Book excerpt: Independent Evaluation Group's (IEG's) Country Impact Review (CIR) evaluates International Finance Corporation's (IFC's) strategies and operations, and their outcome drivers in Indonesia, during fiscal year (FY) 1990-2006. The review covers the period before, during (FY 1998-2000) and after the most recent economic crisis. The CIR was prepared in parallel with the IEG Country Assistance Evaluation (CAE) of the World Bank's operations during FY 1998-2005, both are intended to inform the next World Bank Group Country Assistance Strategy (CAS) for Indonesia. While IFC's strategic priorities in Indonesia have been aligned with the country's private sector development needs, it has made little progress in supporting a larger private sector role in infrastructure and in helping deepen the financial markets. Increased private sector participation and IFC support for infrastructure development and for deepening the financial markets will depend on further government reforms. The CIR calls for a stronger IFC role in infrastructure and capital market development, including by strategically and operationally partnering with the World Bank and other Multilateral Development Banks (MDBs) to help dovetail sector reforms and investments. IFC needs to strengthen the environmental supervision of its Indonesian projects. The current compliance rate on environmental aspects is significantly below the institutional average and should be improved.

A key product of this cooperation between IFC and OJK is the development of this Indonesia Corporate Governance Manual, which serves as a learning instrument to benchmark existing standards and practices in Indonesia with internationally recognized best practices. In this respect, this Corporate Governance Manual should be considered as a major tool for Corporate Governance in Indonesia as it targets a wide spectrum of stakeholders, such as directors and commissioners, academics, policymakers, corporate governance experts and more generally, individuals and institutions interested to know about the corporate governance framework in Indonesia. IFC is happy to be part of this initiative with OJK and remains committed to helping raise governance standards across the market and contribute to a sustainable private sector in Indonesia. The Fifteen chapters of the Manual focus on the key corporate governance issues. All issues are closely examined through Indonesian law and regulations and when applicable, internationally recognized best practices. While it is recommended to read the entire Manual to gain a full understanding of the corporate governance framework in Indonesia, it is not necessary to read all the chapters in chronological order. The reader is encouraged to begin with a topic of interest and follow the links and references included in the text for guidance to other chapters. Examples, illustrations, and checklists are included to make the Manual clear and useful.

These markets, such as the transition economies in Europe and Central Asia, are viewed with increasing interest by foreign investors as private sector participation grows, as regulatory reforms take effect, and as individual firms focus on elevating their business practices to align with international standards. In fact, foreign direct investment inflows to transition economies increased by 28 percent to reach $108 billion in 2013, according to the United Nations Conference on Trade and Development. Sound corporate governance is a critical element in helping these emerging markets meets their full economic potential. Good corporate governance, defined as the structures and processes by which companies and banks are directed and controlled, helps firms operate more efficiently, improves access to capital, mitigates risk, and safeguards against mismanagement. Good governance also facilitates appropriate consideration of other critical issues for enterprises, including environmental and social responsibility. It is the foundation for long-term business growth and sustainability, adding value for investors and contributing lasting dividends for economies. Companies and banks, particularly those in emerging markets that are focused on improving their corporate governance can look to a growing body of evidence that such efforts matter, yielding bottom line benefits, reputational enhancements, and competitive differentiation. In one study of note, the Emerging Market Investor Survey, 100 percent of the investors interviewed said they will pay a higher premium for good governance in an emerging market firm than what they would pay for a similar firm in a developed market. As companies and banks in Europe and Central Asia find their place on the world's economic stage, efforts to enhance governance practices are helping them reduce their business risks, improve performance, and set the course for long-term success and profitability.

Book excerpt: This impact evaluation uses econometric techniques to assess the social and economic impact of an IFC investment in Ecogreen Oleochemicals in Indonesia. This investment doubled the capacity of an Ecogreen plant in the Kabil district on the island of Batam. The authors use the synthetic control methodology and household level survey data from 1994-2009 to assess whether measureable impacts are observed after the investment. The authors find that monthly expenditures per capita in the Kabil district grew by 165,000 more rupiah (210 US dollars per year) than in the control district, representing a 22 percent increase over the 2009 level of expenditures of 785,000 rupiah (1,000 US dollars per year) in the control district. When this 210 US dollars is extrapolated to the 19,000 people that live in the treated district, the total annual impact in 2009 is 4 million US dollars. Aggregating each year since 2005, the impact over 4 years was USD 6.8 million. However, there has been no significant increase in Kabil in employment, and in fact a decrease in formality. Based on qualitative interviews in Batam, this expected. The investment resulted in the employment of many high-paid workers, as Ecogreen hired mostly skilled labor with college degrees in the natural sciences. These workers generally migrated from outside of Batam to join Ecogreen, thus boosting the local economy through additional demand for products and services from local enterprises. As expenditures per capita is a measure of the welfare of the local economy, this increase is expected. However, employment did not increase faster than the control group, possibly demonstrating that existing local businesses grew, and this growth was not spread to additional businesses and additional employment. Additionally, employment rates in Batam have historically been high (90-95 percent) given that it is a Special Economic Zone, so increases are not likely to be large and therefore difficult to observe in the data. Finally, formality actually decreased, likely because much of the job growth in the local economy was in the informal sector. This evaluation demonstrates that investments in skilled labor can have positive spillover effects to the local economy. It also represents the first time the IFC has used econometric methods and survey data to understand induced impact. This evaluation therefore also provides a methodological example for how the IFC can evaluate its impact in the future.

These places range from the bustling metropolis of Jakarta to rapidly emerging urban centers in hitherto largely rural parts of the country. Although urbanization has produced considerable benefits for many Indonesians, its potential has only been partially realized. Time to ACT: Realizing Indonesia’s Urban Potential explores the extent to which urbanization in Indonesia has delivered in terms of prosperity, inclusiveness, and livability. The report takes a broad view of urbanization’s performance in these three key areas, covering both the monetary and nonmonetary aspects of welfare. It analyzes the fundamental reforms that can help the country to more fully achieve widespread and sustainable benefits, and it introduces a new policy framework—the ACT framework—to guide policy making. This framework emphasizes the three policy principles of Augment, Connect, and Target: • Augment the provision and quality of infrastructure and basic services across urban and rural locations • Connect places and people to jobs and opportunities and services • Target lagging areas and marginalized groups through well-designed place-based policies, as well as thoughtful urban planning and design. Using this framework, the report provides policy recommendations differentiated by four types of place that differ in both their economic characteristics and the challenges that they face— multidistrict metro areas, single-district metro areas, nonmetro urban areas, and nonmetro rural areas. In addition to its eight chapters, Time to ACT: Realizing Indonesia’s Urban Potential includes four spotlights on strengthening the disaster resilience of Indonesian cities, the nexus between urbanization and human capital, the “invisible†? crisis of wastewater management, and the potential for smart cities in Indonesia. If Indonesia continues to urbanize in line with global historical standards, more than 70 percent of its population will be living in towns and cities by the time the country celebrates the centenary of its independence in 2045. Accordingly, how Indonesia manages this continued expansion of its urban population—and the mounting congestion forces that expansion brings—will do much to determine whether the country reaches the upper rungs of the global ladder of prosperity, inclusiveness, and livability.
