Book excerpt: serious problem for U.S. communities along the U.S.-Mexico border is the lack of access to safe drinking water and sanitation systems. Inadequate systems can pose risks to human health and the environment, including the risk of waterborne diseases. Numerous federal programs provide grants, loans, or other assistance to rural U.S. communities, including those in the border region, for drinking water and wastewater projects. GAO was asked to determine (1) the amount of federal funding provided to rural U.S. communities in the border region for drinking water and wastewater systems and (2) the effectiveness of federal efforts to meet the water and wastewater needs in the region. GAO analyzed agency financial data; reviewed statutes, regulations, policies, and procedures; and interviewed federal, state, local, and private sector officials. GAO suggests that Congress consider requiring federal agencies to develop a coordinated plan to improve the effectiveness of drinking water and wastewater programs in the border region and recommends that the agencies take

Book Both Sides of the Border

Download or read book Both Sides of the Border written by Linda Fernandez and published by Springer Science & Business Media. This book was released on 2005-12-30 with total page 501 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Mexican -- United States border represents much more than the meeting place of two nations. Our border communities are often a line of first defense -- absorbing the complex economic, environmental and social impacts of globalization that ripple through the region. In many ways, our success or failure in finding solutions for the environmental, social and economic issues that plague the region may well define our ability to meet similar challenges thousands of miles from the border zone. Border residents face the environmental security concerns posed by water scarcity and transboundary air pollution; the planning and infrastructure needs of an exploding population; the debilitating effects of inadequate sanitary and health facilities; and the crippling cycle of widespread poverty. Yet, with its manifold problems, the border area remains an area of great dynamism and hope -- a multicultural laboratory of experimentation and grass-roots problem-solving. Indeed, as North America moves towards a more integrated economy, citizen action at the local level is pushing governments to adapt to the driving forces in the border area by creating new institutional arrangements and improving old ones. If there is one defining feature of this ground-up push for more responsive transboundary policies and institutions, it is a departure from the closed, formalistic models of the past to a more open, transparent and participatory model of international interaction.

Available in PDF, EPUB and Kindle. Book excerpt: In International Groundwater Law and the US-Mexico Border Region, Maria E. Milanes provides a study and analysis of the international groundwater law. The regulation and groundwater management along the US-Mexico border reflect the current international trends for management of transboundary groundwater. International Groundwater Law and the US-Mexico Border Region offers a new international legal and institutional framework to manage fossil aquifers and groundwater in conjunctive use with surface water, where specific guidelines and recommendations for water banking can improve water allocation and protect the environment. This framework can be adapted to any region of around the world. The US-Mexico border is the case study selected to apply and demonstrate the efficacy of this legal and institutional framework.

Book Water for Texas

Download or read book Water for Texas written by Jim Norwine and published by Texas A&M University Press. This book was released on 2005 with total page 294 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than the economy, more than changing demographics, evenmore than education, water is the key to the future of Texas. It is not much of an overstatement to claim that water is the future of Texas. In the fall of 2000, a conference on "the world's most crucial natural resource" was held at Texas A&M University. It was a gathering of people with many viewpoints and areas of expertise, all focused on what the book's editors rightly say is and will be the state's definingissue--water. Together, the observations and recommendations brought together in this volume represent some of the best thinking about Texas' connections with water--in the past, present, and future. Ranging from broad historical overviews to technical and scientific discussions, the chapters address the questions of where we have been and where we are headed as we enter a new century of challenges to provide water for Texas.
