Striving to improve business processes to better meet customer requirements, Business Reengineering initiatives also aim at revolutionizing key performance criteria, such as cost, delivery, and quality. Recently however it is being discussed whether Business Reengineering in reality is just another “management fad”, not having lived up to high expectations. Trade magazines and managers talk about failing Business Reengineering projects, consequently turning some companies away from Business Reengineering, towards other management initiatives which promise better bottom-line results. What goes wrong with Business Reengineering? This practitioner’s report highlights that Business Reengineering is an important concept towards customer orientation, and concentrates on the obstacles to Business Reengineering project success. It defines hard and soft (people) barriers and traces these to their underlying causes. The available vast literature on change management is consulted to identify intervention methods and techniques which help to treat causes of people barriers. A framework is presented which helps to manage barriers during the course of a Business Reengineering project. The framework is applied to a real project the author oversaw as a change agent. It turns out that organizational cultural aspects play a pivotal role in project success. Reviewing the implications of barriers to Business Reengineering success, this report proposes to turn away from a control-oriented culture towards a collaboration culture, which not only yields less resistance to change but also helps to focus all members of an organization towards its future. A short discussion of the instruments search conference and participative design concludes this report.

Book excerpt: Spurred by a controversial report from the Institute of Medicine on the prevalence of medical error, To Err Is Human, the medical profession has seen an increase in event reporting systems at the international, national, and institutional levels. Aviation, with its long history of reporting systems, has shown that these systems can yield previously unknown, but safety-critical information for developing a proactive approach to managing human error. Despite many similarities between health care and aviation, event reporting systems have not been well received in health care. Studies have shown that many physicians are reluctant to participate in programs to report medical errors, and that underreporting of adverse events may be as high as 96 percent. These findings suggest that the success of a reporting system is determined by the attitudes and perceptions of frontline care providers. Therefore, prior to implementing an event reporting system, an assessment of the opinions of care providers should be conducted to identify critical barriers to reporting. The University of Texas Human Factors Research Project has developed a survey instrument designed to assess a wide array of attitudes deemed relevant to the implementation of reporting systems. This paper summarizes preliminary survey findings and recommendations for successful implementation of an event reporting system.

Book excerpt: The goal of this study was to identify the barriers and facilitators of successful mental health and/or behavioral programs implemented within inner-city schools. The impetus for this study came from prior meta-analytic research which demonstrated programs being offered within inner-city schools, as a whole, showed very low effect sizes, with many of the programs offered to youth within these settings showing iatrogenic effects. The use of qualitative methods, specifically a phenomenological approach, provided an in-depth understanding of 1) service providers' experience(s) delivering mental health and/or behavioral programs in inner-city schools; and, 2) low-income, urban youths' experience(s) with receiving school-based mental health and/or behavioral programs. The current study's research findings, which provide perspectives from both service providers and youth, was integrated and discussed in the context of: 1) factors that serve as barriers to successful program implementation and/or program outcomes, 2) factors that serve as facilitators of successful program implementation and/or program outcomes,3} impact of the program, 4) recommendations/implications for service providers who deliver programs in these settings, and 5) recommendations/implications for researchers who develop/adapt programs for implementation in these settings. Limitations of the current study and areas for future research were also discussed.

Book excerpt: Purpose - Despite the potential benefits of total quality management (TQM) articulated by quality experts and practitioners, these benefits are not easy to achieve in practice. Many service industries have found difficult to implement TQM successfully. The present study investigates and categorizes the barriers to a successful implementation of TQM program in the service industry. The purpose of this paper is to understand TQM barriers and prioritize their relative importance by ranking them in the service industry. Design/methodology/approach - Based on previously published literature on TQM barriers in service industry and after discussions with quality experts, this study utilizes a set of 12 barriers to TQM as identified by the authors of TQM barriers to accomplish the objectives of the present study. The 12 barriers were divided into three categories. These barriers were prioritized and ranked using an analytic hierarchy process (AHP) approach, a multi-criteria decision-making process. Findings - In this research, the category “managerial issues” was found to be the most important, followed by “people-oriented issues” and “organizational issues” based on their priority weights. The results have also highlighted that the barrier “lack of communication” was the most significant among all the other barriers. It was followed by “lack of top-management commitment,” “employee's resistance to change,” and “lack of coordination between departments.” The least significant barrier was “high turnover at management level.” Practical implications - The study ranks the barriers, from the most important to the least important, which will allow managers and practitioners in the service industry to decide which barriers they need to pay attention to and work on for a successful implementation of TQM. Originality/value - The strength of this study is the development of a comprehensive model for the investigation and prioritization of barriers that the service industry experiences when implementing a TQM program. Presenting TQM barriers in the form of AHP-based model and categorizing barriers is a new effort in the area of TQM.

Book excerpt: Author's abstract: Although the Individuals with Disabilities Improvement Act (IDEIA) was re-authorized in 2004 and permitted the use of RTI as part of the eligibility process, few states and districts have begun to implement it appropriately, let alone assess and ameliorate RTI processes effectively. RTI is basically a problem-solving process. As students move higher up the tiers, instruction and behavioral management techniques are tailored to suit their needs. The effective educator seeks appropriate instruction for all students. Effective RTI practices could remediate at-risk students' difficulties, increase student scores on accountability tests, and improve identification of student with disabilities (SWD) Educators are responsible for ensuring that students are prepared for their lives within society. RTI could be one piece of the puzzle that helps students realize these goals. The purpose of this qualitative study is to examine educator's perceptions of the barriers to and best practices of the implementation of RTI in one urban Georgia school district.

It is concluded that overcoming the barriers would lead to less wastage in the construction industry and lead to more efficiency and productivity.
