Twelve cases from both developed and developing countries are elaborated in the book. Its intention is to draw lessons from the cases of extremely severe water shortages so that countries and stakeholders can be better prepared for extreme drought events in the future. Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. This raises statistical issues of how such assessments of uncertainty and risks are done and how they relate to actual occurrence of events. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought. The issue of structural versus nonstructural is clear in most cases. While often cast as ‘either/or’ the message that emerges is more one of how do you integrate these approaches. Finally, a few chapters bring to light how prevention is needed for national security as well as water security. In Focus – a book series that showcases the latest accomplishments in water research. Book excerpt: Ethiopia is exposed to a wide range of disasters associated with the country’s extensive dependence on rainfed subsistence agriculture, climate change, resource degradation, diverse geoclimatic and socio-economic conditions and conflicts. Drought and floods are the major challenges, but a number of other threats affect communities and livelihoods. These include conflict, desert locust, fall armyworm, frost and hail, crop pests and diseases, livestock diseases, human diseases, landslides, earthquakes, and urban and forest fires. Every source of evidence suggests that Ethiopia would feel the human and economic impacts of climate change intensely, and the impacts will only continue to grow if the country continues a business-as-usual approach to crisis response, and will not be able to manage the increasing scale of the challenges. Thus, there is call by all stakeholders for a paradigm shift in the way the country deals with communities at risk, in order to take preventive actions to reduce exposure, vulnerability and impact at local level. This requires moving away from a reactive system that solely focuses on drought and supply of life-saving humanitarian relief and emergency responses during disasters to a comprehensive proactive disaster and climate risk management approach, including climate change adaptation, among which are interventions to enhance livelihood diversification, social protection programmes and risk transfer mechanisms. Furthermore, resilient agrifood systems support should include a range of proven interventions that are context-relevant and cover the whole agrifood system, such as increase in fertilizer use where appropriate and high-yielding and drought-tolerant seeds, strengthened extension and advisory systems at the kebele (local) level through the use of farmer field schools and pastoral field schools, expansion of access to credit, livelihood diversification, risk transfer mechanism and institutional development that link short-term emergency relief to long-term development pathways. This approach is essential for building resilience to natural hazard and human-induced disasters resulting in food insecurity challenges. Much progress has been made in the last 50 years in the way of managing mainly drought disaster risks. Large-scale prevention and mitigation programmes have been designed, incorporating a focus on vulnerabilities, household asset-building, and public works for environmental rehabilitation and generation of livelihoods. Preparedness has been enhanced by the development of various policies and strategic documents for assessment and intervention, early warning and response systems, and economic, social and physical infrastructure to strengthen the local economy and household livelihoods. An attempt has also been made for humanitarian response to count on an established risk-financing.

Book excerpt: Recurrent droughts in Ethiopia have been contributing to chronic food insecurity, deterioration of livelihoods and weakening capacity of communities to withstand future shocks. Following the 2011 food crisis in the Horn of Africa, ‘building resilience’ became a priority agenda for the international community to move from the division of emergency and development programming to a more holistic and complementary approach for addressing the root cause of disaster risk and vulnerability factors of recurrent drought. The project, implemented by FAO between 2015 and 2019, aimed to support and reinforce existing coordination mechanisms at the regional states and zonal administration levels and enhance linkages between short-term humanitarian interventions and long term development initiatives. The evaluation found that the project was highly relevant to the current context in Ethiopia, where preparedness and longer-term resilience have become priority areas of focus for all actors in humanitarian and development initiatives. Resilience coordination mechanisms have been strengthened at regional levels. However, the sustainability of these efforts will depend on the commitment of Government and partners to continue strengthening the existing coordination mechanisms and their ability to convene development partners.

The new FAO’s Strategic Framework will provide an opportunity to promote and communicate FAO’s role in a coherent and joined-up manner, aligned with the 2030 Agenda. FAO has engaged with the current UN reform – strongly connected to the SDGs – with a very collaborative attitude. At the country level, which was the focus of the second phase of this evaluation, FAO’s position was found to be generally weaker due to its limited programmatic footprint. Nevertheless, a number of initiatives were “acting at scale” and producing results. Entry points to act at scale include support to develop laws and policies, to instigate agriculture trade and investment, to induce climate finance or South-South cooperation, and to education, both formal and informal. The depth and breadth of partnerships are generally increasing, but more partnerships with the private sector and mobilization of domestic resources would needed to make a serious impact on food systems.
