The Performance Report is structured around the goals in the Illinois Board of Higher Education's (IBHE) Illinois Commitment. These goals include: (1) economic growth; (2) teaching and learning partnerships with P-12 education; (3) affordability; (4) access and diversity; (5) high expectations and quality; and (6) productivity and accountability. Through the "Promise for Illinois", community colleges pledge to: (1) Address workforce development needs with flexible, responsive and progressive programs; (2) Offer rigorous courses and programs designed for college and university transfer; (3) Expand adult education and literacy programs necessary for individuals and families to have high-quality work and life in Illinois; (4) Equip Illinois residents with the technology skills they need to be successful in the 21st century; (5) Emphasize high quality in all programs, services, and operations; (6) Deliver affordable learning opportunities to the doorstep of Illinois residents; and (7) Model and promote leadership and ethical decision making. In an effort to more closely measure progress toward these goals and pledges three levels of indicators were developed by the Performance Indicator Advisory Committee over the course of a year (January 2002 - February 2003), incorporating feedback from constituent groups. Appended are: (1) Mission-Specific Goals Selected by College; and (2) Common Measure Goal Statements. A bibliography is included.

Through the development of the annual Performance Report, colleagues within and across institutions and at the state level take the opportunity to review and document accomplishments and progress achieved over the past year, enumerate challenges, and formulate plans to make further progress. The collaborative self-examination undertaken at the local level that involves looking across the college to create the institutional report is an essential part of the project. Mission-specific indicators are identified for each community college in Appendix A. Information on goal setting at the local level in all policy areas is provided in Appendix B.

Community colleges enroll almost half of all undergraduates in the United States. These two-year colleges manifest the American commitment to accessible and affordable higher education. With about 1,200 institutions nationwide, community colleges have made significant progress over the past decade in opening access and have become the critical entry point to higher education for many Americans who traditionally have been left out of educational and economic opportunity. Yet economic, political, and social developments have increased the challenges community colleges face in pursuing an “equity agenda.” Some of these include falling state budgets combined with growing enrollments, a greater emphasis on outcome-based accountability, competition from for-profit institutions, and growing immigrant student populations. These trials come at a time when community colleges confront crucial economic and workforce development pressures that may impact their mission. How can community colleges continue to maintain their open-door policies, support underprepared students, and struggle to help enrolled students complete degrees and certificates that prepare them for success in the workplace? Building on case studies of colleges in six states—New York, Texas, Florida, California, Washington, and Illinois—this volume offers a fresh examination of the issues currently facing American community colleges. Drawing on their fieldwork supplemented by national data, the authors analyze how these challenges impact the community college mission of educational opportunity—especially for low-income students, students of color, and other underserved groups—and how colleges are responding to a drastically different environment. They then propose a set of strategies to strengthen the role of community colleges in providing both access and opportunities for achievement for all students.

Book excerpt: The colleges in the Illinois Community College System submit detailed student records twice during each fiscal year. This report is based on fiscal year 2004 enrollments and completions and comparative information is supplied from the four previous fiscal years (2000-2003) are also presented. Detailed tables comparing fiscal year 2003 and fiscal year 2004 credit headcount, full-time equivalent (FTE) enrollments, and graduates by college are included. FTE enrollments in this report are based on all credit hours attempted (including nonreimbursable credit hours). More than half of the students enrolled in credit coursework are female, more than one-third are of minority ethnicity, and more than a third are students over 31 years of age. Available information on students enrolled in noncredit courses show nearly identical gender representation, less minority participation with about one-quarter minority students in noncredit coursework, and participation by a more mature population in noncredit courses with just over two-thirds of the students 31 years of age or above. In fiscal year 2004, community colleges as a whole experienced an increase in completions compared to last year, the fifth consecutive year of increase in the number of community college system graduates. Systemwide over the past two years, in conjunction with a Postsecondary Perkins initiative, community colleges have been undertaking projects to develop, implement, or expand upon local computerized automated degree and certificate audit systems. Overall, the large number of students served through credit and/or noncredit courses affirms that the Illinois Community College System continues to adapt to the evolving educational needs of the communities each college serves. The Illinois Commitment was developed based on the premise that higher education must be part of the process of providing a foundation for Illinois' future by enhancing the social, economic, and civic well-being of the state and its residents. The Policy Areas for the Illinois Commitment, addressed in this report, include: (1) Economic Growth: Higher education will help Illinois sustain strong economic growth through teaching, service, and research; (2) P-20 Partnerships/Teaching and Learning: Higher education will join elementary and secondary education to improve teaching and learning at all levels; (3) Affordability: No Illinois resident will be denied an opportunity for a college education because of financial need; (4) Access and Diversity: Illinois will increase the number and diversity of residents completing training and education programs; (5) High Quality: Illinois colleges and universities will be accountable for providing high quality academic programs and the systematic assessment of student learning outcomes while holding students to ever higher expectations for learning and growth; and (6) Accountability and Productivity: Illinois colleges and universities will continually improve productivity, cost effectiveness, and accountability. This document reports on the performance indicators for 2005 for each of these policy areas, showing accomplishments and challenges. The pledges in the Illinois Community College System's Promise for Illinois intentionally complement the goals. This report lists those pledges. Appendix A contains Mission-Specific Goals Selected by College. A subset of Illinois Commitment Policy Areas are focused on for the narrative portion of the Performance Report based on a rotating schedule. For the 2005 report, the narrative focus will be on the following Policy Areas: P-20 Partnerships Improving Teaching and Learning (Policy Area Two), Affordability (Policy Area Three), and Access and Diversity (Policy Area Four). While more targeted narrative reporting was required on these three Policy Areas, data reporting was required across all six Policy Areas. Institutional level community college Performance Reports included data and analysis on Common Institutional and Mission-specific Indicators. Information was also provided on local level Accomplishments, Challenges, Plans and Goals. Appendix B contains Common Measure Goal Statement.

