Book excerpt: Since EPA is currently considering a major revision to its strategy for control of emissions from new industrial boilers, a previously reported study was conducted to determine what a variety of new regulatory approaches would buy in terms of pollution reductions. A computerized environmental forecasting model, Strategic Environmental Assessment System (SEAS), was used to estimate changes in emission levels which would result from implementation of a series of six scenarios representing alternative New Source Performance Standards NSPS. A preliminary effort was then made to incorporate the results of long-range environmental trend analysis into the regulatory assessment process. Results of the study indicate that in the industrial fuel combustion sector, increases in sulfur dioxide and nitrogen oxide emissions are projected through 1990 even if the revised NSPS is very strict. Since current State Implementation Plan (SIP) regulations for SO/sub 2/ and Nox are not very stringent, little reduction from old sources occurs. Therefore, increases due to additional combustion of coal (and other fuels) are not offset. Implementation of a strict NSPS has the greatest effect on SO/sub 2/ emissions. By 1990, industrial combustion is expected to contribute up to approximately 20% of total national SO/sub 2/ emissions. In the most stringent scenario, which requires 90% removal of SO/sub 2/ on all boilers greater than 10 MM BTU/Hr (through use of SO/sub 2/ scrubbers), industrial emissions are reduced almost 20%, lowering national emissions by practically 4% in 1990. The effect of a revised NSPS on NOx emissions is quite small. On the national level, particulate matter decreases due to strict control of new sources and are overshadowed by a drastic decline in emissions from old sources as they comply with State Implementation Plan regulations. Emphasis must be placed on sources not stressed in the standards that EPA is considering.

Examination is made of boiler systems, coal types, emission control alternatives, waste streams, waste disposal and utilization alternatives, and pertinent Federal regulations. Twenty-four representative model case scenarios are studied in detail. Expected disposal/utilization alternatives and disposal costs are developed. Comparison of the systems studied indicates that the most cost-effective SO/sub 2/ control technologies from the perspective of waste disposal cost per unit SO/sub 2/ control are, in decreasing order: physically cleaned coal/double alkali combination; double alkali; lime/limestone; spray drying; fluidized-bed combustion; and sodium throwaway.

Book excerpt: To combat a pending long-term crisis, the development of our domestic resources became a priority, and the National Energy Plan (NEP) defined goals of increased coal production to be implemented in the 1980s. The use of coal in industrial boilers represents one avenue through which the NEP goals can be attained. However, the potential levels of the Industrial Boiler New Source Performance Standards (IBNSPS) to be promulgated by the United States Environmental Protection Agency (EPA) could have an adverse impact onthe NEP goals by increasing the cost of coal utilization and thereby decreasing demand. This possible adverse impact on coal utilization provides the focus of the IBNSPS study. The Department of Energy (DOE) has been officially requested to respond to the IBNSPS that will be proposed by the EPA in September 1980. The IBNSPS are more complex than the existing Utility Boiler New Source Performance Standards (UBNSPS), because of the large number of potential industrial sources and their lack of uniformity. The purpose of this report is to review the rationale for the NSPS program and to highlight the Department of Energy (DOE) methodology for determining the potential results of the program. The Industrial Fuel Choice Analysis Model (IFCAM), which will be used to assess the impacts of the potential levels of the IBNSPS, is discussed in depth. The DOE's Technology Assessment Reports are reviewed, along with the status of the IBNSPS study and alternative study approaches that may be pursued to enhance DOE's participation in the rule-making process. Furthermore, the alternative study approaches may provide DOE with a viable plan in the event that the IFCAM problems are not resolved.

Book excerpt: A review of the Industrial Fuel Choice Analysis Model (IFCAM) led to several concerns: first, the retirement rate used in the model seems to overestimate retirement levels, thus overstating the potential for coal penetration in the industrial sector. Also, the coal transportation rate is assumed to increase by 15% between 1978 and 1985 and remain constant thereafter. In light of recent rate increase approvals the expected price escalation of labor and materials used in railroad expansion, the currently assumed rail rate escalators seem too low. Additionally, the model does not deal with the issue of substitution of small boiler combinations for large boilers. Both promulgation and enforcement may provide incentives for installation of small boiler combinations. For IFCAM to reflect this phenomenon, alternative assumptions and model modifications are suggested. Fuel price projections, the capacity utilization distribution, boiler size distribution, and translation of costs into model algorithms are considered.
