Book excerpt: Watershed research is conducted by the U.S. Geological Survey (USGS) to expand our understanding of basic hydrologic mechanisms and their responses at the watershed scale and to provide information that serves as the basis for water and environmental management activities carried out largely by other governmental and private entities. The work of the USGS in this area is carried out by its Water Resources Division and occurs in three general program areas: basic research, regional and site assessments, and data collection. These activities are becoming increasingly important, especially in the context of water and environmental management, where contemporary problems are being approached more than ever on an integrated ecosystems or watershed basis and where the underlying physical, chemical, and biological science is complex. Although the value of this type of hydrologic research is well recognized within the USGS, available financial resources to support it remain modest. Thus, this study seeks to help maximize the effectiveness of the agency's work. The study took two years, during which time the committee visited field sites, received briefings, reviewed descriptive materials, deliberated toward conclusions, and wrote this report. Recommendations are intended to assist the USGS in improving its overall strategy for work in this area; descriptions of a number of scientific opportunities are included, and appropriate circumstances for collaboration with and support for others are identified.

Book excerpt: The availability of fresh water is potentially one of the most pervasive crises of the coming century. Water-related decisions will determine the future of major ecosystems, the health of regional economies, and the political stability of nations. A vigorous program of research in hydrologic sciences can provide the basis for sound water management at local, regional, national, and international levels. The Committee on Hydrologic Science was established by the National Research Council in 1999 to identify priorities for hydrologic science that will ensure its vitality as a scientific discipline in service of societal needs. This charge will be performed principally through a series of studies that provide scientific advice on the hydrologic aspects of national program and U.S. hydrologic contributions to international programs. This first report contains a preliminary assessment of the hydrologic science content of the U.S. Global Change Research Program (USGCRP). Because this is a short and focused report, little effort is spent to reaffirm the established and successful elements of the USGCRP. In fact, the Committee generally endorses the findings of the National Research Council (NRC) report Global Environmental Change: Research Pathways for the Next Decade (NRC, 1998a; the so-called Pathways report) in this respect. Instead the attention here is directed toward the most critical missing hydrologic science elements in the FY2000 USGCRP. This brings the focus to the terrestrial component of the water cycle. The integrative nature of terrestrial hydrology could significantly strengthen the USGCRP.

Book excerpt: "The U.S. Department of Agriculture Forest Service Center for Forested Wetlands Research has conducted or cooperated in studies designed to improve understanding of fundamental hydrologic and biogeochemical processes that link aquatic and terrestrial ecosystems. Five of these studies are discussed here. The first is based on observations made on long-term experimental watersheds established in the 1960s on the Forest Service Santee Experimental Forest in South Carolina. It quantifies the soil moisture dynamics, flow regimes, and water chemistry of low-gradient forested wetlands. The second study is being conducted in cooperation with North Carolina State University. It is a long-term project aimed at quantifying the effects of various water management and silvicultural management practices on hydrology and water quality at the Weyerhaeuser Company's managed pine forest in Carteret County, North Carolina. The third study is a long-term ecosystem study on MeadWestvaco's Coosawhatchie River bottomland hardwood site in South Carolina. It addresses questions related to public concerns about the need for protection, restoration, and sustainable management of forested wetlands. The fourth study, which was conducted between 1997 and 2000, examined the hydrology and water quality of intensively managed short-rotation woody crop plantations on International Paper's Trice experimental forest in the upper Coastal Plain of South Carolina. A fifth study was conducted between 1996 and 2004 at MeadWestvaco's Carolina bay site in the South Carolina upper Coastal Plain; it assessed the surface-water and ground-water interactions between Carolina bays and their surrounding uplands. Recommendations are provided for using knowledge gained through these and other studies as a basis for expanding needed hydrologic research with collaborators to address four major areas of water-related issues in the Southeast."--P. Book excerpt: In this century, the United States will be challenged to provide sufficient quantities of high-quality water to its growing population. Water is a limiting resource for human well-being and social development, and projections of population growth as well as changing social values suggest that demands for this resource will increase significantly. These projections have fueled concerns among the public and water resources professionals alike about the adequacy of future water supplies, the sustainability and restoration of aquatic ecosystems, and the viability of our current water resource research programs and our institutional and physical water resource infrastructures. With the goal of outlining a roadmap to guide policymakers, the Water Science and Technology Board (WSTB) held a series of discussions at several of its meetings in 1998-2000 about the future of the nation's water resources and the appropriate research needed to achieve their long-term sustainability. From those discussions, the board produced this report, the objectives of which are to: draw attention to the urgency and complexity of water resources issues facing the United States in the twenty-first century; broadly inform decision makers, researchers, and the public about these issues and challenges; identify needed knowledge and corresponding water resources research areas that should be emphasized immediately and over the long term; and describe ways in which the setting of the water research agenda, the conduct of water research, and investments devoted to such research should be improved in the next few decades. This report discusses major research questions related to the critical water issues that face the nation. It lays out an interdisciplinary research portfolio for the next 20 years and recommends agenda-setting processes that can maximize the nation's ability to prioritize and conduct water resources research.

Book excerpt: In order to confront the increasingly severe water problems faced by all parts of the country, the United States needs to make a new commitment to research on water resources. A new mechanism is needed to coordinate water research currently fragmented among nearly 20 federal agencies. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.
