As in the previous volumes, documents which were issued in the course of 1998 are reproduced, while other relevant documents are listed. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access by the community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation. The entry of the 1992 UN Law of the Sea Convention into force on 16th November 1994 and of the Part XI Agreement on 28 July, 1996, and progress in the implementation of Chapter 17 of Agenda 21, make continuation of this assistance of particular significance in the years to come. Volume 14 contains Special Report by Editor-in-Chief Barbara Kwiatkowska on The Law-of-the-Sea-Related Cases in the International Court of Justice During the Presidency of Judge Stephen M. Schwebel (1997-2000). It explores the unique role of the ICJ as the principal judicial organ of the United Nations in the development of ocean affairs and the law of the sea, in the context of an ongoing follow-up to the Overall Review and Appraisal of the UNCED Agenda 21. The members of the Yearbook's Advisory Board are: Judges Abdul Koroma and Shigeru Oda of the ICJ, Judges Thomas Mensah, Dolliver Nelson and Tullio Treves of the ITLOS, as well as Rosalie Balkin, Edward Brown, Lee Kimball, Bernard Oxman and Shabtai Rosenne.

Book excerpt: The Global Ocean Observing System is a study by the Ocean Studies Board intended to provide information and advice to federal agencies (the U.S. GOOS Interagency ad hoc Working Group) to help define and implement an effective, affordable, and customer-based U.S. contribution to GOOS. In particular, the committee was asked to provide advice to U.S. agencies regarding a practical concept for GOOS, identify potential applications and users of GOOS during the next 3 to 5 years and beyond, recommend appropriate roles for industry and academia in GOOS, and prioritize observational and infrastructure activities that should be undertaken or continued by the United States in its initial commitments to GOOS. In response to its charge, the committee reviewed the status of GOOS planning and implementation at both the national and international levels, invited presentations by relevant federal agencies and members of the private sector, and examined the range of potential uses and benefits of products derived from information to be collected by GOOS. Finally, the committee drew upon this information and its own expertise to develop a number of recommendations intended to help move the implementation of GOOS forward.

EuroGOOS held its second international conference in The Hague in 1999. Here, the operational services already in place in the EuroGOOS regions were presented and evaluated. In addition, a "Forward Look" was presented, with targets for the next 5-10 years. Book excerpt: Satellite Earth observation (EO) data have already exceeded the petabyte scale and are increasingly freely and openly available from different data providers. This poses a number of issues in terms of volume (e.g., data volumes have increased 10× in the last 5 years); velocity (e.g., Sentinel-2 is capturing a new image of any given place every 5 days); and variety (e.g., different types of sensors, spatial/spectral resolutions). Traditional approaches to the acquisition, management, distribution, and analysis of EO data have limitations (e.g., data size, heterogeneity, and complexity) that impede their true information potential to be realized. Addressing these big data challenges requires a change of paradigm and a move away from local processing and data distribution methods to lower the barriers caused by data size and related complications in data management. To tackle these issues, EO data cubes (EODC) are a new paradigm revolutionizing the way users can store, organize, manage, and analyze EO data. This Special Issue is consequently aiming to cover the most recent advances in EODC developments and implementations to broaden the use of EO data to larger communities of users, support decision-makers with timely and actionable information converted into meaningful geophysical variables, and ultimately unlock the information power of EO data.
