The conventional growth-accounting approach to estimating the sources of economic growth requires unrealistically strong assumptions about either competitiveness of factor markets or the form of the underlying aggregate production function. The paper outlines a new approach utilizing nonparametric derivative estimation techniques that does not require imposing these restrictive assumptions. The results for East Asian countries show that output elasticities of capital and labor tend to be different from the income shares of these factors. The paper also explores the compensating potential of private intergenerational transfers.

Book excerpt: This paper outlines the extent of the IMF with its present policies and practices or with some modification of those policies and practices that is capable of dealing satisfactorily with certain problems of international liquidity. Liquidity that is conditional in any of these senses may be somewhat less prized by the country possessing it than would be an equivalent amount of unconditional liquidity; but the imposition of such conditions may be for the general advantage of the international community, and may make countries having surpluses in their balances of payments readier to provide, or to facilitate the provision of, additional liquidity. An increased supply of the type of liquidity of which the use is subject to policy conditions will have somewhat different results. Although it will probably increase the amount and the financing of external deficits, even this is not certain. The various types of liquidity are to some extent substitutes for each other.

Book excerpt: This paper describes the operations of the international monetary system and to evaluate its efficacy to meet existing and foreseeable problems. The attempt is made to put the essential characteristics of the entire monetary system in a realistic perspective and to lay a better basis for studying and evaluating problems importantly affected by the operations of the system. Thus, the present international payments system is a deliberate choice among the means of conducting international financial relations. It is not rigid, and it makes provision for both adapting to enduring changes and meeting sudden and grave financial crises. However, the system has two permanent features—the use of par values and the convertibility of currencies for current transactions; without these features, it would cease to exist. The measures taken will be dealt with in a subsequent article on the management of the convertibility system and the techniques available for its defense.

The aggregation of individual countries' balance of payments statements into group statements or a world total provides clues to certain inconsistencies and asymmetries present in the figures. The method, however, does not necessarily disclose all the differences and inaccuracies that exist, nor does it clearly indicate generally which figures, by country or by category of transaction, are to be regarded as the more reliable when substantial differences come to light. The IMF staff, working with the national compilers to improve the statistics, has concentrated on producing a record of individual countries' economic transactions with the rest of the world that can be used as a basis for gauging the impact of these transactions on the countries' domestic economy and foreign position. Most of the available balance of payments statistics may be judged reasonably adequate to serve this purpose.

The information on which policies have to be based is frequently a complex set of interrelated data. It is extremely difficult to obtain a reasonable view of the future unless it is possible to assign some quantitative magnitudes to the significant monetary aggregates. In all countries, but particularly in the less developed, the immediate monetary situation may be judged largely in terms of the level of international reserves and the comparative rates of growth in bank credit and money. Central bankers are faced with the terrifying complexity of information and relations between variables that typifies the financial structure of any economy. In order to classify the statements and to clarify the financial relations in an economy, the bankers need an organized arrangement of the available information.

Book excerpt: This paper presents views of Professor Robert Triffin on international liquidity and the role of the IMF. The paper is an exposition of Triffin's diagnosis of present and prospective difficulties in the international financial area and of his prescriptions for dealing with these difficulties. It should be noted at the outset that Triffin has focused attention upon some major problems of international liquidity and international financial organization. His diagnosis of present and prospective difficulties, and his recommendations for meeting these difficulties, are acute and thought provoking. The expanded IMF is nowhere clearly directed to provide an adequate rate of growth of reserves, the prospective inadequacy of which is responsible for its being, nor is it told what an adequate rate of growth would be. The reader must conclude that Triffin proposes to expand the functions of the IMF and give it a full armory of central bank instruments, but that he is unwilling to provide it with an explicit statement of policy objective, let alone any specific guides to operations policy.

The principle of equalizing marginal administrative costs and marginal tax revenue is suggestive, but persuasive arguments can be made for spending more or less than it indicates. The marginal principle, nevertheless, is valuable as a guide for allocating a fixed appropriation that is too small to cover all remunerative activities. Human capital theory corroborates the productivity of staff training but implies that different financing arrangements may be appropriate for general and specialized training. Economic studies can help in establishing criteria for identifying cases for detailed examination or audit and in making administrative or alternative assessments where accounts are inadequate. A lump-sum, first-year depreciation allowance equal to the discounted value of normal allowances would have merit as a simple method of adjusting for inflation. Tax administrators and economists could benefit from acquaintance with the attitudes and methods of each other's discipline.

Book excerpt: This paper examines the effect transactions with the IMF have on the monetary situation within a country when the foreign exchange purchased from the IMF is used to meet a balance of payments deficit. In some countries, the national currency counterpart is kept on deposit to the credit of the IMF at the central bank. In other countries, the government substitutes a noninterest-bearing note for the national currency counterpart of a transaction with the IMF. It is with the effects of the latter practice that this paper is primarily concerned. The effect of a balance of payments deficit on the money supply will be offset if credit is expanded to finance a government deficit, investment by business, or spending by consumers. The ultimate effect on the money supply will depend upon how the government deals with the national currency turned over to it by the Exchange Equalization Account. Considerable caution is required in concluding that a balance of payments deficit is likely to be moderate and temporary.

For purposes of comparison, the additional needs for IMF resources arising, respectively, from the several techniques of reserve creation are expressed in terms of the amounts of the currencies that are normally suitable for drawing, distributed in proportion to quota, to which the IMF would have to secure to cover the additional needs in question. When reserves are created by the IMF, their creation will in some instances involve a use of Fund resources and may affect its own liquidity. When account is taken of the secondary impact of gold investment on world reserves, it appears that the liquidity cost to the IMF of creating reserves by means of gold investment, though greater per unit of investment, might be somewhat less per unit of reserves created than that of other forms of investment.

Book excerpt: This paper provides an analysis of attempts at international coordination of national policies leads to the conclusion that true international action that has a good chance to succeed for specific measures, such as changes in exchange rates, customs tariffs, and perhaps discount rates. There is, on the other hand, little reason to assume that the desire prevalent in all countries for full employment, stable prices, and growth could be supported to any important degree by the acceptance of international obligations. The targets of economic policy as they have been put forward for our discussion appear simple and noncontroversial: reasonable price stability, full employment and an adequate rate of growth, and balance of payments equilibrium. If in any country the relationship between wages and employment is such that at full employment wages increase more rapidly than is compatible with price stability, then obviously the price and employment objectives of that country are not compatible.

Book excerpt: Stock and bond issues and capital markets in less developed countries (LDCs) have recently received increasing attention from policymakers, and this preliminary study provides a cross-country survey of the actual experience of LDCs in this respect. Capital markets in LDCs are markedly underdeveloped, reflecting a combination of historical circumstances, current level of economic and financial development, and government policy—including inflation and low interest rates on government debt. Through its regulatory powers, the government can do much to reduce uncertainty (and, hence, risk). Supervising capital markets has several dimensions: preventing fraud; improving information; reducing transactions costs; and developing capital market techniques and institutions. Information on the Brazilian experience includes the fact that a strong, self-sustained capital market has not yet been established, despite the gains made. Tax incentives do provide a way of promoting capital market development, but the benefits of initial development must be judged in terms of the cost of tax receipts forgone.

The paper evaluates three models for predicting currency crises that were proposed before 1997. Two of the models failed to provide useful forecasts. One model provides forecasts that are somewhat informative though still not reliable. Plausible modifications to this model improve its performance, providing some hope that future models may do better. The study suggests, though, that although forecasting models may help indicate vulnerability to crises, the predictive power of even the best of them may be limited.
