This book examines the array of water-management decisions faced by Chinese leaders and their consequences for local communities. Focusing on the southwestern province of Yunnan—a major hub for hydropower development in China—which encompasses one of the world's most biodiverse temperate ecosystems and one of China's most ethnically and culturally rich regions, Bryan Tilt takes the reader from the halls of decision-making power in Beijing to Yunnan's rural villages. In the process, he examines the contrasting values of government agencies, hydropower corporations, NGOs, and local communities and explores how these values are linked to longstanding cultural norms about what is right, proper, and just. He also considers the various strategies these groups use to influence water-resource policy, including advocacy, petitioning, and public protest. Drawing on a decade of research, he offers his insights on whether the world's most populous nation will adopt greater transparency, increased scientific collaboration, and broader public participation as it continues to grow economically.

This paper reviews China,Äôs progress in the context of global hydropower development and examines the role of technological advance in supporting China,Äôs hydropower projects, especially dam construction technology. Hydropower represents a sustainable alternative source, and China already derives 16% of its electricity supply from hydropower. However, evidence from other hydroelectric projects such as the Three Gorges Dam suggests that the socioeconomic consequences of such large public works projects are enormous.A series of dams has been proposed for the middle and lower reaches of the Nu River (Upper Salween) in Yunnan Province. If completed, the 13-dam cascade would have greater power-generating potential than the Three Gorges Dam. However, the Nu is considered to be the last quot;virginquot; river in China, and many of the proposed dams are located in an environmentally-sensitive area. Moreover, approximately 50,000 people - many of them ethnic minorities - would be forced to resettle by the resulting reservoirs. Finally, the economic status of northwestern Yunnan is quite low, suggesting that socioeconomic vulnerabilities among the displaced population would be quite acute. Although construction has officially been halted, surveying has begun on at least five of the dams, and recent news reports indicate that the actual construction process has begun on one of these.After providing a detailed account of China's electricity supply, this paper quantifies China's hydropower potential. We then describe the socioeconomic effects of population displacement from dam development using the Three Gorges Dam as a case study. Next, we provide a detailed economic profile of the Nu River area, arguing that poor farmers from disparate language groups are more likely to face extreme vulnerabilities in the resettlement process. Finally, we employ microevidence from interviews of affected households to demonstrate that the dam construction process in western Yunnan has been neither transparent nor consultative.

Book excerpt: Western scholars have recently drawn attention to the rise of non-governmental organizations and increasing levels of associational activity in suggesting that a type of civil society is rising in China. However, through a critical discourse analysis of 'civil society' and what are understood to be Chinese translations of the concept (shimin shehui, gongmin shehui and minjian shehui), very important distinctions between the terms are uncovered. Thus, there is no identical translation of the Western concept 'civil society' in Chinese; all terms have certain unique connotations. In this thesis the campaign opposed to hydropower development on China's Nu River is viewed and analyzed according to this theoretical distinction between civil society and the three above mentioned Chinese terms. Most of the significant advocacy in the campaign was carried out by social elite in urban areas far from the Nu River, although some of the subaltern Nu River people came into contact with outside activists. The locals did not, however, always share the views of the activists and had limited participation in the campaign. Thus, these Nu River residents have had to deal with the development plans of the state and have also encountered the conservation goals of environmental activists; conflicting forces both coming from outside of the region. A civil society, in the Western sense, may indeed be rising in China, but it appears to be in a realm limited to social elite.
