Book excerpt: In the present paper, after reviewing the results of the ExternE project and its follow-up stages in the estimation of the external costs of electricity production, we look at the policy instruments for the internalisation of such costs. Emphasis is given to subsidies, such as feed-in tariffs, competitive bidding processes and tradable green certificates to stimulate the use of renewables in the production of electricity. When policy-makers are asked to choose the instrument(s) to internalise the externalities in the electricity production, they have to find a solution that gives the best outcome in terms of efficiency, cost minimisation, impact on the job market, security of energy supply, equity of the instrument, technological innovation, certainty of the level of the internalisation, and feasibility. The choice of the instrument will require some trade-offs among these criteria. Conjoint choice analysis can help in investigating how stakeholders and policy makers trade off the criteria when choosing a policy for the internalisation of the externalities. In this paper we present the first results of a questionnaire that employs conjoint choice questions to find out how policy makers and stakeholders of the electricity market trade off some socio-economic aspects in the selection of the policy instruments for the internalisation of the externalities. The results of this first set of interviews will be useful for further research.

Since the outstart of the discussion on the monetized environmental costs of electricity in 1988 a number of studies have been conducted on the subject, producing partially contradictory results. Simultaneously political action has resulted from the first stage on this discussion process. In Germany the higher rates which have to be payed to autoproducers based on renewable energy sources have been explicitly justified by the existence of external environmental costs of conventional electricity generation. At the same time some state regulatory commissions in the United States have introduced adders for environmental costs in the utility planning process. This book reports on the first international workshop on the subject, bringing together practically all experts in the field of research and political implementation from the United States and Germany, the two pioneering countries. The more than thirty contributed papers contained in this volume give the most comprehensive and up-to-date overview of the field. Some papers already outline the future course of research by giving an overview over some major research projects, which have just started.

Book excerpt: This is a review of The Social Cost of Electricity: Scenarios and Policy Imperatives (Edward Elgar, 2010), which summarizes the results of a European Commission funded research project. The contributions in this volume stands out for their ambitious effort to model and quantify the external costs of electric power generation, as well as their initial assessment of various policy instruments designed to address climate change and promote renewable energy. While a broad range of social cost issues presented by electricity production are incorporated into the project's modeling, it does not study or attempt to quantify conservation and demand response approaches. Much more complete data will likely be necessary to for policymakers to seriously the assess which instruments are most effective at advancing energy policy goals. Without doubt, however, the data and careful analysis presented in this volume will challenge future decisionmakers to look beyond the private or market cost of energy in their policy decisions.

The following three main cost categories are differentiated: plant-level costs, system costs and external costs. Different types of costs are allocated to these categories and are examined and quantified (to the extent possible) for several power generation technologies. The limits of monetizing certain types of costs are also discussed. In a further step, and based on a large number of empirical studies, individual factors that have had a significant influence on the development of plant-level costs in the past, are identified and categorized. Finally, based on an online survey conducted among energy modellers, the dissertation examines to what extent the identified relevant types of costs and cost-influencing factors are taken into account in different types of energy models. engl.
