Most existing analyses of this process explain the “Spanish Miracle” as a product of the unleashing of market forces and of changes in economic policy made by the Franco regime in the 1950s. Political Economy of the Spanish Miracle provides an alternative explanation of Spanish economic development, analyzing the Miracle from an interdisciplinary political economy perspective that treats capitalist growth as a complex and dynamic interaction between capitalists, workers and the state. The Spanish Miracle is linked to changes in Spanish society produced by the Spanish Civil War, to the class structure of the regime brought to power by that Civil War and to the interaction between domestic social struggles under the Franco regime and Spain’s insertion into the international political economy of the Cold War capitalist world. Ambitious in scope, Political Economy of the Spanish Miracle both revises conventional understandings of Spanish economic growth and situates Spain within comparative discussions of development in the twentieth century. Book excerpt: Launched in 2004, the Latin American regional institution of ALBA (Alianza Bolivariana para los Pueblos de Nuestra América: Bolivarian Alliance for the Peoples of Our America) sought to overcome the historical legacies of neocolonial domination by consecrating the values of cooperation, inclusive development, and popular power. As part of a region-wide effort among states and social movements to break out of the the destructive effects of capitalist agriculture, the elevation of food sovereignty—based on the protection of rural livelihoods, land redistribution, and sustainable agricultural production (agroecology)—became a cornerstone of ALBA’s development policy. And yet, these regional aspirations barely saw the light of day, while Venezuela (the beating heart of ALBA) experienced the worst food crisis in its history. How did this come to pass? Based on extensive fieldwork in Venezuela, where the majority of ALBA’s food policies reside, Cultivating Socialism provides the first in-depth study of the ways in which peasants, workers, and states working through ALBA attempted to redress the inequities of commercial agriculture and the limits and contradictions encountered on the road to a regional food sovereignty regime. This book presents a conceptual model to understand, assess, and explain the promotion and diffusion of authoritarian elements. Employing a cross-regional approach, leading experts empirically test the concept of authoritarian gravity centers (AGCs), defined as "regimes that constitute a force of attraction and contagion for countries in geopolitical proximity." With an analysis extending across Latin America, the Middle East, Eastern Europe, Central Asia, and Asia, these AGCs are shown to be effective as active promoters (push) or as neutral sources of attraction (pull). The authors contend that the influence of exogenous factors, along with international and regional contexts for the transformation of regime types, is vital to understanding and analyzing the transmission of autocratic institutional settings, ideas, norms, procedures, and practices, thus explaining the regional clustering of autocracies. It is the regional context in which external actors can influence authoritarian processes most effectively. Authoritarian Gravity Centers is a vibrant and comprehensive contribution to the growing field of autocratization, which will be of great interest to undergraduate and postgraduate students of comparative area studies, illiberalism, international politics, and studies of democracy.
