Book excerpt: Defence Industries in the 21st Century explores the transformation in the global defence industrial production through examining the interaction between international and domestic factors. With the global defence industry and arms market likely continue to expand and mature, the ways in which this progression could influence international politics remain obscure. In practice, as the contents of this book show, the defence industrial bases and arms export policies of emerging states display significant variance. This variance is the result of a unique balance between domestic and international factors that has shaped the defence industrialisation behaviour and policies of the less industrialised states. One of the most important conclusions of the book is that the interplay between domestic and international factors clearly influences the variation in the emerging states’ defence industrialisation policies, as well as their success or failure. While international factors create opportunities, they also limit the options available to emerging economies. Domestic factors also play an important role by shaping the policy choices of the states’ decision makers. In framing the hearing topic as "advanced weapons," the hearing will focus on military technologies at or near the global technological frontier-weapons just now coming into development or not yet developed by any nation. As China has narrowed the technological gap with the United States over decades of investments in military modernization, it has become increasingly important to consider Beijing's efforts to develop new and potentially revolutionary weapons systems. China has reportedly conducted seven tests of its hypersonic glide vehicle since 2014. It has deployed not one but two antiship ballistic missiles, one of which has a stated range that reaches past the U.S. island of Guam. We hear of longstanding efforts to develop directed energy weapons, and see evidence of China testing a wide range of counterspace systems that could put vulnerable U.S. space assets at risk. China is making major advances in areas such as unmanned systems and artificial intelligence, aided by rapid commercial progress in these sectors. As the new Congress focuses on national security challenges, it is critical to consider China's efforts to develop and field advanced weapons and the implications for the United States. Panel I will examine China's programs for the development of hypersonic and maneuverable re-entry vehicles. Panel II will examine directed energy and electromagnetic weapons development by China. From Confederate commerce raiders in the nineteenth century, to Somali pirates today, even the most minor of maritime forces can become a key player on a global stage. Examining a broad range of examples, this volume addresses the roles and activities of small navies in the past and the present at the national, regional and international level. In particular, it focusses on the different ways in which such forces have identified and addressed national and international security challenges and the way in which they interact with other navies and security agencies. In addition the collection also investigates the relationship of such navies with non-governmental organisations, institutions and bodies in pursuit of broader maritime goals, be they political, financial or environmental.
