Rising temperatures, changing rainfall patterns, and more frequent extreme weather events threaten agricultural production and the biodiversity and ecosystem services that underpin agriculture. Within food systems, climate change affects processing, storage, transport, and retailing of food and affects our food environments. These growing climate risks impact food security, nutrition, and human health, as well as equity and livelihoods, with poor food producers and consumers hit hardest. They make food systems a riskier source of income and reduce the availability of food — worsening poverty and inequity, disrupting livelihoods, and contributing to hunger and malnutrition. At the same time, food systems are failing to provide healthy diets for all, and are generating one-third of human-caused greenhouse gases. Solutions must address this complex nexus of problems. Climate change adaptation and resilience-building efforts for food systems must be accelerated to reverse growing malnutrition, ensure that all people can access healthy diets, and provide sustainable livelihoods. At the same time, efforts to transform food systems work to reduce their environmental footprint. Farmers and small businesses along food value chains in low- and middle-income countries will have to adapt their practices to a climate marked by extreme weather events and changing seasonal patterns in order to meet growing and changing food demand, while also contributing to mitigation. Support for this critical transformation requires not only the development, dissemination, and adoption of appropriate low-emissions, climate-smart technologies and practices, but also a focus on the policies, institutions, governance, and behavior change that can promote sustainable, inclusive food systems.

Book excerpt: This report assesses the cost of adaptation to climate change across a range of future climate scenarios and investment options. We focus on offsetting climate change impacts on hunger through investment in agricultural research, water management, and rural infrastructure in developing countries. We link climate, crop, water, and economic models to (1) analyze scenarios of future change in the agriculture sector to 2050 and (2) assess trade-offs for these investments across key Sustainable Development Goals (SDGs) for poverty, hunger, and water. Our reference projections show that climate change slows progress toward eliminating hunger, with an additional 78 million people facing chronic hunger in 2050 relative to a no-climate-change future, over half of them in Africa south of the Sahara. Increased investments can offset these impacts. Achieving this would require that annual investment in international agricultural research increase from US$1.62 billion to US$2.77 billion per year between 2015 and 2050. Additional water and infrastructure investments are estimated to be more expensive than agricultural R&D at about US$12.7 billion and US$10.8 billion per year, respectively, but these address key gaps to support transformation toward food system resiliency. Findings on ranges of costs and trade-offs and complementarities across SDGs will help policymakers make better-informed choices between alternative investment strategies.

Book excerpt: Agri-food production remains vital to the economies in Latin America and the Caribbean (LAC). Food systems are rapidly changing and are driven by income growth, (urban) population growth, shifts in dietary preferences, and agricultural productivity growth. Food systems are also under threat from disrupters like climate change and distorting policies (including trade wars). This paper makes two quantitative, forward-looking assessments for the future of food and agriculture in the LAC region. The first focuses on the long-term prospects - given projected pathways for the main drivers and under the threat of climate change. The second focuses on current vulnerability of LACs agri-food system to short-term disrupters with special reference to impacts of global trade wars and the prospects for reducing that vulnerability. The implications are not uniform across the countries in the region, but vary greatly depending on economic and demographic size, contribution of the agricultural sector to national GDP, natural resource endowments, ecological and climatic characteristics, level of sophistication of rural and agrarian institutions, available technology, farm-size distribution and tenure systems. Policy interventions to address the challenges will need to consider those differences in initial conditions. The foresight assessments are built on IFPRI’s core global model frameworks, IMPACT and MIRAGRODEP. They allow to capture the complexity of agri-food system development and the scenario analysis helps quantify the relative importance of the drivers and disruptors of food system change, which in turn should be of essential to policymakers in setting priorities for steering towards sustainable and stable food systems capable of meeting twenty-first century challenges.

Book excerpt: Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.

Crop yields, aquatic populations and forest productivity will decline, invasive insect and plant species will proliferate and desertification, soil salinization and water stress will increase. Each of these impacts will decrease food and nutrition security, primarily by reducing access to and availability of food, and also by increasing the risk of infectious disease. Although increased biofuel demand has the potential to increase incomes among producers, it can also negatively affect food and nutrition security. Land used for cultivating food crops may be diverted to biofuel production, creating food shortages and raising prices. Accelerations in unregulated or poorly regulated foreign direct investment, deforestation and unsustainable use of chemical fertilizers may also result. Biofuel production may reduce women’s control of resources, which may in turn reduce the quality of household diets. Each of these effects increases risk of poor food and nutrition security, either through decreased physical availability of food, decreased purchasing power, or increased risk of disease. The Impact of Climate Change and Bioenergy on Nutrition articulates the links between current environmental issues and food and nutrition security. Despite producing one-quarter of the world’s consumed food, the region’s agrifood systems face formidable challenges in producing an adequate and affordable supply of the diverse foods needed for sustainable healthy diets (4,5). Unhealthy food consumption is rising, and farming systems are threatened by unsustainable groundwater withdrawal due to poorly developed food and energy policies. In addition, South Asia’s farmers are both contributors and victims of climate change and extreme weather, which contributes to rural out-migration—particularly of youth—resulting in rising labor scarcity and increased production costs. TAFSSA (Transforming Agrifood Systems in South Asia), a CGIAR Regional Integrated Initiative, aims to address these challenges by delivering actionable evidence and scalable innovations across these regions through a coordinated program of research and engagement from farmer to consumer. One of the roadblocks to addressing these challenges is the lack of credible and high-resolution data on food systems in the region. The TAFSSA food systems assessment aims to provide a reliable, accessible and integrated evidence base that links farm production, market access, dietary patterns, climate risk responses, and natural resource management in Bangladesh, India, Nepal and Pakistan. It is intended to be a multi-year assessment.

Book excerpt: This paper discusses how adapting food production systems to respond to consumer demand for healthier diets is a major opportunity to mitigate and adapt to climate change in agro-rural economies. It also addresses how existing technological solutions for climate change mitigation and adaptation need to create more balance between the production and consumption tiers of agrifood systems. Policy dialogue includes managing trade-offs between different sector and stakeholder interests and exploring synergies rather than focusing on exclusivity and competition. This requires a new framework that goes beyond sector-specific policy development. Political economy issues compound the outcome of evidence-based policy dialogue results. For example, political motivation for exporting protein-rich foods may lead to negative impacts on local food sovereignty and food production for local markets. In this regard, the use of concrete policy dialogue tools (food-based dietary guidelines, land use planning and discussions on a protein production strategy) can facilitate a more interactive policy process. The document also stresses how specific rural transformation efforts (e.g., adopting territorial approaches for conceiving and implementing policies; targeting specific producer and consumer groups; strengthening resource ownership; and empowering women and young people) are an integral part of agrifood systems transformation.
