The first part of the report summarizes the state's situation in the areas of education, health, special needs, and economic security. It also discusses a new paradigm for comprehensive services, and includes charts highlighting county performance in areas such as spending per pupil, prenatal care, and unemployment; and a comparison of Illinois' statistics as a whole with neighboring states, California, and New York. The bulk of the document contains charts highlighting data from each county in each of the following four areas: (1) Education, including early childhood education, child care, and education spending; (2) Health, covering lack of parental care, low birth rate, infant morality, and youth death rate. (3) Special needs, covering new families at risk, abuse and neglect, foster care, and youth arrests; and (4) Economic Security, covering unemployment and children whose families receive Aid to Families with Dependent Children (AFDC) funding.