This year's report is based on fiscal year 2005 enrollments and completions. Comparative information is supplied from four previous fiscal years (2001-2004). Detailed tables comparing fiscal year 2004 and fiscal year 2005 credit headcount, full-time equivalent (FTE) enrollments, and graduates by college are included. FTE enrollments in this report are based on all credit hours attempted (including nonreimbursable credit hours). For students enrolled in credit coursework, more than half are female (55.6 percent), more than one-third are minorities (35.5 percent), and roughly two out of every five students are 31 years of age or older (38.1 percent). Available information on students enrolled in noncredit courses show nearly identical gender representation (57.2 percent female), less minority participation with nearly one-quarter minority noncredit enrollments, and the participation by a more mature population in noncredit courses with just over two-thirds of the students 31 years of age or above. In the past year, based on fiscal year 2005 annual data, there was virtually no change in credit enrollment in the community college system. In fiscal year 2005, slightly over one-fifth (20.7 percent) of Illinois Community College students (not enrolled in ABE/ASE/ESL, Vocational Skills and General Studies) were enrolled in at least one developmental course--down slightly from 21.3 percent in fiscal year 2004. Steps to assist underrepresented students in their efforts to arrive college ready and enroll full-time would benefit all students. Systemwide over the past three years, community colleges have been undertaking projects to develop, implement, or expand local computerized automated degree and certificate audit systems. These initiatives will continue through fiscal year 2006. The large number of students served through credit and/or noncredit courses affirms that the Illinois Community College System continues to adapt to the evolving educational needs of the communities the colleges serve. Book excerpt: Through the Underrepresented Groups Report, community colleges have an opportunity to report on initiatives and strategies aimed at increasing participation and achievement among individuals with Disabilities, Women, and Minorities. Underrepresented Groups Report production is an important annual statutory responsibility (Public Act 85-283) for community colleges and universities. Each community college provides a report detailing current activities and programs aimed at strengthening participation and progress among traditionally underrepresented student populations. Illinois Community College Board (ICCB) staff summarize the information provided by the individual colleges and forward it to officials from the Illinois Board of Higher Education (IBHE) who combine it with responses from the public universities and forward it to the Governor and General Assembly. This year's report begins with an overview of the demographic characteristics of community college students, completers, and faculty. External comparative information is referenced where available. The next portion of the report explores the current year's Focus Topic: Academic Achievement of Persons with Disabilities, Women, and Minorities using a variety of data sources and materials provided by the colleges. A five-year statewide analysis of the Integrated Postsecondary Education Data Systems (IPEDS) Graduation Rate Survey (GRS) data for Students with Disabilities, Female Students, and Minority Students from Illinois community colleges is included in this portion of the report. IPEDS GRS data provide a Combined Outcome Rate--which includes graduation, transfer, and persistence--and a Graduation Rate which only counts completions. A three-year analysis of statewide full-time, first-time student Fall to Fall retention rates for Underrepresented Groups is also provided. Summaries of what works, high impact Underrepresented Group promising programs, services, and initiatives related to improving academic achievement at selected community colleges are featured at the end of the section. The report also examines the need of additional resources for Underrepresented Groups at community colleges. Resources are needed to provide individuals from Underrepresented Groups who require additional support with programs and services to promote student success. Future directions, a summary, and recommendations are addressed at the end of the report. Performance funding ties state support of colleges and universities directly to institutional performance on specific outcomes, including retention, number of credits accrued, graduation, and job placement. The theory is that introducing market-like forces will prod institutions to become more efficient and effective. In The Politics of Performance Funding for Higher Education, Kevin J. Dougherty and Rebecca S. Natow explore the sometimes puzzling evolution of this mode of funding higher education. Drawing on an eight-state study of performance funding in Florida, Illinois, Indiana, Missouri, Ohio, South Carolina, Tennessee, and Washington, Dougherty and Natow shed light on the social and political factors affecting the origins, evolution, and demise of these programs. Their findings uncover patterns of frequent adoption, discontinuation, and re-adoption. Of the thirty-six states that have ever adopted performance funding, two-thirds discontinued it, although many of those later re-adopted it. Even when performance funding programs persist over time, they can undergo considerable changes in both the amount of state funding and in the indicators used to allocate funding. Yet performance funding continues to attract interest from federal and state officials, state policy associations, and major foundations as a way of improving educational outcomes. The authors explore the various forces, actors, and motives behind the adoption, discontinuation, and transformation of performance funding programs. They compare U.S. programs to international models, and they gauge the likely future of performance funding, given the volatility of the political forces driving it. Aimed at educators, sociologists, political scientists, and policy makers, this book will be hailed as the definitive assessment of the origins and evolution of performance funding.
