This report examines the scale of the illegal timber trade in the Asia-Pacific region, encompassing the processes and current trends in logging, sourcing, trafficking, manufacturing, importing and consumption of illegal timber and timber products. Assessments of countries' timber resources, extent of illegal logging, policies and legislation, and enforcement initiatives show the efficacy of local, regional, national and international legislative frameworks and actions to suppress illegal trade. The report highlights the need for cooperative policies and regulations between countries to resolve sovereignty issues, share information and develop standards. Issues addressing monitoring the transit of timber and timber products would identify weaknesses in governance, laws, policies and enforcement. Potential research that identifies the causes of the trade, economic dimensions and legal frameworks combined with government intelligence would inform policymaking.

Book excerpt: The forestry sector has significant potential to contribute to the social and economic development of countries, especially in the context of European Green Deal, a new growth strategy aiming at making Europe climate neutral by 2050. In order to do so, protection of forest ecosystems from deforestation and further degradation must be key objectives of forest management strategies. In this context, it is important to identify trends, such as illegal logging and related trade, that contribute to deforestation and forest degradation and prevent the realisation of the full potential of forestry in the EPPA beneficiaries (Western Balkan countries and Turkey). The forest ecosystems in the Western Balkans and Turkey are under pressure. Substantial forest areas are lost due to fires and clear cutting. Furthermore, many people rely on forests to supplement their income, especially in rural areas, where wood theft is common and usually poverty driven. Illegal harvesting in such rural and remote areas is considered as a traditional phenomenon. Thus, in some countries the poverty- driven illegal logging is dominant. However, market driven illegal logging is also an important factor due to its profitability and low risk for the perpetrators.

This trade, however, is undermined by illegal logging practices that threaten livelihoods and the sustainable mangement of forests. The stakes are high, and for this reason, the Commission, EU Member States and partner countries accross the worls have made great efforts over the past ten years to combat illegal logging and related trade, including through voluntary, but legally binding, trade agreements. These VPAs (Voluntary Partnership Agreements between the EU and the partner country) recognise the joint responsability of the importing and the exporting countries for assuring that timber has been legally felled and traded.

Book excerpt: This scoping paper analyzes the governance of trade in timber-producing species regulated by CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora) in light of the Conventions increasing relevance as a tool to control transnational timber trade. The CITES regulatory framework is outlined as it relates to tree species, along with the compliance mechanisms developed to build range state capacity for implementing trade controls in relation to tropical timber species and to apply sanctions to countries that fail to take recommended action to resolve implementation problems. The study describes stricter domestic measures developed by consumer countries, most notably the EU, to control imports of CITES-listed species, including trees, as well as additional regulatory frameworks designed by importing countries to exclude illegal timber from their markets. It also examines the implications for CITES of regional economic integration given the Conventions dependence on national border controls, with a focus on experience in the EU and trends in Asia. Key findings from three case studies of how CITES has approached governance of trade in valuable timber-producing species ramin (Gonystylus spp.) from Asia, afrormosia (Pericopsis elata) from Central and West Africa and bigleaf mahogany (Swietenia macrophylla) from Latin America are presented and other potential case studies identified. The study concludes by identifying priority areas where further research could contribute towards catalyzing positive change to strengthen the governance of transnational timber trade, and ultimately towards the survival of tree species traded illegally and unsustainably.
