Participants disagreed with the standard of marking the entrance to the managed lane from the general-purpose lanes with an EXIT sign, as they considered themselves still on the overall facility. Participants were also receptive to using a different color sign or at least a different colored banner to help differentiate between managed lane and general-purpose lane information.

Book excerpt: Texas cities are currently considering the managed lane concept for major freeway projects. As a new concept of operating freeways in a flexible and possibly dynamic manner, the managed lane concept has a limited experience base, thereby creating a knowledge vacuum in emerging key areas that are critical for effective implementation. . Complicating the effort is the rapid progress of several freeway improvement projects in Texas in which TxDOT is proposing managed lane operations. The operational experience both in Texas and nationally for managed lanes is minimal, particularly for extensive freeway reconstruction projects. The managed lane projects currently in existence involve retrofits of existing freeway sections within highly fixed access, geometric, and operational configurations, and established eligibility considerations. There are few projects in operation from which to draw experiential data on the implementation of managed lane freeway sections with complex or multiple operational strategies, including variations in eligible vehicle user groups by time of day. The objectives of this project are to investigate the complex and interrelated issues surrounding the safe and efficient operation of managed lanes using various operating strategies and to develop a managed lanes manual to help the Texas Department of Transportation (TxDOT) make informed planning, design, and operational decisions when considering these facilities for its jurisdiction. This document presents the critical research results obtained over the five years of this project.

Book excerpt: The Wisconsin Department of Transportation (WisDOT) owns and operates a state highway network of 12,000 miles, which carries approximately 80 percent of vehicle miles traveled in the state. Construction, maintenance, weather and other events often lead to lane closures or restrictions, causing inconvenience to road users. WisDOT developed numerous strategies for identifying alternate routes that drivers can use when highway travel times are affected by planned or unplanned events. Despite these efforts, WisDOT has observed that many alternate routes are underused, even when those routes would save travelers significant travel time. The objective of this project was to examine the decision-making processes of Wisconsin drivers regarding route selection, including their decisions to use (or not use) an alternate route instead of the highway network. Factors that were examined included how and when drivers make initial decisions about a preferred route, for both familiar and unfamiliar trips; the factors that influence their decisions to divert or not divert from their usual (or current) route to an alternate route; and the information sources they would most likely consult for travel and route information.

Historically, managed lanes were typically developed for single, distinct corridors, providing preferential access for users who travel from one endpoint to another. The success of past managed lane projects has led to planned and constructed networks of managed lanes that expand the concept across most major freeways within a region. Currently, operators rely mostly on signage, websites, and social media to convey information related to pricing and operating rules. Existing communication methods will become ineffective as network complexity increases. New technology, including advancements in traveler information and connected vehicles, may provide a solution to the problem. This research project investigated different ways to communicate operational and pricing rules for managed lane networks. Key parts of this research consisted of ( a) a national state-of-the-practice review, (b) system user focus groups and surveys, and (c) an emerging technologies assessment.
