Il tema viene affrontato con riferimento all’impatto organizzativo e metodologico, con lo scopo di fornire indicazioni immediatamente applicabili dalle amministrazioni pubbliche al fine di rendere più fluido il processo di elaborazione del PIAO. Il volume affronta l’argomento tenendo presenti le indicazioni contenute nei regolamenti attuativi approvati con DPR n. 81 del 30 giugno 2022 e con Decreto ministeriale n. 132 del 24 giugno 2022; quest’ultimo, oltre a definire un piano-tipo, fornisce indicazioni sulla redazione. Lo strumento, quindi, rappresenta un’utile guida pratica a beneficio di tutti coloro che, a vario titolo (operatori, dirigenti, professionisti, etc.), interagiscono con l’articolato sistema di programmazione/pianificazione che caratterizza le amministrazioni pubbliche, in un contesto di crescente complessità di sistema.

Nella seconda parte, l'autore si avventura invece spericolatamente in una riflessione che coinvolge da diversi punti di vista la musica, la magia e il mito culminando in un saggio, il primo scritto in Italia, che chiama in causa uno dei più celebri trattatisti musicali dell'antica India intrecciando nella discussione la dodecafonia schoenberghiana ed il concetto di serie dodecafonica. Rispetto alla letteratura musicologica corrente le novità sono molte, e possono interessare sia l'appassionato cultore di musica sia il musicista praticante.
