Book excerpt: Excerpt from Illinois Election Returns, 1818-1848, Vol. 1 The importance of election returns in reducing the study of political party movements so far as possible to exact terms is self evident; and this volume of the Collections offers edited source material of this character that it is hoped may aid students of politics not only for Illinois, but for the nation as well. As no models were available for the volume an editorial policy has had to be developed, and will be stated briefly in the following pages. The election statistics here offered were drawn almost entirely from the original manuscript returns of the county clerks, on file in the office of the secretary of state at Springfield. The usual form of return is a series of sentences each stating the number of votes a candidate received for a given office. From these the tables have been compiled, district returns being computed where necessary. Where the original returns are missing or incomplete they have been supplemented, if possible, from returns found in county records or in newspapers. A folio record of elections in the secretary of state's office was compiled about thirty years ago from the manuscript returns. While it is fairly accurate, it seemed best in preparing this volume to go to the originals. With them the tables have been twice collated; and in a third recheck all discrepancies have been accounted for. The tables are grouped in two divisions, - one including returns for presidential elector, member of congress, governor, and lieutenant governor, and votes on such questions as the calling of constitutional conventions, and the adoption of constitutions; in the other division are returns for members of the general assemblies and of the constitutional convention of 1847. Nearly all of them lived in the southern third of the present State: in 1818 the three northern counties were Madison, Bond, and Crawford, each of which extended northward to the state line. Crawford county, covering the whole northeastern section of the State and including more than thirty of our present counties, had, in 1818 less than 1000 white inhabitants. Even in southern Illinois the course of settlement clung pretty closely to the Mississippi on the one side and the Ohio and Wabash on the other, leav ing sparsely settled interior counties where one might travel for days through almost unbroken wilderness. On the about eighty miles below rock river I met a party of Indians from Praire Du Chien with a packet directed to Governor Clarke, they informed me that every thing was quiet and the Garrison compleated at the Praire, on the same day Lieu' Rector of the rangers took a canoe which had a considerable quantity of Indian property in it, and had been just abandoned. On the 18th Inst about twenty miles below rock river I was met by a party of 9 Indians bearing a white flag who informed me that they had heard of our approach and met us to conduct us to the town and to inform us that the Socks and Foxes were friendly disposed, they left us a few miles below the mouth of rock river, at the mouth of which we were met by five others who informed me that the Indians at the Village on Rock river about a mile above its mouth wished to hold a council with me, I proceeded on about four miles and halted to hear what they had to say. I was there met by about 150 Warriors beside women and children, a chief of the Socks asked if I had any presents for him from his Father, I told him there was, provided he fulfilled the promises he had made his father in the Spring which was to go to war with the Peans. He said he had made his Father no such promises and that his father was drunk if he said so. But that he was ready to go to war with the Peans if the Government would furnish him with the means. He further sd the Mississippi was a broad and straight road and the people of the United States should meet with no obstructions in travelling it. We lay at four mile encampment above rock river until the morning of the 21 when I again put out with a fine breeze in order to pass the rapids after proceeding above three miles the boat I was in grounded which compelled me to discharge and put off her loading into the other boats when I again got under way and after proceeding about six miles further the wind increased to a hurricane which separated the boats, my boat being heavy I was afraid of her.
