This executive agency of the Home Office was established on 13 May 2013. At the beginning of June 2014, it became apparent that there were delays in the processing of passport applications. Members of the public who did not contact their MPs were held in queues and their cases were not dealt with a sufficient level of service. All applicants should be able to receive details of their applications, regardless of whether they follow it up themselves, or if it is followed up by their constituency MP. A number of people have ended up out of pocket due to HMPO's inability to meet its service standard. HMPO should compensate all those people who made an initial application on or after 1 May 2014, who subsequently upgraded to the fast-track service and who met the criteria for the free upgrade which was later offered and the Home Office should remove the agency status from Her Majesty's Passport Office (HMPO) bringing it back under the direct control of Ministers.

The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

Book excerpt: The Home Office has made good progress in improving its financial management since 2009 when the National Audit Office last evaluated its financial capability. However, while financial control is good, the Home Office could do more to integrate its financial and operational planning and thereby understand better the link between resources and performance. In addition, many of the strengths which the Department demonstrates in its core business are much less apparent in its 'change programmes'. The Department is starting to benefit from its new governance structures but there still challenges. The Department has clear plans to reduce costs in its core activities but business areas have not fully considered efficiency and effectiveness when evaluating where cuts should be made. The Department will need to achieve further savings of £1.1 billion a year by 2014-15 but a third of this sum remains uncertain. Reductions in funding from the Home Office mean that police forces must make savings worth around £1.5 billion by 2014-15 through efficiency improvements; but, in 2011, around two-thirds of forces had shortfalls in their cost reduction plans, amounting to £500 million in total. The Department will shortly be in a position to confirm how far this savings gap has been covered in the plans. There are risks to the successful delivery of the Department's change programmes, specifically in respect of the development of the National Crime Agency (NCA) and Disclosure and Barring Service (DBS) and the phasing out of the National Policing Improvement Agency (NPIA)

He applies this analysis in particular to the recent global financial crisis, and shows how the Monterrey Consensus of 2002, which once again made the UN a forum for global economic issues, gave serious consideration to the concerns of developing countries and set many goals that might have helped to stave off the global financial crisis if they had been more actively pursued. In spite of some resistance to these initiatives from the United States and other developed countries, Professor Ocampo advocates in this essay for a more influential role for the UN's institutions in global financial reform, especially in light of their superior track record in anticipating economic problems resulting from "the inherent tendency of financial markets to experience boom-bust cycles." The 2008-2009 volumes of ARUNA therefore also devote considerable attention to the financial crisis as well as other international crises. Among the documents in the 2008-2009 volumes are the complete General Assembly resolutions, as well as the Report and Resolutions of the Security Council and the Economic and Social Council (ECOSOC). Annual Reports of note include reports of the United Nations Children's Fund (UNICEF), the UN Development Programme and UN Population Fund, the UN High Commissioner for HumanRights, the UN High Commissioner for Refugees, the UN Relief and Works Agency for Palestine Refugee in the Near East, and the World Food Programme. Mr. Muller and Dr. Sauvant have also selected progress reports on key peacekeeping, peace-building, and political missions, including those for Afghanistan, the Democratic Republic of the Congo, Haiti, Iraq, Kosovo, the Middle East, Somalia, Sudan, and West Africa. Each annual edition of ARUNA is introduced by a Guest Author, a distinguished expert on UN affairs, who highlights the outstanding themes of the year in review. Together with an overview provided by the editors, this introduction is intended to facilitate access to the material and, above all, to make it easer for users of ARUNA to "see the forest for the trees". As has been mentioned above, ARUNA is fortunate this year to have Jose Antonio Ocampo as the author of its introduction, but the roster of distinguished experts who have contributed this introduction in the past is also worthy of mention: Jeffrey D. Sachs: ARUNA 2007/2008 edition Professor Jeffrey D. Sachs is Director of the Earth Institute at Columbia University and Special Advisor to the Secretary-General of the UN on the Millennium Development Goals. Professor Sachs's introduction to ARUNA 2007/2008 was titled "Towards a New Global Protocol on Climate Change", in which he argued that solving the climate change problem will demand four steps: scientific consensus, public awareness, the development of alternative technologies, and a global framework for action. He dealt, in particular, with the science underpinning the negotiations for a new global protocol on climate change, as a successor to the Kyoto Protocol. Professor Sachs argued that climate change crises can only be solved through the goals, leadership, and treaty mechanisms of the UN. Edward C. Luck: ARUNA 2006/2007 edition Professor Edward C. Luck is UN Special Advisor on the Responsibility to Protect and Vice President and Director of Studies at the International Peace Academy. From 1984 to 1994, he served as President and Chief Executive Officer of the UN Association of the USA (UNA-USA). Professor Luck's introduction to ARUNA 2006/2007 covered "The responsible sovereign and the responsibility to protect", in which he addressed the scope and content of what was agreed at the 2005 World Summit, the implications of the responsibility to protect (RtoP) for notions of state sovereignty, and some of the conceptual, architectural, and policy challenges then facing UN Secretary-General Ban Ki-moon's commitment to "operationalizing" the responsibility to protect and translating it "from words to deeds". Louise Frechette: ARUNA 2005/2006 edition Ms Louise Frechette is Distinguished Fellow at the Centre for International Governance Innovation, Waterloo, Ontario. Until March 2006, she was the first Deputy Secretary-General of the UN; before that, she was Permanent Representative of Canada to the UN. Ms Frechette's introduction to ARUNA 2005/2006 covered "United Nations reform: an unfinished story". As the first Deputy Secretary-General of the UN, Ms Frechette was uniquely positioned to undertake a personal assessment of what has changed and what has not changed in the past decade at the UN and why. She examined if the UN is functioning better than it was 15 years ago, why reform is so difficult to achieve and what the future holds for the institutions. Rubens Ricupero: ARUNA 2004/2005 edition Mr Rubens Ricupero is Dean of the Fundacno Armando Alvares Penteado (FAAP), Sao Paulo and was formerly Secretary-General of UN Conference on Trade and Development (UNCTAD) and Minister of Finance of Brazil. Mr Ricupero's introduction to ARUNA 2004/2005 covered "The difficulty of building consensus in an age of extremes" and examined the mysteries of the negotiating process leading to the outcome of the 2005 World Summit. Rather than a "Grand Bargain" of a comprehensive UN reformin the areas of development, security and human rights, it is argued that the Summit ended more on a note of lamentation and regret over a missed opportunity. Mr Ricupero concludes that contrary to the daring proclamation at the outset by the Secretary-General, the conditions indispensable to succeed were not in place. Indeed, it was hard to imagine that an ambitious and balanced reform package for the UN could have had any real chance of succeeding.

