Book excerpt: The focus on results in development agencies has led to increased focus on impact evaluation to demonstrate the effectiveness of development programmes. This book illustrates the broad range of methods available for counterfactual analysis of infrastructure programmes such as establishment, rehabilitation and maintenance of roads, water supply and electrical power plants and grids. Understanding the impact of interventions requires understanding of the context in which the intervention takes place and the channels through which it is expected to occur. For infrastructure interventions it is particularly important to identify the links between the input and the outcomes and impacts because the well-being of people, the ultimate impact, does not change directly as a consequence of the intervention. Therefore impact evaluation of infrastructure programmes typically requires mixing both quantitative and qualitative approaches as illustrated in many of the contribution to this edited volume. This book was originally published as a special issue of the Journal of Development Effectiveness.

Book excerpt: Small indigenous fish species (SIS) are an important source of essential macro- and micronutrients that can play an important role in the elimination of malnutrition and micronutrient deficiencies in the populations of many South and Southeast Asian countries. Of the 260 freshwater fish species in Bangladesh, more than 140 are classified as SIS and are an integral part of the rural Bangladeshi diet. As many SIS are eaten whole, with organs and bones, they contain high amounts of vitamins and minerals, including calcium, and iron and zinc. Some SIS, such as mola, are also rich in vitamin A. SIS are often cooked with vegetables and a little oil, so they contribute to the food diversity of the rural poor.SIS are recognized as a major animal-source food group, contributing to improved food and nutrition security and livelihoods of the people of South and Southeast Asia. The purpose of this workshop is to bring together policy makers, extension agents, researchers, non-governmental and development organizations to share knowledge about small fish, their contribution to better nutrition, production technologies, and strategies for wider dissemination of pond culture and wetland based-production and conservation technologies. The workshop is expected to generate ideas for further research and development of sustainable technologies for production, management and conservation of SIS for the benefit of the people of Bangladesh as well as the South and Southeast Asian region.

Book excerpt: Total shrimp production in Bangladesh increased from 14 773 tonnes in 1986 to 128 313 ton in 2014. In parallel with contribution of the shrimp sector to the local and national economy of the country, it has caused some negative impacts on local ecosystems. This includes deterioration of soil and water quality, depletion of mangrove forest, decrease in population of local species of fish among others. There have also been some socio-economic consequences on the livelihood patterns of people livin g in coastal areas. At this stage, a paradigm shift is needed away from current shrimp farming practices to a more holistic and integrated approach that accounts for environmental integrity and social cohesion. In this paper, the ongoing measures to improve and streamline environmental performance of shrimp farming in Bangladesh are analyzed and a number of measures are proposed.

Book excerpt: Shrimp is Bangladesh’s main agricultural export and makes a substantial contribution to the economy of southern Bangladesh, but the sector has a checkered history. Bangladesh’s shrimp production and exports have been in steady decline, since peaking in the early 2010’s. Most shrimp exports from Bangladesh are used by the food service and niche ethnic markets in Europe. The complex nature of shrimp supply chains in Bangladesh, comprised of hundreds of thousands of small polyculture farms and tens of thousands of small traders, make it difficult to implement tracea bility and certification initiatives – now a prerequisite for entry into most supermarket supply chains. This report provides an overview of the sector and the challenges it faces, drawing on secondary and survey data, reviews of government reports and academic literature. We also report the findings of an expert consultation conducted to identify key constraints and potential solutions. The consensus among industry stakeholders who were part of the expert consultations is that issues related to the supply and quality of shrimp seed and pond management practices represent some of the most pressing, yet relatively simple-to-solve challenges currently faced by the sector. This would serve as the foundation for establishing traceability and certification processes. Previous interventions aimed at upgrading production practices (such as promoting stocking of disease-free shrimp seed) and facilitating disintermediation and transparency in the supply chain (such as by establishing producer groups, shrimp collection centers, and contracts with processors), have met with limited success. We outline potential interventions and partners that might offer scalable solutions enabling small shrimp farmers to access global markets.

The authors focus on most significant change stories relating to aquaculture. A prominent theme was the power of international visits where participants learned from each other and it also highlights both the broad range of outcomes of the project, and the power of exchange visits.

Book excerpt: Although policies can be critical constraining or enabling factors for aquatic food systems (AqFS) development, scarce evaluation of the impacts of existing policies means that decision-makers have limited understanding of how to improve the design and implementation of effective policies. This paper reviews key policy issues in AqFS and how they have been analyzed and assessed to provide context-tailored policy options and guidance. Our review shows that countries face many policy issues but have little analysis on them. Despite the availability of a wide variety of frameworks, concepts, tools, methods, and approaches, their application in empirical analysis to solve policy issues in AqFS has been limited. More research is available on local- and community-level governance of fisheries, but less on national or subnational policies and regulations in AqFS. The few available policy studies focus on developed countries, with fewer applications in developing countries where growth of the aquaculture and fisheries sectors is much stronger. The studies provide useful policy options and guidance, and this review highlights the need for more such studies to address policy-related issues in the sector.
