Book State Assessment Policy and Practice for English Language Learners

Download or read book State Assessment Policy and Practice for English Language Learners written by Charlene Rivera and published by Routledge. This book was released on 2014-05-12 with total page 484 pages. Available in PDF, EPUB and Kindle. Book excerpt: State Assessment Policy and Practice for English Language Learners presents three significant studies, each examining a different aspect of states' strategies for including English language learners in state assessments. *an Analysis of State Assessment Policies Regarding Accommodations for English Language Learners; *a Survey and Description of Test Translation Practices; and *an Examination of State Practices for Reporting Participation and Performance of English Language Learners in State Assessments. With the rise in population of English language learners and the subsequent stepped-up legislative focus on this student population over the past decade, states have been challenged to include English language learners in state assessment programs. Until now, the little data available on states' policies and practices for meeting this challenge has been embedded in various reports and professional journals and scattered across the Internet. This volume offers, for the first time, a focused examination of states' assessment policies and practices regarding English language learners. The three studies were supported by OELA, the U.S. Department of Education's Office of English Language Acquisition, Language Enhancement, and Academic Achievement for Limited English Proficient Students. State Assessment Policy and Practice for English Language Learners is of interest to researchers and professionals involved with the assessment of English language learners; state- and district-level policy makers; and academics, teacher educators, and graduate students in a number of fields, including educational and psychological assessment, testing and measurement, bilingual education, English as a second language, and second language acquisition.

Book Children s English and Services Study

Download or read book Children s English and Services Study written by J. Michael O'Malley and published by . This book was released on 1981 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examines the background, rationale, procedures, and results of a study by the National Institute of Education (NIE) and the National Center for Education Statistics (NCES) to determine the number of limited English proficient children living in the United States and the types of services these children receive in school. The procedure used by the study for defining limited English proficiency is examined in terms of conceptual framework, field test procedures and results, and selection of the criterion score. A critique is offered of the conceptual framework and survey procedures that includes alternative sample plans, the role of the advisory group and contractor, sample selection, questionnaire design, data collection, response rates and weight adjustments, and sources of and interpretation of errors. The results of the survey are summarized. Comments from the advisory group for the study are set forth. In general, it is concluded that various flaws in the design of the study give cause for calling the results into question. Instruments used in the study are appended. (JB)

Book English Language Learners with Special Education Needs

Download or read book English Language Learners with Special Education Needs written by Alfredo J. Artiles and published by Delta Publishing Company(IL). This book was released on 2002 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: Because procedures are not in place in many schools and school districts to successfully determine academic placement of English language learners, many of these learners are placed inappropriately. Some who don't need special services (other than English as a second language) may find themselves in special education classes. Others who need special services may be placed in regular classes without the extra supports and services that they need. Working with English language learners and with students requiring special education services requires collaboration among teachers, school psychologists, speech pathologists, and assessment personnel with expertise in general, bilingual, and special education.

Book Serving Vocational ESL Students

Download or read book Serving Vocational ESL Students written by Robert J. Thomas and published by . This book was released on 1992 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drawing on an applied research study encompassing an extensive literature review, telephone interviews with 50 key program administrators, and site visits at 9 community colleges, this handbook describes proven, effective techniques for providing vocational education to limited English proficient (LEP) adults in a community college setting. An introductory chapter focuses on basic issues and concerns, such as understanding the diverse demographics of LEP students, welcoming them to the campus, and balancing institutional mission, resources, and capabilities. Chapter 2 looks at ways to foster a multicultural environment that serves not only LEP students, but the campus community as a whole. While chapter 3 investigates the challenges associated with planning and implementing programs and services for LEP students, chapter 4 provides a detailed discussion of instructional options, components, and strategies. Chapters 5 and 6 examine instructional support and support services, respectively, focusing on the design and adaptation of services that meet LEP students' unique needs, the development of related institutional policies, and the provision of specialized training for faculty and staff. Assessment and evaluation is the topic of chapter 7, which addresses the challenges involved with conducting useful program evaluations, selecting standardized tests for LEP students, and ensuring that ability-to-benefit tests do not unfairly exclude them from financial aid opportunities. Following an examination of collaboration within the college and with external agencies in chapter 8, chapter 9 considers funding policy issues. Each chapter includes references. (MPH)