Book excerpt: Newport Passport Application Processing Centre serves the whole of Wales and south west England. It deals with 47,000 passport applications annually-around 10 per cent of the national total. The Identity and Passport Service (IPS) proposes to close the Passport Office at Newport, with a loss of over 300 jobs, although the Home Office announced that a customer service centre would be retained in Newport to service South Wales and the South West of England. The piecemeal nature of the announcements suggests the lack of a co-ordinated strategy regarding the future of the IPS in Wales. The Office's significance to Wales and its value to the Welsh economy have not been truly appreciated by the Government. No economic impact assessment of the proposal has been completed, and the criteria on which the decision was based should be re-examined. The Newport Passport Office is the second largest employer in the city centre. Its closure would have a significant economic impact on the city and would be a further blow for the Welsh economy. The Committee is not convinced that long-term savings will be made by reducing the size of the Office. The IPS should, on the contrary, provide a detailed appraisal of the costs and benefits of consolidation and expansion as opposed to a reduction of services. Without the retention of the office in Newport, the Government's duty to provide a Welsh-language service to users may not be properly discharged.

Book excerpt: The Foreign and Commonwealth Office (FCO) has made good progress in its financial management, aiming to establish itself as one of the best departments in Whitehall in this respect. It has shown strong leadership in raising the profile of good financial management across the Department. Up to 2007-08, however, the FCO has underspent consistently against its budget. The Department has introduced a financial management improvement programme "Five Star Finance", the aim of which is for the department to be a Whitehall leader in financial management. It currently rates itself at three and a half stars on a 1(low) to 5 (high) scale, a rating confirmed by NAO. The FCO operates in a challenging environment in terms of the global nature of its operations. The fluctuations of global currency markets pose particular difficulties for the Department. Until 2007-08, its budgets were protected by the Treasury from exchange rate fluctuations. When this protection was withdrawn, the FCO introduced alternative measures to manage its exposure, principally the forward purchase of major foreign currencies. It needs to ensure that its finance team has the right skills and experience to manage the financial risks it now faces. The FCO is taking action to avoid future underspends against its budget. In other respects, FCO's financial management has improved. The accuracy, reliability and timeliness of its financial reporting have all been enhanced. In 2007-08 it laid its accounts on 30 June, the earliest date it has ever achieved after the March year-end.

While paper ID documents have been used in some countries for a long time, today's rapid growth features high-tech IDs with built-in biometrics and RFID chips. Both long-term trends towards e-Government and the more recent responses to 9/11 have prompted the quest for more stable identity systems. Commercial pressures mix with security rationales to catalyze ID development, aimed at accuracy, efficiency and speed. New ID systems also depend on computerized national registries. Many questions are raised about new IDs but they are often limited by focusing on the cards themselves or on "privacy." Playing the Identity Card shows not only the benefits of how the state can "see" citizens better using these instruments but also the challenges this raises for civil liberties and human rights. ID cards are part of a broader trend towards intensified surveillance and as such are understood very differently according to the history and cultures of the countries concerned.
