Troppo spesso però, l'attività quotidiana non concede tempo per ragionamenti di cornice che, in ogni caso, dovrebbero sottostare alle scelte e agli indirizzi che guidano tale attività. È cosí che prevale la rapidità di giudizio e la capacità d'intuizione dell'amministratore, lasciando ad altri la possibilità di discettare di argomenti teorici che non sempre trovano attuazione nella pratica politico-amministrativa. D'altra parte, processi di riforma e riorganizzazione del sistema realizzati per parti, senza una visione d'insieme e con il solo obiettivo del contenimento dei costi, da un lato possono indebolire la tenuta complessiva del sistema e dall'altro, paradossalmente, possono determinare un aumento dei costi medesimi. In questo libro viene descritta un'ipotesi di governance del sistema istituzionale territoriale che non segue l'attuale procedere degli eventi ma che si sviluppa a partire da una visione non ortodossa. Attraverso tale modello viene ricercato il punto di sintesi tra l'esigenza di promuovere processi di liberalizzazione, di semplificazione di sistema e il necessario protagonismo pubblico ai fini dell'equità, della competitività sistemica e dello sviluppo del mercato.

Book excerpt: The persistence of ‘Ndrangheta activities around the world show that deterrence efforts alone directed against organized crime fall short in significantly reducing or preventing ‘Ndrangheta organized crime. Additional approaches derived from the Rational Choice Perspective (RCP) are discussed, which include Routine Activities (RA) and Situational Crime Prevention (SCP). These practical approaches are applied to ‘Ndrangheta for the purpose of identifying required changes in the environment i.e., political, economic, social, technological, legal that are inclusive of environmental (PESTLE) in a framework using Dynamic Operational Design Planning and Assessment Approach (DODPAA). This approach offers a process for designing actions and measuring results for confronting ‘Ndrangheta organized crime. An example framework model using cocaine transiting through the port of Gioia Tauro is created as an illustration to assist in developing a law enforcement, judicial and legislative plans of action in order to measure, evaluate, and have results integrated into more detailed comprehensive plans of action for reducing and eventually preventing overall ‘Ndrangheta organized crime. This book presents a unique practical method, process, and model for security practitioners, criminologists and policy makers to consider for designing plans of action to confront, challenge, and assess future counter ‘Ndrangheta efforts.

This book analyses the recent reforms and changes in the governance of city-regions in France, Germany and Italy. It covers themes such as the impact of austerity measures, territorial development, planning and state modernisation. The authors provide a systematic cross-country perspective on two levels, between six city-regions and between the national policy frameworks in these three countries. They use a solid comparative framework, which refers to the four dimensions functions, institutions and governance, ideas and space. They describe the course of the reforms, the motivations and the results, and consequently, they question the widespread metropolitan fever or resurgence of city-regions and provide a better understanding of recent changes in city-regional governance in Europe. The primary readership will be researchers and master students in planning, urban studies, urban geography, political science and governance studies, especially those interested in metropolitan regions and / or decentralisation. Due to the uniqueness of the work, the book will be of particular interest to scholars working on the comparative European dimension of territorial governance and planning. Book excerpt: The object of this book is to describe the institutional modifications of the Italian form of state more than ten years after the review of Title V – Part II of the Italian Constitution – for an audience that goes well beyond the Italian national boundaries. The fifteen essays that make up the book discuss the birth and evolution of the Italian regionalism (including those regions with Special Statutes) as well as reforms of 1999-2001. A particular attention is devoted to the role of autonomy in defining regional statutes, regional forms of government, and regulatory and administrative powers. These are subjects on which there is by now an abundant body of constitutional case law, which is extensively referred to by the chapters. The role of the regions vis-à-vis the local bodies and vis-à-vis the European and international order is also discussed, as the right to negotiate with foreign powers has now been conferred on the regions. Lastly, the volume presents contributions on regional finance and on the new law on fiscal federalism, as well as on regional powers in the area of health and welfare.

It situates our history, structures our daily lives, and often determines what we can and cannot do. Borders are central to this reality. Tools and symbols of separation, power, and identity, they bring people together as much as they set them apart. This book explores how borders were understood, made, and encountered at the end of the Middle Ages, and what they can tell us about the spatial fabric of society at the threshold of modernity. It shows that pre-modern borders were nothing like the fuzzy lines they are typically made out to be, that border-making was rarely a top-down process and should instead be studied as an interactive endeavour, and that space was shaped by communities far more than states in this period. At its core, Borders and the Politics of Space in Late Medieval Italy is the account of a frontier which would mark the Italian peninsula for centuries, that between the territories of the Duchy of Milan and those of the Republic of Venice. But it is also a study of how rulers and subjects alike defined spaces they could call their own. Luca Zenobi combines methods from several disciplines and applies them to a range of evidence from twenty different libraries and archives, including theoretical treatises and pragmatic records, written chronicles and cartographic visualisations, private documents and official correspondence. The cast of characters is equally eclectic, featuring influential thinkers and pragmatic statesmen, zealous factions and clumsy bureaucrats, hopeless beggars and ambitious princes. On the border, their stories intersect and reveal their part in a shared history.
