Book excerpt: Hydrocarbons revenues still form the bulk of Abu Dhabi’s GDP and while falling prices are a concern, the emirate has been moving steadily towards its economic diversification targets in line with Abu Dhabi Economic Vision 2030. The past 10 years has seen the non-oil sector expand strongly on the back of business-friendly government policies, as a result of which non-oil sector growth now outpaces that of the oil sector. Outside of hydrocarbons, construction and manufacturing represent the biggest GDP contributors in the emirate, with the construction sector poised to enter a period of renewed expansion and manufacturing identified as a key area for future growth, leveraging the emirate’s natural resources, growing downstream capabilities and strategic location. Elsewhere Abu Dhabi’s financial sector continues to assert itself and the expected 2015 launch of Abu Dhabi Global Market, the UAE’s second financial free zone, is expected to boost activity in the sector. Meanwhile visitor numbers to Abu Dhabi continue to rise, with around 3.5m arrivals in 2014, up 25% on the previous year. This growth is expected to continue as major infrastructure upgrades continue apace. These include the expansion of Abu Dhabi International Airport and the development of the 1200-km wide Etihad rail project.

As China has narrowed the technological gap with the United States over decades of investments in military modernization, it has become increasingly important to consider Beijing's efforts to develop new and potentially revolutionary weapons systems. China has reportedly conducted seven tests of its hypersonic glide vehicle since 2014. It has deployed not one but two antiship ballistic missiles, one of which has a stated range that reaches past the U.S. island of Guam. We hear of longstanding efforts to develop directed energy weapons, and see evidence of China testing a wide range of counterspace systems that could put vulnerable U.S. space assets at risk. China is making major advances in areas such as unmanned systems and artificial intelligence, aided by rapid commercial progress in these sectors. As the new Congress focuses on national security challenges, it is critical to consider China's efforts to develop and field advanced weapons and the implications for the United States. Panel I will examine China's programs for the development of hypersonic and maneuverable re-entry vehicles. Panel II will examine directed energy and electromagnetic weapons development by China. Finally, Panel III will examine developments in China's counterspace, unmanned, and artificial intelligence-enabled systems.

While we recognize that the term "unmanned" is the common and official term, it is rather misleading in the fact that humans, at least up until today, still play a critical role in their operations. Nonetheless, we will not buck convention at this moment, and continue to use "unmanned" for the 'U' in UAV, for this paper. The PRC is the world's largest producer of UAVs at this time, and captures a vast portion of the commercial market, as well as the military one. While it is important to keep the commercial aspects in mind, this particular paper will focus on military UAVs, their development, deployments, and current and potential uses on the battlefield of today and tomorrow. The paper seeks to serve as a starting point to understand this growing field, and to give analysts a common baseline from which to work, and from which to judge growth, both rapidity and complexity, in the future.

Selected Army airborne forces provide a large portion of the GRF and are dependent on joint concepts for deployment and access. This study illustrates a method for determining the best access strategies given constraints in aircraft, intermediate staging bases, operational capabilities, and other factors. The study applies this method to each geographic combatant command and develops specific, tailored strategies for each. The access strategies are built from multiple analytic techniques: historical aircraft data and platform specifications to determine capabilities and limitations of the air fleet; several airfield databases, site reports, and expert judgments to determine probable intermediate staging base locations and their likely capabilities; multiple deployment concepts for access to minimize operational risks; and detailed geographic and operational analysis to determine global coverage and reach. In the end, we were able to deduce a preferred strategy for each of the combatant commands. Global access for the GRF is provided partially through the use of well-established staging bases but will necessarily rely on austere basing and complex deployment concepts for particular locations in multiple combatant commands.
