Book excerpt: La rapida e continua evoluzione del processo di rinnovamento e semplificazione delle procedure edilizie e la proliferazione dei titoli abilitativi edilizi hanno ingenerato notevole confusione tra i professionisti della progettazione e quanti sono chiamati a confrontarsi giornalmente con le nuove procedure e la loro difficoltà applicativa. Una svolta decisiva per le procedure dei titoli edilizi è giunta con la legge 7 agosto 2012, n. 134 che ha reso lo sportello unico per l’edilizia il solo punto di accesso per il privato ed unico ufficio competente a comunicare con il cittadino, in relazione a tutte le vicende amministrative. Le amministrazioni comunali hanno l’obbligo di applicare tali disposizioni entro sei mesi dalla data di entrata in vigore del provvedimento stesso. In tal modo sono state eliminate le procedure abituali, disorientando ulteriormente tecnici, privati e imprese. Per tali motivi, si riscontra più che mai la necessità di un coordinamento generale dei molteplici provvedimenti di modifica delle principali norme di settore, che regolano le procedure per la realizzazione degli interventi edilizi. Quest’opera, nella sua completezza, affronta gli elementi essenziali per il riordino e la gestione delle norme edilizie, attraverso il coordinamento dei vari provvedimenti di aggiornamento che compongono la materia di riferimento e fornisce tutte le informazioni utili alla progettazione, gestione dello sportello unico per l’edilizia, formazione dei titoli abilitativi, realizzazione tecnica e utilizzazione delle costruzioni. Un assist per la gestione coordinata delle varie procedure da seguire nella scelta dei titoli abilitativi e nella realizzazione degli interventi edilizi. La consultazione del testo viene facilitata da una serie di tabelle utili alla rappresentazione sintetica e immediata dei vari argomenti esaminati, che compongono le fasi di lavoro. Tutti gli argomenti sono aggiornati e coordinati con le ultime emanazioni normative (Legge 7 agosto 2012, n. 134; Decreto 5 luglio 2012; Legge 4 aprile 2012, n. 35; Legge 24 marzo 2012, n. 27; Legge 22 dicembre 2011, n. 214; Legge 14 settembre 2011, n. 148; D.P.R. 1° agosto 2011, n. 151; Legge 12 luglio 2011, n. 106; D.Lgs. 3 marzo 2011, n. 28). Il volume è organizzato per argomenti all’interno dei quali sono trattate le indicazioni operative, la successione cronologica e le informazioni utili alla gestione procedurale di ciascuna attività, al fine di porre il tecnico nella condizione di poter disporre di tutte le informazioni utili a garantire la completa copertura delle problematiche che sarà chiamato ad affrontare nell’assolvimento del suo incarico. L’opera viene completata da una comoda e aggiornata selezione di giurisprudenza, suddivisa per argomenti tematici. Book excerpt: The hospitality model called "Albergo Diffuso" (AD), or "scattered hotel," has been engneered by Mr Giancarlo Dall'Ara and described by The New York Times as a way of bringing life back to historic towns and rural hamlets by utilizing unused rooms for tourism. This "simple but genial" model devised in Italy in the mid-90's received an award from the UNDP for its sustainability, but despite the spread of AD's, no peer-reviewed books have previously been published in English focusing on this innovation. In this book, the author therefore begins by exploring the AD as a community-based hospitality model, examining both its pros and cons. He then considers conviviality, sense of security, and other factors that Hans Magnus Enzensberger referred to as luxuries of our time for urban dwellers. These represent the key pre-requisites a location must possess to be deemed suitable for this innovation. Next, investors and co-interested private, public and not-for-profit associations are provided with a structured framework to help them achieve a defensible competitive advantage by harnessing the economic potential of valuable, rare, inimitable and non-substitutable (VRIN) resources. The final section assesses the AD as a business model, evaluating various aspects at the heart of any business plan.
