This report is intended to be an operation handbook or manual that provides guidance for watershed practitioners to use in identifying and prioritizing CSAs (Critical Source Areas), defined as portions of the landscape that combine high pollutant loading with a high propensity to deliver runoff to surface waters. Guidance is also provided for delineating PMZs (Priority Management Zones), regions of the watershed targeted for conservation practices that address disproportionate or large pollutant loads.
