Consensus has been established also on populism being understood as a pseudo- and post-democratic pathology of politics in western democracies produced by the public perception that democratic ideals are corrupted. So it seems worth discussing what extent of populism in the democratic discourse is a danger to democracy itself. As Francisco Panizza declared: “Taken to the extreme populism descends into totalitarianism”. What is an extreme of populism? And when does it start to be effective in the sense that it threatens a democratic system? The most prominent failure of democratic systems in modern history are the cases of the Weimar republic being taken over by the national socialists and the rise of fascism in the Italian republic after World War I, both examples of societies being in the transition phase from an authoritarian to a parliamentarian political system. For reasons of preserving clarity of argument, the latter example, Italian fascism and its leader, Benito Mussolini, shall serve as a reference point in order to point out what ideological ingredients and methods of communication of a totalitarian political movement are per definition “populist” and are able to gain popular support under specific political and historical conditions.

Lewis takes three Latin fascist tyrants—Mussolini, Franco, and Salazar—and shows how they perpetuated their rule through the careful recruitment and circulation of top-echelon subordinates to carry out their orders. Long-established dictatorships have to respond to political and social pressures surrounding them, just as democracies do, but it is harder to study them because they are closed systems. One possible way of viewing their internal processes is by observing who they recruit into top leadership positions. Every dictator, however powerful, must delegate some authortiy to an elite stratum just below him. By watching which kinds of men are recruited, how long they are kept in power, and whether different skills are sought at different times, it may be possible to chart the evolution of a 20- or 30-year regime. The Mussolini, Franco, and Salazar regimes all fit the criteria of being long-established. Mussolini ruled for almost 21 years, Franco for over 37, and Salazar for 36. Moreover, all three shared a family resemblance as being fascist. Comparing them affords the additional advantage of adding to our understanding of the Latin variant of fascism, as contrasted to the Central and Eastern European. A provocative work for scholars, students, and other researchers involved with European Politics, Modern European History, and fascist regimes.

The tension between repression and consensus makes analysis difficult; where one ends and the other begins is never easy to determine. In the case of fascist Italy, recent scholarship has tended to tilt the balance in favour of popular consensus for the regime, identifying in the novel ideological and cultural aspects of Mussolini's rule a 'political religion' which bound the population to the fascist leader. The Party and the People presents a different picture. While not underestimating the force of ideological factors, Paul Corner argues that 'real existing Fascism', as lived by a large part of the population, was in fact an increasingly negative experience and reflected few of those colourful and attractive features of fascist propaganda which have induced more favourable interpretations of the regime. Distinguishing clearly between the fascist project and its realisation, Corner examines the ways in which the fascist party asserted itself at the local level in the widely-differing areas of Italy, at its corruption and malfunctioning, and at the mounting wave of popular resentment against it during the course of the 1930s - resentment and hostility which, in effect, signalled the failure of the project. The Party and the People, based largely on unpublished archival material, concludes by suggesting that the abuse of power by fascists mirrors much wider problems in Italy related to the relationship between the public and the private and to the modes of utilisation of power, both in the past and in the present.
