Les organismes statistiques ont besoin de mesures des investissements en actifs incorporels pour produire des statistiques économiques sur l'activité agrégée mesurant exactement des concepts tels que le PIB, la FBCF ou l'épargne. Les niveaux de PIB, de FBCF et d'épargne sont sous-estimés lorsque les dépenses sont incorrectement classées, comme intrants intermédiaires entièrement consommés au cours de la période de mesure, et non comme des investissements seulement partiellement consommés au cours de la période où ont lieu les dépenses. Les estimations du PIB et de la croissance de la productivité peuvent être sous-estimées de façon similaire. La présente étude met à jour et développe les estimations des immobilisations incorporelles présentées par Baldwin et coll. (2009), qui étendaient les immobilisations incorporelles déjà mesurées (c.-à-d. recherche-développement (R-D), logiciels, prospection minière) afin d'inclure des catégories d'actifs supplémentaires correspondant aux recherches internationales sur la mesure des immobilisations incorporelles (voir Corrado, Hulten et Sichel 2009).

The First World War and the revolutionary wave it provoked in Russia and elsewhere were powerful inspirations for the founding of the ILO. Since then, the ILO has seen successes and set-backs; it has been ridiculed and praised. Yet, further source-based critical and comprehensive analyses of the organization's origins and development are still lacking. Since before the financial crisis, the global economy has tested the limits of a regulatory regime which was conceived in 1919.
