A road map which shows, in addition to the roads, the distribution of population and industries and avail able road-building materials, affords a fair basis for planning a system of improved roads as well as for making a rough estimate of construction costs. After the amount of money required has been estimated, the matter of interest rates should be ai considerable factor in determining whether the funds shall be raised by means of bonds or by direct taxation Whatever method of financing road construction may be adopted, the funds for maintenance should be raised by direct taxation, and ample provision for this item should always be included in the plan of finance.
