For centuries it has enabled and enriched the societies that crowd¬ed its edges, from fertile agricultural landscapes to energy production systems to sprawling cities. In The Lives of Lake Ontario Daniel Macfarlane details the lake’s relationship with the Indigenous nations, settler cultures, and modern countries that have occupied its shores. He examines the myriad ways Canada and the United States have used and abused this resource: through dams and canals, drinking water and sewage, trash and pollution, fish and foreign species, industry and manufacturing, urbanization and infrastructure, population growth and biodiversity loss. Serving as both bridge and buffer between the two countries, Lake Ontario came to host Canada’s largest megalopolis. Yet its transborder exploitation exacted a tremendous ecological cost, leading people to abandon the lake. Innovative regulations in the later twentieth century, such as the Great Lakes Water Quality Agreements, have partially improved Lake Ontario’s health. Despite signs that communities are reengaging with Lake Ontario, it remains the most degraded of the Great Lakes, with new and old problems alike exacerbated by climate change. The Lives of Lake Ontario demonstrates that this lake is both remarkably resilient and uniquely vulnerable.

Book excerpt: From the mid-nineteenth until the mid-twentieth century, environmentally unregulated industrial capitalism produced outsized environmental risks for poor and working-class Detroiters, made all the worse for African Americans by housing and job discrimination. Then as the auto industry abandoned Detroit, the banking and real estate industries turned those risks into disasters with predatory loans to African American homebuyers, and to an increasingly indebted city government. Following years of cuts in welfare assistance to poor families and a devastating subprime mortgage meltdown, the state of Michigan used municipal debt to justify suspending democracy in majority-Black cities. In Detroit and Flint, austerity policies imposed under emergency financial management deprived hundreds of thousands of people of clean water, with lethal consequences that most recently exacerbated the spread of COVID-19. Toxic Debt is not only a book about racism, capitalism, and the making of these environmental disasters. It is also a history of Detroit's environmental justice movement, which emerged from over a century of battles over public health in the city and involved radical auto workers, ecofeminists, and working-class women fighting for clean water. Linking the histories of urban political economy, the environment, and social movements, Toxic Debt lucidly narrates the story of debt, environmental disaster, and resistance in Detroit.

Book excerpt: In 2021 WHO released updated guidelines on cervical screening and treatment, prioritizing the use of HPV testing in primary screening, both for the general female population and for women living with HIV. Although there are more than 250 HPV tests commercially available, governments and other stakeholders are facing multiple challenges to implement HPV-based cervical screening, starting with the limited availability of validated, affordable, high-performance HPV tests. WHO TPPs aim to incentivize the development of health products that are fit for purpose. This entails keeping the focus on public health priorities, and recognizing that access, equity and affordability are integral parts of the innovation process that need to be considered from the early research and development stages. As the rate of return on global health products tends to be lower than for products targeting markets in high-income countries only, the TPPs are also an indication of need and future policy developments, and therefore purchasing. As such, they aim to contribute to reducing investment risk and increasing the likelihood that novel tests will be developed that meet the needs identified by WHO. WHO prioritized the development of TPPs for HPV testing that will guide innovation and motivate test developers and manufacturers to address global health needs and contribute to countries’ efforts to reach their 2030 target of 70% cervical cancer screening coverage.
