Book excerpt: Article originally published in the volume 58 issue 232 of Moneta e Credito, 2005, pp. 109-53.In questo lavoro analizziamo la nuova geografia del sistema bancario italiano che si è determinata in seguito al processo di integrazione delle strutture bancarie negli ultimi anni. L'analisi dell'evoluzione del sistema bancario si basa sul concetto di distanza. In particolare, non facciamo soltanto riferimento alla distanza tradizionale tra banca e clienti, che è la distanza operativa, ma anche alla distanza tra centri decisionali delle banche e i sistemi locali, che possiamo definire come distanza operativa. L'oggetto del saggio riguarda gli effetti che la distanza (o prossimità) funzionale determina sulla performance delle banche in termini di allocazione del credito, sull'efficienza e sulla profittabilità. Le nostre stime econometriche provano che la prossimità funzionale ha effetti territoriali asimmetrici sulla performance delle banche. I suoi effetti benefici sono statisticamente evidenti per le regioni meridionali meno sviluppate, mentre non sono significativamente rilevanti per le regioni più sviluppate del Centro-Nord dell'Italia.

E ancor più ha suscitato reazioni la sua ascesa alla presidenza dei templi della finanza del Nord. Nel dialogo serrato con Massimo Mucchetti prende corpo la “confessione” di un banchiere non pentito. Sono innumerevoli gli episodi mai raccontati che restituiscono la trama dei grandi affari: un continuo gioco di specchi che rimanda le mutevoli immagini dei vincitori. Indicato da Ciampi in Cariroma, Geronzi prese poi il potere sponsorizzando la Lazio come chiedeva il romanista Andreotti. Si sentì domandare da Enrico Cuccia, che nei suoi ultimi giorni voleva consolidare il suo delfino Maranghi in Mediobanca: “Vuol sempre bene a Vincenzino?”. Ottenne da Giovanni Agnelli un soave: “Ma caro Geronzi, se lei non vuole, non si fa” con cui liquidare l’assalto alla Banca di Roma portato dal San Paolo di Torino, che aveva proprio gli Agnelli fra i suoi azionisti.

Book excerpt: When the term “governance” is associated with money, the mind goes directly to the traditional regulatory paradigm, i.e. the nation State-Central Banking-Currency. However, over time, there has been a steady erosion of the nation states’ sovereignty, also in the area of monetary law. This process of erosion is still working from within and externally to the nation State or, in other words, from upwards to downwards and vice versa. Moving from upwards to downwards, highly interconnected financial markets have urged the national competent authorities to improve the global level of coordination in terms of sharing regulatory standards, supervisory models and risk-monitoring procedures. In the downwards-upwards direction, the concept of sovereignty is critically revised from the perspective of new and alternative means of payment, thanks to the growth of e-commerce and mobile commerce and new complementary currency projects. The European Union is a feasible institutional context in which to investigate the development of the governance of money. Indeed, the EU, considered as a “unique economic and political partnership”, has not laid down a clear-cut definition of money, but the Member States have been carrying on a varying transfer of sovereignty and, in particular, of monetary sovereignty. This book examines money as a means of payment and a reserve of value within the framework of the European Union, with particular attention to community-based currencies. This book will prove an interesting and informative read for academics, students and policymakers with an interest in the development of monetary and financial systems.

Book excerpt: Si l'on se penche sur les phénomènes de contestation de l'autorité politique par la littérature ou les arts qui constitue un axe de recherche majeur du Laboratoire aux travaux duquel contribue ce volume, il appert que, dans bien des pays d'Europe, l'autorité politique s'est identifiée avec celle du Monarque, alors qu'en Italie, cas exceptionnel – et pour cause, puisque le siège de la papauté y est implanté depuis deux millénaires sans autre interruption que le demi-siècle avignonnais –, c'est la papauté qui s'est constituée en pouvoir politique, se revendiquant d'une double autorité, spirituelle et morale, et s'incarnant en un véritable organisme étatique. Le pape et la papauté représentent à leur tour deux "incarnations" de l'autorité : l'une institutionnelle (le gouvernement ecclésiastique), l'autre individuelle (le souverain pontife comme successeur de Pierre investi d'une mission de divine inspiration et exerçant à ce titre une autorité suprême). C'est en tout cas une spécificité italienne que d'être, par tant, un pays à la fois laïc et non-laïc, dans lequel la figure du Pape remplace celle du Roi, suscitant, depuis son affirmation comme telle, polémiques et défenses de l'Institution ecclésiale autant que de papes en particuliers. De fait, l'affirmation de la primauté spirituelle et temporelle du pape sur le monde médiéval chrétien présente, in nuce, les failles juridiques et morales qui légitiment l'expression immédiate d'opposants à cette hégémonie, aussi les vingt études regroupées dans ce volume illustrent-elles à la fois l'ancrage et la permanence d'une tradition historique, artistique, littéraire… la remise en cause en quelque sorte "chronique" du pouvoir du pape et de l'Église du XIe siècle à nos jours. Chacune d'elles montre par ailleurs, en creux ou explicitement, selon les cas, l'idéal d'une Église, d'une papauté et de papes, que leurs partisans comme leurs opposants eussent voulus au-dessus des intérêts matériels et des stratégies de pouvoir, tous se présentant en mal d'une autorité morale incontestable et littéralement incomparable (celle des "Princes" telle qu'elle ressort de ces travaux n'échappant pas non plus à une sévère critique). Dans le balayage temporel et thématique qu'elles effectuent, ces études, du même coup, rendent compte du paradoxe proprement italien d'une tension ancestrale et originale entre la religion de la politique et la politique de la religion.
