Book excerpt: The Invisible Hand? offers a radical departure from the conventional wisdom of economists and economic historians, by showing that 'factor markets' and the economies dominated by them — the market economies — are not modern, but have existed at various times in the past. They rise, stagnate, and decline; and consist of very different combinations of institutions embedded in very different societies. These market economies create flexibility and high mobility in the exchange of land, labour, and capital, and initially they generate economic growth, although they also build on existing social structures, as well as existing exchange and allocation systems. The dynamism that results from the rise of factor markets leads to the rise of new market elites who accumulate land and capital, and use wage labour extensively to make their wealth profitable. In the long term, this creates social polarization and a decline of average welfare. As these new elites gradually translate their economic wealth into political leverage, it also creates institutional sclerosis, and finally makes these markets stagnate or decline again. This process is analysed across the three major, pre-industrial examples of successful market economies in western Eurasia: Iraq in the early Middle Ages, Italy in the high Middle Ages, and the Low Countries in the late Middle Ages and the early modern period, and then parallels drawn to England and the United States in the modern period. These areas successively saw a rapid rise of factor markets and the associated dynamism, followed by stagnation, which enables an in-depth investigation of the causes and results of this process.

The goal of the 50th Study Week was to go beyond the study of individual systems in isolation, and to combine instead different analysis of open and enclosed seas or coastal areas in order to understand the integration role played by maritime connections in Europe. Since in pre-industrial civilizations water transport was easier than land transport, the time has come to bring attention to the way these relationship networks operated both on a European level and with Asian and North African trade partners. This volume starts from the great research traditions which have, however, rarely been integrated on a larger and continental scale, and analyses them on either a regional or thematic basis. Immanuel Wallerstein has developed Braudel's concept by conceptualising its intercultural and transnational dimensions and its role in the system of labour. He called it a "world system", not because it involves the whole world, but because it is larger than any legally defined political unit. And it is a "world economy" because the base link between the different parts of the system has an economic nature. The various regional research aspects and traditions have been linked together in a coherent approach which aims at evaluating: - What geographical, nautical, technical, economic, legal, social and cultural elements influenced the emergence of the various regional networks, and how these worked; - The nature and role of seaports as nodal points of sea routes and of their hinterland through rivers, canals and roads; - The commercial and personal ties between merchants and shipowners in various ports; - How regional networks connected with each other and how, over time, they ended up integrating into larger units; - How private networks, initially between merchant and seafarer organizations, ended up dealing with local authorities and, after their growth, with states and empires in order to protect their interests.

Book excerpt: The early decades of the sixteenth century were a turbulent time for the Italian peninsula as competing centres of power struggled for political control. Nowhere was this more true than the area contested by Milan and Venice, that was constantly crossed and occupied by rival armies. Investigating the impact of successive crises upon the inhabitants of the Po Valley, this book challenges many fundamental assumptions about the relationship between war and economic development and draws conclusion that have implications for early modern Europe as a whole. In traditional historiography, periods of war and general crisis have often been regarded as promoting a shift in resources from the communal towards a small number of individuals. However, through a close micro-study of a single region, this book offers a different perspective. Rather than promoting an aggressive individualism, it is argued that in times of general crisis, social networks aimed to reproduce themselves and the original status quo by developing creative solutions and institutions favouring co-operation. Furthermore the elites could not always exploit ’local’ wealth because of the need to protect their position of leadership within the community, which required the preservation of that very community. This thesis not only challenges the received wisdom, but also fuels a new debate about the ways in which economic growth occurred in Early Modern Italy and Europe.

Using data from the archives of the Venetian Terraferma, and compared with information available for elsewhere in Europe, Guido Alfani and Matteo Di Tullio demonstrate that the rise of the fiscal-military state served to increase economic inequality in the early modern period. Preindustrial fiscal systems tended to be regressive in nature, and increased post-tax inequality compared to pre-tax - in contrast to what we would assume is the case in contemporary societies. This led to greater and greater disparities in wealth, which were made worse still as taxes were collected almost entirely to fund war and defence rather than social welfare. Though focused on Old Regime Europe, Alfani and Di Tullio's findings speak to contemporary debates about the roots of inequality and social stratification.

Book excerpt: This volume investigates the use of mortgages in the European countryside between the thirteenth and eighteenth centuries. A mortgage allowed a loan to be secured with land or other property, and the practice has been linked to the transformation of the agrarian economy that paved the way for modern economic growth. Historians have viewed the mortgage both positively and negatively: on the one hand, it provided borrowers with opportunities for investment in agriculture; but equally, it exposed them to the risk of losing their mortgaged property. The case studies presented in this volume reveal the variety of forms that the mortgage took, and show how an intricate balance was struck between the interests of the borrower looking for funds, and those of the lender looking for security. It is argued that the character of mortgage law, and the nature of rights in land in operation in any given the place and period, determined the degree to which mortgages were employed. Over time, developments in these factors allowed increasing numbers of peasants to use mortgages more freely, and with a decreasing risk of expropriation. This volume will be appealing to academics and researchers interested in financial history, rural credit and debt, and the economic history of agrarian communities.
