Book excerpt: This exploratory paper focuses on participation in decision-making processes and how rural youth could benefit from its use in development projects and initiatives. General literature and relevant international experiences related to participation mechanisms aimed at youth show that participation boosts interventions linked to improvements of young people's livelihoods and developmental opportunities. Participation also makes interventions more responsive to the actual needs of young people.However, participation mechanisms are less explored (and used) in rural settings: we know little of the effectiveness of rural participation, especially for youth, in developing countries. Different contexts associated with varying extents of structural rural transformation call for better understanding of what works on participation/engagement in different rural areas (traditional, transformed, in transition, etc.). There is not a strong conceptual or generally accepted practical guide to youth participation in rural settings and no major discussions on the role of participation in the rural transformation process or about the opportunities to implement participatory approaches to enhance youth opportunities within rural transformation.

Book excerpt: This paper presents a framework to analyse the political economy of rural youth policy and institutions' opportunity space, with a quadrant that measures the extent to which rural youth are a priority in policies and institutions versus the extent to which the government has the capacity to effectively implement rural youth policies. It asks under what conditions policies focused on rural youth employment and opportunities are likely to be developed, and, once developed, implemented. We utilize quantitative and qualitative data gathered from various sources in order to make a determination about favourable conditions for effective policies for rural youth, looking at the origins and complexity of policy responses in an array of specific cases. That perspective is then followed by a discussion about what attributes contribute to making good policies for rural youth, drawing on theoretical literature and case studies. Such policies should aim to be democratic and participatory, cross-sectorial and transversal, coherent and coordinated. They should also be research-/evidence-based, adequately budgeted and financed, and effectively monitored and evaluated. Finally, and importantly, such policies must also be gender sensitive/gender responsive, recognizing the different opportunities and challenges faced by young men and young women, so that related policies and programmes attempt to redress existing gender inequalities.

Yet youth - defined here as those between 15-24 years of age – make up close to half the world’s unemployed. Rural rates of unemployment are particularly high. This is especially so for young women. United Nations figures class 75 percent of youth as underutilised. By this they mean: unemployed, in irregular (informal jobs), or outside of formal education and training. Underutilised youth are a missed opportunity. This report is written for the leaders of Forest and Farm Producer Organisations (FFPOs). In rural areas, FFPOs are often the major, or sometimes only employers. Set up to pursue the values of their members, FFPOs contribute to rural prosperity: namely ‘a negotiated vision of that which people value and have reason to value in line with the common good’. All people have their own vision of what prosperity looks like – and that is why a negotiation of a collective vision is important – so that the perceptions of different groups of people, such as youth, are taken into account.

Book excerpt: Using nationally representative survey data from rural Bangladesh, this paper examines the relationship between women’s empowerment in agriculture and indicators of individual dietary quality. Our findings suggest that women’s empowerment is associated with better dietary quality for individuals within the household, with varying effects across the life course. Women’s empowerment is associated with more diverse diets for children younger than five years, but empowerment measures are not consistently associated with increases in nutrient intake for this age group. Women’s empowerment is positively and significantly associated with adult men’s and women’s dietary diversity and nutrient intakes. Different empowerment domains may have different impacts on nutrition, but other characteristics, such as maternal schooling and household socioeconomic status, may play a more important role for younger children. The importance of maternal education in the dietary quality of young children, and the relatively greater importance of women’s empowerment for older children and adults, imply that policies designed to empower women and improve nutritional status should be informed by knowledge of which specific domains of women’s empowerment matter for particular nutritional outcomes at specific stages of the life course.

Book excerpt: Engaging burgeoning youth populations in developing country agriculture is seen as an important strategy toward effective, efficient, and sustainable food system transformation. Yet the policy, institutional, technological, and capability barriers and ways to overcome them for successful participation of youth in agriculture are not fully understood. We use a conceptual framework that identifies key pathways to prosperity for youth and classifies contextual and driving factors that contribute to the success of youth engagement in agriculture. The framework comprises four broad categories of strategic interventions: policy and socioeconomic environment; institutional; technological/business infrastructure; and individual skills and capacities. In the context of this framework, we then present insights from cases of youth participation in agriculture in five countries: Guatemala, Niger, Nigeria, Rwanda, and Uganda. The countries and cases were purposively selected as part of ongoing research on youth engagement in agriculture. Policies and strategies play an important role in creating an enabling environment for youth engagement in agriculture, including by fostering transparency and accountability in the policy system and promoting youth engagement in the private sector through agricultural extension and other services. Institutions and intermediaries provide financial support, training, and access to market for youth entrepreneurs. Support in these areas should be strengthened. Systems approaches, such as multi-stakeholder platforms, provide holistic support to young agripreneurs (entrepreneurs in agriculture), but require effective coordination. Similarly, information and communication technologies can play a facilitating role by providing platforms to network and receive updated market information but need to be significantly scaled up. Individual capacities can drive youth engagement in agriculture and agripreneurship but must continue to be built up through expanded education and training on technical and functional skills. As policymakers and program managers search for interventions that can promote youth involvement in agriculture in their own countries, the insights from the five countries examined that are presented in this paper may be useful for identifying context-specific challenges and pathways to successful youth engagement in agriculture in their own countries. The framework presented here can be applied to study youth engagement issues in any country or in sub-national, decentralized contexts to generate evidence to guide the design of youth-in-agriculture development programs. There is a need to support, strengthen, and implement the driving factors identified in this paper for expanding youth engagement in agriculture.
