Under the EEA agreement, Iceland participates in the EU free movement of capital, persons, services and industrial goods, along with cooperation in social policy and related fields. However, Iceland does not participate in the EU Common Fisheries Policy (CFP), the EU Common Agricultural Policy (CAP), the European Economic and Monetary Union (EMU), or in the EU Customs Union. This dissertation studies the effects of full EU membership on Iceland's Political Economy. It gives an overview of the EU, EEA and the European Free Trade Association (EFTA), offering thorough analyses of the EMU, Agricultural Policy and Fisheries Policy. The dissertation also reviews the pros and cons of EU membership. A decision to join the EU is in the end a question of political choice and this dissertation is intended to make such a choice as informed as possible.

The thesis under investigation is formulated as follows: While the fishing industry in Norway constantly succeed in intervening in national policy-making towards European integration, Icelandic fishermen lost access to governing parties after the sudden change of government in 2009. Consequently they failed to prevent the government from filing the EU membership application. Iceland and Norway have traditionally been referred to as “outsiders” or even “outliers” in the process of European Integration (Miles 2005). While Iceland had not applied for EU membership until 2009, the Norwegian public rejected the country ́s accession twofold in a referendum, first 1972 and again in 1994. Since the mid-1990s, both states have nevertheless been highly affiliated to the EU project through their participation in the European Economic Area (EEA). Additionally, both countries experienced similar developments concerning political representation since 1994, with long-serving Eurosceptic center-right governments, which were replaced by pro-European center-left governments after the turn of the millennium. The electorate in Norway brought a coalition government of Labor, Socialists and Center Party to power in 2005, which was reelected four years later. In Iceland, a coalition of social democrats and Left-Green Movement replaced the conservative government in 2009. How did it come that Iceland for the first time in history applied for EU membership after the change in government while Norway did not?

Book excerpt: This book examines Europeanization in the European Economic Area (EEA), exploring whether non-member states can have an input into EU decision-making and whether the EU can successfully export its policies within the framework of the EEA. Iceland, Norway and Liechtenstein, while not EU member states, are members of the European Free Trade Association (EFTA) and signatories of the EEA Agreement. The Agreement allows participation in the EU’s internal market but also requires extensive and continuous adaptation to EU rules. Whilst existing literature is limited mainly to the EU’s impact on its own member states or neighbours to the east, this book extends the study of Europeanization to the EEA, exploring whether Iceland, as a non-member state, can have an input into EU decision-making and, conversely, whether the EU can ensure that its policies are adhered to outside of its borders. The author argues that, although the EEA Agreement is not without its challenges, it has proved considerably more resilient than originally expected. This raises the question of whether the EEA provides a realistic alternative to EU membership for other states with close ties to the EU. Delving into the largely unknown intersection between the EU and the EEA and providing important new insights into the Europeanization process, Europeanization and the European Economic Area will be of strong interest to students and scholars of European Union politics and policy-making, European Union Enlargement, Nordic politics and comparative politics.

Book excerpt: Small states are dependent on the economic, political, and societal shelter provided by larger states and international organizations to survive and prosper. Iceland provides an ideal case study for shelter theory, due both to its smallness as compared with its larger neighbouring states, as well as its status as both an entity and then as a state. That Iceland has historically been so isolated, relative to other small European states, also makes it easier to trace the country’s interactions with other actors, since the impact of each interaction can be measured more definitively thus broadening the theory’s validity and offering new insights into its operations. The contributors to this volume focus on the extent of Iceland’s external engagement with other states and the domestic consequences of this interaction. Societal shelter, in terms of transfer of norms and values, is as of much importance as economic and political shelter. By unpacking the structure of Iceland’s external relations, this book demonstrates both the size-related disadvantages and the unique needs of small states to evaluate, explain, and predict small state behaviour. The “Small States and Big Powers: Portugal and Iceland’s Foreign Relations” book analyses the importance of relations with big powers or regional and international organisations from a shelter theory perspective, detailing the degree of political, economic and societal shelter that they have provided to Portugal and to Iceland over time. Despite having followed distinct paths, Portugal and Iceland have some important similarities in their foreign policy, namely in relation to the European and the Atlantic dimensions and their participation in regional organisations. The book examines their decisions to join or not to join regional organisations, and both countries’ bilateral relations with other important parts of the world, namely Africa, the Nordic states and China. This book compares the foreign policies of Portugal and Iceland considering their commonly identified status as small states and place them within the shelter theory framework, and its findings indicate that both countries need to balance their international relations with shelter provided by different actors. Their size and political and economic capabilities matter in their bilateral and multilateral relations. It is therefore in both countries’ interest to maintain strong cooperation not only with big powers, but also regional and international organisations, depending on their field of action, in order to flourish politically, economically and socially.

Using in-depth interviews with radical right activists in Ukraine, Alina Polyakova also explores how radical right mobilization works on the ground through social networks, allowing new insights into how social movements and political parties interact.

Christine Ingebritsen provides a timely analysis of Nordic economic and security policies in the wake of the vast transformation of regional politics between 1985 and 1995. The Nordic States and European Unity addresses two central questions: Why did all five Nordic states trade autonomy for integration after 1985? And why do some follow the British pattern, resisting supranationalism, while others prefer the German strategy of embedding their policies in a common European project?Through extensive interviews with representatives of trade unions, government ministries, parliamentary committees, social movements, and military and industrial organizations, Ingebritsen charts adjustments to the idea of a regional system of governance. She highlights crucial differences among these nations as they seek to protect their borders against new security threats. In particular, Ingebritsen shows how the political influence of leading sectors affects each state's capacity to pursue an integrationist policy. Economic sectors are not uniformly affected by European policy coordination, and the experience of the Nordic states demonstrates this difference. Her work shifts the focus of political economics away from enduring, domestic institutions toward an understanding of institutions as sectoral and transnational.
