In this paper, we aim at quantitatively assessing the value-chains which will be the most effective at fostering national and regional economic development along four dimensions: generating economic growth in the agricultural-food sector; reducing national and rural poverty; creating employment; and improving nutrition by diversifying diets. We propose an economywide systems-approach using a spatially-disaggregated dynamic computable general equilibrium model that we apply to Senegal. Simulation results indicate that fishery is the most effective value chain at generating growth in the regions with potential for fishery expansion (Thies-Diourbel, the Northern, and the Southern regions). Rice is the first value chain to reduce poverty in the Northern and Southern regions where irrigated and rainfed rice cultivation respectively dominate. Growth led by the fruits sector is the most effective at improving nutrition in all four regions where fruits are grown (Thies-Diourbel, the Northern, Central, and Southern regions).

Book excerpt: This paper looks at the prioritization of agricultural value chains (VCs) for the allocation of R&D resources that maximize development outcomes (poverty, growth, jobs, and diets). Considering that growth in VCs affects those various outcomes differently, as expansion pathways result in the diverse use of production factors and inputs, trade-offs from linkages across sectors, and changes throughout the agri-food system, this analysis uses (i) the RIAPA dynamic computable general equilibrium model to identify which agricultural VCs, when expanded through TFP growth, provide the strongest effects on the development outcomes of interest; (ii) the perpetual inventory model (PIM) to represent the lagged effect of research through knowledge stocks of agricultural R&D investments; and (iii) information on the elasticities of VC agricultural activity TFP with respect to agricultural R&D knowledge stocks, to discuss the VC priority allocations of R&D resources in Senegal. Results indicate that no one VC (crop- or livestock-related) is the most effective at improving all development outcomes. When accounting for policy preferences that attribute relative priority weight to development objectives, results (based on a ranking scale) indicate that R&D investments for maximizing development objectives can be most effective in Senegal’s VCs for traditional export crops (growth, diets, jobs, and to some extent poverty), groundnuts (poverty, diets, and jobs), rice (poverty and jobs), poultry/eggs (diets and jobs), sorghum/millet (poverty and growth), and cattle (diets and growth). Other promising VCs with potential effects at scale if strategically targeted include vegetables (poverty, diets, and jobs), oilseeds (poverty and growth), and fruits (diets and jobs). While these results can inform strategies aimed at improving multiple development outcomes, future modeling needs to focus on deepening the standardization and integration of R&D investments costs into the framework, disentangle the relevance of different types of R&D investments sources, and bring together other factors and complementary agrifood system investment dimensions relevant to sustainable and inclusive agricultural VC growth.

First, the authors introduce the economic theory of agri-food value chains and value chain governance, focusing on domestic and regional trade in (and consumption of) food crops in a low-income country context. In addition to mainstream and heterodox thinking about value chain development, the book pays attention to political economy considerations. The book also reviews the empirical evidence on value chain development and performance in Africa. It adopts multiple lenses to examine agricultural value chains, zooming out from the micro level (e.g., relational contracting in a context of market imperfections) to the meso level (e.g., distributional implications of various value chain interventions, inclusion of specific social groups) and the macro level (underlying income, population and urbanization trends, volumes and prices, etc.).Furthermore, this book places value chain development in the context of a process the authors refer to as structural transformation 2.0, which refers to a process where production factors (labor, land and capital) move from low-productivity agriculture to high-productivity agriculture. Finally, throughout the book the authors interpret the evidence in light of three important debates: (i) how competitive are rural factor and product markets, and what does this imply for distribution and innovation? (ii) what role do foreign investment and factor proportions play in the development of agri-food value chains in Africa? (iii) what complementary government policies can help facilitate a process of agricultural value chain transformation, towards high-productive activities and enhancing the capacity of value chains to generate employment opportunities and food security for a growing population.

Book excerpt: Senegal experienced annual economic growth of 4.8 percent during the 2009 to 2019 period (World Bank 2023a). With an annual population growth rate of 2.7 percent over the same period, the living standards of Senegalese improved modestly. In 2020, the global COVID-19 pandemic caused a significant slowdown in economic growth, but growth rebounded in 2021. While the country was adversely affected by the global commodity market disruptions related to the Russia-Ukraine war that started in 2022 (Arndt et al. 2023; Diao and Thurlow 2023), its growth is projected to reach 8.0 percent in 2023 and 10.5 percent in 2024 (World Bank 2023b). This suggests a much-improved short-term outlook and a future growth trajectory well above its pre-pandemic growth trajectory. Agriculture is a relatively small sector in Senegal, accounting for less than one-fifth of GDP. However, the broader agrifood system (AFS), which includes processing, trade and transport of agrifood products, and food services, makes up about one-third of GDP. In this brief, we examine the performance of Senegal’s broader AFS and its contribution to growth and transformation.

