Because of that, it cannot easily look to how other nations have invested in air defenses to guide its force structure decisions. What makes Taiwan's air defense problem so difficult is the combination of its proximity to China and the massive investments that the People's Republic of China has made in a range of systems that threaten Taiwan's aircraft. China's fighter aircraft capabilities have surpassed those of Taiwan in the air. Furthermore, China now has the capability to destroy all of Taiwan's aircraft at their bases. Thus, Taiwan needs to rethink how it can accomplish its air defense goals. Fighter aircraft are not the only element of Taiwan's air defense; surface-to-air missiles are the other major element. This report analyzes how Taiwan might approach air defense, by downsizing and shifting its fighter aircraft force to focus on coercive scenarios, increasing its investment in surface-to-air missiles, and dedicating its surface-based air defense to becoming an enduring warfighting capability able to contribute throughout the duration of a sustained and effective defense of Taiwan. It describes the essential air defense problem posed by the People's Liberation Army, characterizes the current capabilities and level of funding that Taiwan invests in air defense, and then develop several alternative investment strategies. The authors then test those investment strategies in three vignettes that span the range of conflict, from quite limited coercive uses of force to a full invasion"--Publisher's description.

Book excerpt: "The Global Response Force (GRF) is built for rapid response to unforeseen or, more specifically, unplanned operations. Selected Army airborne forces provide a large portion of the GRF and are dependent on joint concepts for deployment and access. This study illustrates a method for determining the best access strategies given constraints in aircraft, intermediate staging bases, operational capabilities, and other factors. The study applies this method to each geographic combatant command and develops specific, tailored strategies for each. The access strategies are built from multiple analytic techniques: historical aircraft data and platform specifications to determine capabilities and limitations of the air fleet; several airfield databases, site reports, and expert judgments to determine probable intermediate staging base locations and their likely capabilities; multiple deployment concepts for access to minimize operational risks; and detailed geographic and operational analysis to determine global coverage and reach. In the end, we were able to deduce a preferred strategy for each of the combatant commands. Global access for the GRF is provided partially through the use of well-established staging bases but will necessarily rely on austere basing and complex deployment concepts for particular locations in multiple combatant commands. The study concludes with several recommendations to close those risks, which span the services, combatant commands, and joint staff"--Back cover.

The UAV is one area in which the People's Republic of China, and the PLA in specific, has invested significant time and effort. While we recognize that the term "unmanned" is the common and official term, it is rather misleading in the fact that humans, at least up until today, still play a critical role in their operations. Nonetheless, we will not buck convention at this moment, and continue to use "unmanned" for the 'U' in UAV, for this paper. The PRC is the world's largest producer of UAVs at this time, and captures a vast portion of the commercial market, as well as the military one. While it is important to keep the commercial aspects in mind, this particular paper will focus on military UAVs, their development, deployments, and current and potential uses on the battlefield of today and tomorrow. The paper seeks to serve as a starting point to understand this growing field, and to give analysts a common baseline from which to work, and from which to judge growth, both rapidity and complexity, in the future.
