Se enfrentó sin descanso contra los gobiernos autoritarios y sufrió por ello persecuciones que lo mantuvieron exilado de su patria, el Ecuador, por largas temporadas. Buena parte de la producción de Montalvo tiene como finalidad defender los valores del libre pensamiento y el derecho a la libertad de conciencia. En 1874, apareció un artículo en el periódico panameño Star and Herald, donde se ensalzaban los logros de Gabriel García Moreno como presidente y se apoyaba su candidatura a la tercera reelección. Montalvo se indignó y escribió la misiva que aquí publicamos al diario, bajo el titulo de La dictadura perpetua. En ella su prosa mordaz y directa ponía en relieve las perversiones del gobierno de García Moreno. Este texto, subtitulado, canto a la libertad y a la lucha contra la tiranía, se leyó clandestinamente en Ecuador y contribuyó a quitar la venda de los ojos de nuestros antepasados, no llegó a Ecuador hasta mayo de 1875. La dictadura perpetua es un retrato del poder ejercido en sus extremos. Construido, a través del análisis del carácter y la psicología de un dictador. El libro inspiró a un grupo de jóvenes liberales a ejecutar a Gabriel García Moreno, entonces presidente del Ecuador, el 6 de agosto de 1875. Muchas de las ideas que aparecen en La dictadura perpetua siguen teniendo total vigencia en el presente: «¿A dónde van a parar los principios democráticos, a dónde las instituciones liberales, a dónde los derechos de los pueblos, a dónde la justicia, a dónde el pundonor, a dónde la dignidad humana, a dónde la libertad, a dónde la esperanza?» «¡Desdichado, por otra parte, el pueblo donde la revolución viniese a ser imposible!»

Se argumenta que el desarrollo económico de la nación solo puede lograrse mediante una planificación económica adecuada, el aumento y la racionalización de la producción y, sobre todo, el control nacional de las industrias básicas. Además, se menciona que muchas grandes empresas privadas han estado actuando en contra de los intereses de la Revolución y del desarrollo económico de la nación. Aquí, estas empresas son acusadas de sabotear la capacidad productiva de Cuba, de invertir capital en el extranjero y de abandonar la administración directa de sus fábricas, entre otras cosas. Implicaciones económicas Este Decreto expropiatorio propone la nacionalización mediante expropiación forzosa de todas las empresas industriales y comerciales, así como de otros bienes relacionados. Esta nacionalización masiva se justifica como una necesidad imperante para transformar la economía y para disolver el poder económico de supuestos «intereses privilegiados» que conspiran contra el pueblo y la Revolución. Política de comercio exterior Otro aspecto crucial mencionado en el decreto es la transformación del comercio exterior de Cuba. Se argumenta que el control nacional de las importaciones es esencial y que la existencia de grandes empresas importadoras que operan por el simple estímulo del beneficio personal es un obstáculo para la nueva política de comercio exterior. Legalidad El decreto se ampara en el Artículo 24 de la Ley Fundamental de la República, promulgada, poco antes, el 7 de febrero de 1959, para llevar a cabo la expropiación forzosa de estas empresas. Decreto expropiatorio de la Revolución Cubana La Ley No. 890 fue un hito en la historia de la Revolución Cubana, marcando un cambio profundo y controvertido en la estructura económica del país. Buscó desmantelar el poder económico de ciertos sectores, y sometar a las fuerzas económicas del país a los ideales y objetivos de la Revolución. Book excerpt: In the 1920s, many of Cuba's intellectuals, like Jorge Mañach, were confronted with how to deal with a new postcolonial universe whose neocolonial leanings were undeniable. A palpable unease runs throughout An Inquiry into Choteo (first delivered as a lecture in 1928), as Mañach anxiously attempts to explain this idiosyncratic Cuban attitude or humor that he deems prevalent in the first few turbulent decades of the 20th century. Esteemed in the Spanish-speaking world, only two of Mañach's writings, Martí: Apostle of Freedom, 1950 and Frontiers in the Americas: A Global Perspective (1970), have been published in English—a language which, as an adolescent in Massachusetts, Mañach inhabited, and from which he translated throughout his life. The fact that Mañach is a difficult figure to pin down, textually and ideologically across his life, is part of Jacqueline Loss's motivation to carry out this translation of An Inquiry into Choteo, one of the most authoritative essays in Spanish, comparable to other classic meditations on Latin American and national identity such as José Enrique Rodó's Ariel (1900, English 1988), Antonio S. Pedreira's Insularismo: An Insight into the Puerto Rican Character (1934, English 2007), and Octavio Paz's The Labyrinth of Solitude (1950, English 1962). While Mañach suggested that the pervasiveness of choteo, with its positive and pernicious dimensions, waned by the time of his revision in 1955, An Inquiry into Choteo is all the more relevant in the 21st century, especially within a comparative context, wherein banners of ideology and egalitarianism sometimes obscure the racial and class tensions that reside right below the surface. Analysis of geopolitical maneuverings alone are insufficient to elucidate the intricacies of relationships that emerge, in such texts as Mañach's An Inquiry into Choteo.