It focuses not only on farmers and their direct livelihood but recognizes that sustainable agricultural projects ought to consider the entire production process by not only improving the factors of production for smallholder farmers but also allowing for greater integration into local markets, and the strengthening of key stakeholders along the value chain. The Agricultural Value Chains Support Project (in French Projet d'Appui aux Filières Agricoles (PAFA)) capitalizes on the value chain approach to improve the livelihoods of smallholder farmers in Senegal's Groundnut Basin. Approved in 2008 and put into effect on February 5th 2010, the Agricultural Value Chains Support Project has, as of today, reached 37,734 households. The project is articulated around five components: (1) agricultural diversification and access to local market (2) development and structuring of regional value chains, (3) national coordination, knowledge management and project management, (4) climate change adaptation, and (5) support services for rural finance. The project was innovative in that, in addition to providing support to farmers through producer organisations (POs), there was an emphasis on improving concertation and collaboration around key value chains.

SFVCD requires a systems approach to identifying root problems, innovative thinking to find effective solutions and broad-based partnerships to implement programmes that have an impact at scale. In practice, however, a misunderstanding of its fundamental nature can easily result in value-chain projects having limited or non-sustainable impact. Furthermore, development practitioners around the world are learning valuable lessons from both failures and successes, but many of these are not well disseminated. This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.

Book excerpt: This paper is the first to present panel data evidence on the longer-term impact of expansion of global value chains and large-scale export-oriented farms in developing countries. Using panel data from two survey rounds covering a seven-year period and fixed effects regression, we estimate the longer-term income effects of wage employment on large-scale farms in the rapidly expanding horticultural export sector in Senegal. In addition to estimating average income effects, we estimate heterogeneous income effects using fixed effects quantile regression. We find that poverty and inequality reduced much faster in the research area than elsewhere in Senegal. Employment in the horticultural export sector significantly increases household income and the income effect is strongest for the poorest households. Expansion of the horticultural export sector in Senegal has been particularly pro-poor through creating employment that is accessible and creates substantial income gains for the poorest half of the rural population. These pro-poor employment effects contrast with insights in the literature on increased inequality from rural wage employment.

This has created a gap in the information available to planners, practitioners, and value chain participants. Furthermore, few references are available on how these approaches can be applied specifically to developing agriculture in Africa. 'Building Competitiveness in Africa s Agriculture: A Guide to Value Chain Concepts and Applications' describes practical implementation approaches and illustrates them with scores of real African agribusiness case studies. Using these examples, the 'Guide' presents a range of concepts, analytical tools, and methodologies centered on the value chain that can be used to design, implement, and evaluate agricultural and agribusiness development initiatives. It stresses principles of market focus, collaboration, information sharing, and innovation. The 'Guide' begins by examining core concepts and issues related to value chains. A brief literature review then focuses on five topics of particular relevance to African agricultural value chains. These topics address challenges faced by value chain participants and practitioners that resonate through the many cases described in the book. The core of the book presents methodological tools and approaches that blend important value chain concepts with the topics and with sound business principles. The tools and case studies have been selected for their usefulness in supporting market-driven, private-sector initiatives to improve value chains. Book excerpt: Health-related incentives to reward effort or commitment are commonplace in many professional contracts throughout the world. Typically absent from small-scale agriculture in poor countries, such incentives may help overcome both health issues for remote rural families and supply issues for firms. Using a randomized control design, we investigate the impact of adding a micronutrient-fortified product in contracts between a Senegalese dairy processing factory and its seminomadic milk suppliers. Findings show significant increases in frequency of delivery but only limited impacts on total milk delivered. These impacts are time sensitive and limited mostly to households where women are more in control of milk contracts.

Book excerpt: This paper uses an economy-wide model to identify agricultural activities and value-chains in Ethiopia whose expansion would be most effective at generating economic growth, reducing national and rural poverty, creating jobs, and diversifying diets. Results indicate that expanding cereals production would continue to contribute positively to national pro-poor growth. However, the analysis suggests that there is no single value-chain that can achieve all policy objectives. Instead, a more balanced portfolio of valuechains would not only enhance agriculture’s future contribution to poverty reduction and economic growth, but also promote faster rural transformation and dietary diversification, both of which are needed to create job opportunities and improve nutrition outcomes over the longer-term. After considering alternative weighting schemes for competing policy goals, the final analysis suggests that vegetables and fruits/tree crops should be considered “priority” value-chains, because these are among the most effective at achieving multiple policy objectives. Other highly-ranked value-chains include oilseeds, tobacco/cotton/tea, and milk/dairy.

While the first phase of FAO’s efforts concentrated more on conducting policy analysis and measuring public expenditures, this second phase built on the first phase’s outcomes to support policy reforms across Southern Asia and sub-Saharan Africa. MAFAP has been found to be an effective and well-positioned influencer of policy reforms in the agricultural sector. However, there are areas of improvement for this programme, including: i) increased resources to better address increasing policy support demand; ii) more strategic planning; iii) more formal institutionalization and more engagement with civil society and the private sector; iv) more coherence at country level in conducting preliminary analysis; and v) improvement to its knowledge management system in order not to lose its institutional memory.

Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.
