paper investigates skills mismatch and active labor market policy in Lithuania. Wage flexibility is underpinned by one of the lowest densities of trade union and employer organization and the rare occurrence of collective bargaining. Thus, wage setting largely happens at the firm level. Real wages and productivity have been traditionally closely linked and temporary deviations have been self-correcting. In contrast, structural unemployment has been traditionally high, although it appears to be gradually falling. Large structural unemployment can have a significant long-term impact on potential growth and, therefore, on employment. Lithuania suffers from relative labor shortage for high-skilled workers and surplus of low- and medium-skilled workers. Thus, there are labor shortages in skill-intensive sectors. Lithuania has shown a sharp rise in skills mismatch for the country in the aftermath of the crisis. Vacancy rates and wage growth by sectors also suggest an excess supply of lower skilled workers and shortage of high-skilled ones.

This paper analyses the effectiveness of such subsidized training programmes for means-tested unemployment benefit recipients in Germany. The empirical findings are based on rich administrative data of the German Federal Employment Agency using propensity score matching to construct a suitable comparison group. We consider initiation of training in early 2005, just after the reform of the German means-tested benefit system, which aimed at activating hard-to-place jobseekers, and after the introduction of a voucher system as the sole assigning mechanism for vocational training. We estimated the effects of vocational training for several groups differentiated by age, gender, migration background, skills, programme duration, duration since the end of the last job and differences between East and West Germany. As a result we show that vocational training has a considerable beneficial impact on participants: It reduces the share of unemployment benefit II recipients and raises the employment rate in the intermediate term by up to 13 percentage points. -- Propensity score matching ; evaluation of active labour market policy ; further vocational training ; means-tested benefit recipients ; women ; migrants

A detailed follow-up survey of a large sample with low attrition enables precise estimation of treatment impacts and their heterogeneity. The average impact of training on employment is positive, but close to zero and statistically insignificant, which is much lower than either program officials or applicants expected. Over the first year after training, the paper finds that training had statistically significant effects on the quality of employment and that the positive impacts are stronger when training is offered by private providers. However, longer-term administrative data show that after three years these effects have also dissipated.

Book excerpt: The aim of this report is to evaluate the impact of a vocational training (VT) programme introduced in Latvia in 2014 and targeted at unemployed youth. The training programme is part of the Youth Guarantee scheme supporting young people aged 15-29 who are not in education, employment or training (NEETs). This study is one of the first evaluations of a Youth Guarantee programme implemented in the programming period 2014{2020. Exploiting a priority rule given to Latvian youth under the age of 25, we use a Fuzzy Regression Discontinuity Design (FRDD) in order to identify the causal e effect of participating in the VT programme on employment outcomes. The priority rule is used to estimate the model through instrumental variables techniques by means of Two Stages Least Squares estimators. We merge rich administrative data from the State Employment Agency of Latvia, which provide information on persons who are registered as unemployed (participants and non-participants), with data from the Latvian State Revenue Service, which provide information on income before and after the programme. The estimated effects of the programme on employment and monthly income are positive but not statistically significant, although we find a strong positive effect of the priority rule on programme participation. Overall, our findings are in line with those from the literature on the evaluation of active labour market policies targeting youth.
