The Senate passed the Border Security, Economic Opportunity, and Immigration Modernization Act (S. 744), a comprehensive immigration reform bill that includes provisions on border security, interior enforcement, employment eligibility verification and worksite enforcement, legalization of unauthorized aliens, immigrant visas, nonimmigrant visas, and humanitarian admissions. For its part, the House took a different approach to immigration reform. Rather than considering a single comprehensive bill, the House acted on a set of immigration bills that address border security, interior enforcement, employment eligibility verification and worksite enforcement, and nonimmigrant and immigrant visas. House committees reported or ordered to be reported the following immigration bills: Border Security Results Act of 2013 (H.R. 1417); Strengthen and Fortify Enforcement (SAFE) Act (H.R. 2278); Legal Workforce Act (H.R. 1772); Agricultural Guestworker (AG) Act (H.R. 1773); and Supplying Knowledge-based Immigrants and Lifting Levels of STEM Visas (SKILLS Visa) Act (H.R. 2131). This report discusses these and other immigration-related issues that received legislative action or have been of significant congressional interest in the 113th Congress.

Most policymakers agree that the main issues in "comprehensive immigration reform" (CIR) include increased border security and immigration enforcement, improved employment eligibility verification, revision of legal immigration, and options to address the millions of unauthorized aliens residing in the country. These elements were among the features that President Barack Obama emphasized when he called for the 113th Congress to take up CIR legislation. Similar to President Obama's recent statements on CIR, former President George W. Bush stated that comprehensive immigration reform was a top priority of his second term. President Bush's principles of immigration reform included increased border security and enforcement of immigration laws within the interior of the United States, as well as a major overhaul of temporary worker visas, expansion of permanent legal immigration, and revisions to the process of determining whether foreign workers were needed. Then-as well as now-the thorniest of these issues centered on unauthorized alien residents of the United States. During the 109th Congress, both chambers passed major overhauls of immigration law but did not reach agreement on a comprehensive reform package. In the 110th Congress, Senate action on comprehensive immigration reform legislation stalled at the end of June 2007 after several weeks of intensive floor debate. Book excerpt: This research examines Senate Bill 744 (S.744) from the 113th Congress of the United States, and its findings will be used as a model to reveal problems in similar legislation. Senate Bill 744 was proposed by the 113th Congress in an attempt to accomplish bi-partisan immigration reform. The bill was viewed (and still is) as a comprehensive compromise, in that neither Democrats nor Republicans were completely satisfied with its result. The outcome was that the legislators who were involved in S.744's creation were satisfied that something on the topic of immigration reform had been accomplished (the bill passed the Senate, but never came up for a vote in the House), even if it was not what they, nor their constituents really wanted. S.744 addressed, what the researcher perceives, as the key Democratic and Republican issues concerning immigration reform in the United States, which were status for undocumented immigrants on the left, and increased border security on the right. However, the researcher also notes that neither of these issues were handled well in the bill because of their exclusionary nature, and that is what led her to this research. This study is important because it will highlight legislative failures and look at how representatives can be held more accountable for their use of disingenuous language. This research looks at aspects of identity and privilege as they relate to exclusions from the dominant culture, and consequently the legislative process. The researcher would like to disclose that as an immigrant herself she has first-hand experience of the system's failures, and is approaching this project with personal invested interested in the success of future legislation.
