En ese tiempo, poco después de completada la descolonización del Tercer Mundo, de acabada la guerra de los Seis Días en Oriente Próximo y de que el castrismo surgiese triunfante en Cuba, se instauraron los regímenes de Seguridad Nacional en América del Sur. Los golpes de Estado de la Argentina, del Brasil, de Paraguay o de Chile -por citar los más conocidos, que salpicaron las páginas de la prensa internacional-sirvieron para implantar unas formas de gobierno autoritarias y burocráticas, popularmente conocidas como dictaduras militares, que decían enfrentarse al comunismo que inspiraba las revoluciones latinoamericanas. El ascenso de la izquierda atemorizaba a estos regímenes militares y, con la intención de cortarlo de raíz, atacaron a cualquiera que se atreviera a criticarlos. Es decir, hacían lo mismo que hacía el comunismo en donde había triunfado, en un perverso parecido que se negaban a reconocer. Para ello aplicaron las técnicas de la guerra contrarrevolucionaria -aprendida de los generales franceses en la guerra de Argelia y mejorada con los procedimientos aplicados en la Guerra del Vietnam- y construyeron no sólo un sistema para enfrentarse a guerrilleros, terroristas y dirigentes de partidos políticos, sino un nuevo modelo de Estado. En él, militares y tecnócratas civiles rigieron la vida del sur de América aplicando los principios de un inclemente autoritarismo "a la iberoamericana". La universidad, la Iglesia, los sindicatos o los simples ciudadanos fueron quienes lo padecieron directamente; e indirectamente se resintió la vida democrática de las naciones y el futuro del continente. La obra que tiene entre las manos es un tratado que interpreta la Doctrina de Seguridad Nacional y que relata la historia de unos gobiernos que instauraron el arbitrio. Es un estudio de los tipos de guerra de la época, de los conceptos del mundo de la bipolaridad y de la Guerra Fría, del intervencionismo, de las instituciones iberoamericanas, del desarrollo, de la geopolítica, de la estrategia y de los servicios secretos del crispado último tercio del siglo XX.
