Rita Chin argues that there were few efforts to institute state-sponsored policies of multiculturalism, and those that emerged were pronounced failures virtually from their inception. She shows that today's crisis of support for cultural pluralism isn't new but actually has its roots in the 1980s. Chin looks at the touchstones of European multiculturalism, from the urgent need for laborers after World War II to the public furor over the publication of The Satanic Verses and the question of French girls wearing headscarves to school. While many Muslim immigrants had lived in Europe for decades, in the 1980s they came to be defined by their religion and the public's preoccupation with gender relations. Acceptance of sexual equality became the critical gauge of Muslims' compatibility with Western values. The convergence of left and right around the defense of such personal freedoms against a putatively illiberal Islam has threatened to undermine commitment to pluralism as a core ideal. Book excerpt: This book provides an introduction to human rights controversies in twentieth-century France, from the Dreyfus Affair at the beginning of the century, to the arguments over women and immigrants’ rights at its end. Using the Ligue des Droits de L’Homme (LDH) - or the League of the Rights of Man - as a narrative thread for this chronological study, the book tracks the gradual expansion of human rights in France in the wake of the two world wars, the Algerian quagmire and decolonisation more generally. Examining the capital role of the LDH whilst also highlighting the role of individuals and key activists, the book helps us to contextualise the quandaries faced by unseen minorities, particularly colonial subjects and women. The analysis also demonstrates the influence of French human rights activism on key international documents of human rights law, such as the Universal Declaration of Human Rights. The LDH occupies a central place in French justice debates and is therefore an ideal template to analyse the rising influence of humanitarianism and crimes against humanity in French causes célèbres from the 1970s onwards. However, the author goes further to look beyond the LDH and even France itself, offering wide-ranging surveys of dominant rights issues across Europe at any given period. Drawing on extensive research and interviews with key members of the LDH, this book provides an accessible overview of human rights struggles in twentieth-century France.

Book excerpt: In 1946, at a time when other French colonies were just beginning to break free of French imperial control, the people of the French Antilles-the Caribbean islands of Martinique and Guadeloupe-voted to join the French nation as departments (Départments d'outre mer, or DOMs). Eschewing independence in favor of complete integration with the metropole, the people of the French Antilles affirmed their Frenchness in an important decision that would define their citizenship and shape their politics for decades to come. For Antilleans, this novel path was the natural culmination of a centuries-long quest for recognition of their equality with the French and a means of overcoming the entrenched political and economic power of the islands' white minority. Disappointment with departmentalization quickly set in, Kristen Stromberg Childers shows in this work, as the promised equality was slow in coming and Antillean contributions to World War II went unrecognized. Champions of departmentalization such as Aimé Césaire argued that the "race-blind" Republic was far from universal and egalitarian. The French government struggled to stem unrest through economic development, tourism, and immigration to the metropole, where labor was in short supply. Antilleans fought against racial and gender stereotypes imposed on them by European French and sought to stem the tide of white metropolitan workers arriving in the Antilles. Although departmentalization has been criticized as a weak alternative to national independence, it was overwhelmingly popular among Antilleans at the time of the vote, and subsequent disappointment reflects the broken promises of assimilation more than the misguided nature of the decision. Contrasting with the wars of decolonization in Algeria and Vietnam, Seeking Imperialism's Embrace examines the Antilleans' more peaceful but perhaps equally vexing process of forging a national identity in the French empire.

Using West Germany as a case study to explore European trends, the book analyzes how the Council of Europe and European Community’s ideological goals were implemented for specific national groups. The book starts with education for displaced persons and exiles in the 1950s, then compares schooling for Italian, Greek, and Turkish labor migrants, then circles back to asylum seekers and returning ethnic Germans. For each group, the state entries involved tried to balance equal education opportunities with the right to personhood, an effort which became particularly convoluted due to implicit biases. When the European Union was founded in 1993, children’s access to education depended on a complicated mix of legal status and perception of cultural compatibility. Despite claims that all children should have equal opportunities, children’s access was limited by citizenship and ethnic identity.

In this pivotal work of action and discourse analysis, Riva Kastoryano draws on extensive fieldwork--including interviews with politicians, immigrant leaders, and militants--to analyze interactions between states and immigrants in France and Germany. Making frequent comparisons to the United States, she delineates the role of states in constructing group identities and measures the impact of immigrant organization and mobilization on national identity. Kastoryano argues that states contribute directly and indirectly to the elaboration of immigrants' identity, in part by articulating the grounds on which their groups are granted legitimacy. Conversely, immigrant organizations demanding recognition often redefine national identity by reinforcing or modifying traditional sentiments. They use culture--national references in Germany and religion in France--to negotiate new political identities in ways that alter state composition and lead the state to negotiate its identity as well. Despite their different histories, Kastoryano finds that Germany, France, and the United States are converging in their policies toward immigration control and integration. All three have adopted similar tactics and made similar institutional adjustments in their efforts to reconcile differences while tending national integrity. The author builds her observations into a model of ''negotiations of identities'' useful to a broad cross-section of social scientists and policy specialists. She extends her analysis to consider how the European Union and transnational networks affect identities still negotiated at the national level. The result is a forward-thinking book that illuminates immigration from a new angle.
