The IEA International Civic and Citizenship Study (ICCS) investigates how young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2022 is a continuation of two earlier IEA studies, ICCS 2009 and ICCS 2016, and, for the first time, this survey includes the option of a computer-based assessment. Responding to enduring and emerging challenges of educating young people in a world where contexts of democracy and civic participation continue to change, the study addresses issues related to young people’s engagement through digital technologies, migration and diversity, perceptions of the political system, global citizenship, and education for sustainable development. Over the past 50 years, IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. Prior to ICCS 2022, IEA conducted four international comparative studies of civic and citizenship education, with a first survey implemented in 1971, a second one in 1999, third in 2009 and fourth in 2016. ICCS 2022 data will allow education systems to evaluate the strengths of educational policies, both internationally, and in a regional context, and to measure progress in achieving critical components of their educational policy agendas.

The IEA International Civic and Citizenship Education Study (ICCS), first conducted in 2009, was followed by a second cycle in 2016. The project was linked to the earlier IEA Civic Education Study (CIVED 1999, 2000). IEA’s ICCS remains the only large-scale international study dedicated to formal and informal civic and citizenship education in school. It continues to make substantial contributions to understanding the nature of the acquired civic knowledge, attitudes, and participatory skills. It also discusses in-depth how a wide range of countries prepare their young people for citizenship in changing political, social, and economic circumstances. The next cycle of ICCS is planned for 2022. In this book, more than 20 national representatives and international scholars from Europe, Latin America, Asia, and North America assess how the processes and findings of the 2009 and 2016 cycles of ICCS and CIVED 1999/2000 have been used to improve nations’ understanding of their students’ civic knowledge, beliefs, attitudes, current civic-related behaviors, and intentions for future participation in a comparative context. There are also chapters summarizing the secondary analysis of those studies’ results indicating their usefulness for educational improvement and reflecting on policy issues. The analyses and reflections in this book provide timely insight into international educational discourse, policy, practice, and research in an area of education that is becoming increasingly important for many societies.

Eighteen countries and two benchmarking participants (the German states of North Rhine-Westphalia and Schleswig-Holstein) administered the European student questionnaire to target grade students. The purpose of the European student questionnaire is to explore specific European-related civic and citizenship issues derived from the overarching ICCS 2022 assessment framework. It includes questions on students’ opinions on European-related civic and citizenship issues such as students’ sense of European identity, students’ opportunities for learning about Europe, students’ attitudes toward free movement of European citizens, the European Union, and cooperation among European countries. It also includes questions on students’ sustainable behaviors and those related to political consumerism. ICCS 2022 data allows education systems to evaluate the strengths of educational policies, and measure progress in their educational policies.

Book excerpt: The new IEA "International Civic and Citizenship Education Study" (ICCS) will investigate the extent to which young people are prepared to undertake their roles as citizens across a range of countries. ICCS will survey 13-to-14-year old students in over 30 countries in the year 2009. The ICCS outcome data will be obtained from representative samples of students in their eighth year of schooling and context data from the students, their schools and teachers. ICCS is the third international IEA study in this area and it is explicitly linked through common questions to the IEA "Civic Education Study" (CIVED) which was undertaken in 1999. The ways young people already actively participate in their schools and communities and the degree to which they are expecting to act politically in later adult life are important aspects in the development of this new study. An assessment framework has been developed as the foundation for the ICCS instruments and this paper outlines how the assessment framework addresses the role of political participation among young people. It includes a description of the measures of student knowledge, activities and attitudes associated with civic participation that have been developed in this study. Furthermore, it discusses relevant factors associated with civic participation, the relationships between these variables as well as the analysis and reporting of ICCS data.
